Yesterday, August 17th, at the Party Central Headquarters,General Secretary Nguyen Phu TrongHe chaired a meeting of the Party Central Committee to consider and implement disciplinary measures against the Party Committee of the Hanoi People's Committee for the 2016-2021 term and a number of individuals who were former leading officials of Hanoi and Ho Chi Minh City.

After considering the proposal of the Central Inspection Committee and hearing presentations from representatives of Party organizations, the Secretariat of the Central Committee found that: 1. The Party Committee of the Hanoi People's Committee for the 2016-2021 term violated the principles of Party organization and operation: It was slow to revise and promulgate the Working Regulations; the Working Regulations contained provisions contrary to Party regulations and State laws regarding the responsibilities and powers of the head of the organization, leading to the head of the organization abusing power, acting arbitrarily, and illegally interfering in the activities of related agencies and units in bidding, creating conditions for companies owned by family members and relatives to benefit illegally; violating the Working Regulations of the City Party Committee and the directives of the Standing Committee and the Executive Committee of the City Party Committee. It lacked responsibility and neglected leadership and direction, allowing the People's Committee of the city and some departments, agencies, officials, and Party members to violate Party regulations and State laws, causing very serious consequences and significant losses to the state budget; Many organizations, officials, and Party members have been subjected to Party disciplinary measures, administrative disciplinary measures, and many officials and Party members have been prosecuted criminally.

Hanoi City People's Committee Headquarters

Regarding certain individuals: Mr. Nguyen Van Tu, during his tenure as a member of the Hanoi City Party Committee, Secretary of the Party Committee, and Director of the Hanoi City Department of Planning and Investment, bears primary responsibility and the responsibility of the head for the violations committed by the Party Committee of the Hanoi City Department of Planning and Investment from March 2016 to June 2017. Mr. Tu violated Party regulations on the functions and duties of the Party Committee, violated the working regulations of the Party Committee of the agency and of the Department of Planning and Investment; acted contrary to bidding regulations; accepted bribes from contractors; and failed to inspect and supervise, allowing related contractors to violate the Bidding Law.

During his tenure as a member of the Standing Committee of the City Party Committee and Permanent Vice Chairman of the People's Committee of Ho Chi Minh City (from 2008 to 2011), Mr. Nguyen Thanh Tai was directly responsible for approving changes to investment policies, transferring investment rights for projects, deciding on the approval of land use rights values, construction values ​​on land, land lease prices, and approving land allocation and leasing in violation of the law, causing very serious consequences.

During his tenure as a member of the Standing Committee of the City Party Committee and Vice Chairman of the People's Committee of Ho Chi Minh City, Mr. Tran Vinh Tuyen was directly responsible for signing decisions approving the illegal transfer of projects; creating conditions for several individuals to transfer projects in violation of the law, causing very serious consequences.

During his tenure as a member of the City Party Committee, Director of the Ho Chi Minh City Department of Construction, and Chairman of the City's Appraisal Council, Mr. Tran Trong Tuan was directly responsible for appraising, signing the submission, and advising Mr. Tran Vinh Tuyen, Vice Chairman of the People's Committee of Ho Chi Minh City, to sign the decision approving the transfer of the project in violation of the law, causing very serious consequences.

The violations committed by the Party Committee of the Hanoi People's Committee during the 2016-2021 term and the aforementioned officials are very serious, causing significant damage and loss of state assets, and have resulted in criminal prosecution. These violations have negatively impacted the reputation of the Party Committee and government of Hanoi and Ho Chi Minh City, as well as the individuals involved, causing public outrage. Therefore, strict disciplinary action must be considered and implemented in accordance with Party regulations.

Based on Regulation No. 102-QD/TW dated November 15, 2017, and Regulation No. 07-QD/TW dated August 28, 2018, of the Politburo on disciplinary action against violating Party organizations and members, the Secretariat of the Central Committee decided to discipline the Party Committee of the People's Committee of Hanoi City for the 2016-2021 term with a Warning; and to expel from the Party the following individuals: Nguyen Van Tu, Nguyen Thanh Tai, Tran Vinh Tuyen, and Tran Trong Tuan.
