Yesterday, August 17, at the Party Central Headquarters,General Secretary Nguyen Phu Trongchaired a meeting of the Secretariat to review and discipline the Party Executive Committee of the Hanoi People's Committee for the 2016-2021 term and a number of individuals who were former leaders of Hanoi and Ho Chi Minh City.

After reviewing the proposal of the Central Inspection Commission and listening to the presentation of the Party organization representative, the Secretariat found that: 1. The Party Executive Committee of the Hanoi People's Committee for the 2016-2021 term violated the Party's organizational and operational principles: Slow to amend and promulgate the Working Regulations, the Working Regulations contained content contrary to the Party's regulations and the State's laws on the responsibilities and powers of the head, leading to the head abusing his power, illegally interfering in the activities of relevant agencies and units in bidding, creating conditions for companies of relatives and family members to benefit against regulations; violating the Working Regulations of the City Party Committee and the direction of the Standing Committee and the Standing Committee of the City Party Committee. Lack of responsibility, lax leadership and direction allowing the City People's Committee and a number of departments, branches, cadres and Party members to violate the Party's regulations and the State's laws, causing very serious consequences, causing great damage to the state budget; Many organizations, cadres and party members were subject to party discipline, administrative discipline and many cadres and party members were criminally prosecuted.

For some individuals: Mr. Nguyen Van Tu, during his tenure as a member of the City Party Committee, Secretary of the Party Committee, Director of the Department of Planning and Investment of Hanoi City, was primarily responsible, responsible as the head for the violations of the Party Committee of the Department of Planning and Investment of Hanoi City from March 2016 to June 2017. Mr. Tu violated the Party's regulations on the functions and tasks of the Party Committee, violated the Working Regulations of the Party Committee of the agency and of the Department of Planning and Investment; violated the regulations on bidding; received gifts from contractors; lacked inspection and supervision, allowing related contractors to violate the Law on Bidding.

Mr. Nguyen Thanh Tai, during his tenure as a member of the Standing Committee of the City Party Committee and Permanent Vice Chairman of the Ho Chi Minh City People's Committee (from 2008 to 2011), was directly responsible for approving changes in investment policies, transferring project investment rights, deciding to approve land use rights values, construction values ​​on land, land rental prices, and approving land allocation and land lease in violation of the law, causing very serious consequences.

Mr. Tran Vinh Tuyen, during his tenure as a member of the Standing Committee of the City Party Committee and Vice Chairman of the Ho Chi Minh City People's Committee, was directly responsible for signing the decision to approve the illegal transfer of the project; creating conditions for a number of individuals to transfer the project in violation of the law, causing very serious consequences.

Mr. Tran Trong Tuan, during his tenure as a member of the City Party Committee, Director of the Department of Construction of Ho Chi Minh City, Chairman of the City's Appraisal Council, was directly responsible for appraising, signing the submission and advising Mr. Tran Vinh Tuyen, Vice Chairman of the City People's Committee, to sign the decision approving the transfer of the project in violation of the law, causing very serious consequences.

The violations of the Party Executive Committee of the Hanoi People's Committee for the 2016-2021 term and the above-mentioned officials are very serious, causing great damage and loss of state assets and have been criminally prosecuted, negatively affecting the reputation of the Party Committee, the government of Hanoi and Ho Chi Minh City and these individuals, causing outrage in society, and must be considered for strict disciplinary action according to Party regulations.

Pursuant to Regulation No. 102-QD/TW dated November 15, 2017, Regulation No. 07-QD/TW dated August 28, 2018 of the Politburo on disciplinary action against violating Party organizations and Party members, the Secretariat decided to discipline the Party Executive Committee of the Hanoi People's Committee for the 2016-2021 term with a warning; to discipline by expelling from the Party the following: Nguyen Van Tu, Nguyen Thanh Tai, Tran Vinh Tuyen, Tran Trong Tuan./.
