The Standing Vice Chairman of the Provincial People's Committee held a regular monthly meeting with citizens in August.
(Baonghean.vn) - On the morning of August 16th, Mr. Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee - chaired the regular citizen reception session for August 2021.

The Standing Vice Chairman of the Provincial People's Committee, Le Hong Vinh, received Mr. Phan Trong Nguyen (residing in Block 8, Trung Do Ward, Vinh City). Mr. Nguyen filed a complaint demanding the right to use 200 square meters of land.2The family is currently living on this land and is petitioning the competent authorities to cancel the planned construction of Cau Thong Market so that the family can have a stable life.
“The project received investment approval in 2005 but has not been implemented to date. Our family's house has not been renovated or rebuilt for many years, and during the rainy season, it leaks everywhere, and the floor is damp. We hope that the competent authorities will resolve this matter definitively and issue a land use right certificate so that we can rebuild our house and stabilize our lives,” Mr. Nguyen requested.

Chairman of the Vinh City People's Committee, Tran Ngoc Tu, stated that during the process of handling the petition, Mr. Nguyen's family failed to provide legally valid documents proving the origin of land use. Therefore, Trung Do ward confirmed that this land belonged to the State and was managed by Anh Hong Cooperative since 1992. However, Trung Do ward later confirmed that Mr. Nguyen's family had been using the land since after October 15, 1993.
Regarding the Cau Thong market project, on July 29, 2021, Vinh City sent a document requesting the Department of Planning and Investment to report to the Provincial People's Committee for consideration of two options.
Firstly, the project will continue to be implemented on the condition that the investment registration certificate and the detailed construction plan of the project are adjusted; and that area B of the project (including a portion of the land where Mr. Nguyen's family is currently residing) is removed from the project scope before August 30, 2021. If the deadline is exceeded, the State will reclaim the land and terminate the project.
Secondly, revoke and terminate the Cau Thong market project.

The Department of Planning and Investment stated that the project has been extended twice, and the construction of the various components has been very slow, with the land remaining vacant for a long time. Regarding the request from Vinh City, the province has issued a document requesting Trang Anh Construction, Production and Trading Joint Stock Company and Saigon LAND Corporation to urgently complete the legal procedures to determine the project's investor, but to date, these two companies have not submitted any official documents.
After hearing opinions from various departments, the Standing Vice Chairman of the Provincial People's Committee, Le Hong Vinh, concluded that if Mr. Phan Trong Nguyen's family disagrees with the conclusion of Trung Do Ward (Vinh City) regarding the determination of land use origin, they can file an administrative lawsuit in court for resolution. Regarding Mr. Nguyen's family's request to cancel the planning for the Cau Thong market construction project, the province will consider, decide, and respond to the citizens.
Next, the Standing Vice Chairman of the Provincial People's Committee received citizen Nguyen Dinh Thong (residing in Hamlet 13, Nghi Kim Commune, Vinh City).

Mr. Thong reported that his family was granted a land use certificate by Vinh City for a plot of land in Hamlet 13, but Mr. Nguyen Van Phuc's family illegally built a garage on the drainage system of four hamlets, resulting in Mr. Thong's family having no access to their house and having to borrow land from neighbors. Mr. Thong requested that the competent authorities investigate, take measures to address and dismantle Mr. Phuc's illegally constructed garage, and restore access to his family's house.
Chairman of the Vinh City People's Committee, Tran Ngoc Tu, stated that the ownership of the land at Mr. Phuc's car garage has not been fully and accurately determined due to many issues that need clarification. He also said that Mr. Thong's complaint that the car garage affects his family's transportation is inaccurate. Vinh City proposed that the Provincial People's Committee assign the city to establish a working group to conduct a field inspection to determine the current state of construction.

Concluding the resolution of the case, the Standing Vice Chairman of the Provincial People's Committee, Le Hong Vinh, instructed the Vinh City People's Committee to establish a working group to urgently inspect the land ownership and current construction status on-site, in order to resolve the case promptly according to regulations, and report the results to the Provincial People's Committee before September 30, 2021.
