In many meetings on epidemic prevention with localities, the Prime Minister always emphasized that the most important thing in epidemic prevention is to prevent human-to-human infection, and controlling people can cut off infection. Because if the epidemic spreads widely, the health system will be overloaded, many people will be seriously ill, many people will die and it can threaten the stability and development of the country.
Therefore, not only in speeches but also in documents conveying opinions, the Prime Minister's telegram, the Government's Resolution on epidemic prevention and control, and social distancing solutions according to Directive 16/CT-TTg are always considered very important.
The Head of Government requested “wherever you are, be there” as a call to all people to participate in strictly implementing social distancing. In the fight against “Covid-19”, no matter what strategy or method of fighting, the role and position of the people are extremely important. Without the support, response and compliance of the people, it will be difficult for us to control the epidemic. Participating in epidemic prevention and control is both a responsibility, an obligation and a right of every citizen. This is also a responsibility to the community, a responsibility to the future of the country.
Social distancing is only effective if it is done substantially, strictly, strongly, resolutely, and closely from the beginning, throughout all levels, following the principle of "wherever you are, stay there"; absolutely do not let people spontaneously leave the epidemic area, causing the disease to spread to other areas and localities; "go to every alley, knock on every door, check every person", immediately detect and handle people coming from epidemic areas or from other areas without declaring...
In fact, in many provinces that have implemented Directive 16/CT-TTg "one step earlier, one level higher", the epidemic situation has been basically controlled, such as the 6 provinces of Nam Song Hau (Ca Mau, Bac Lieu, An Giang, Hau Giang, Kien Giang, Soc Trang), Ben Tre, Tra Vinh, Binh Phuoc, Ba Ria-Vung Tau... Typically, in Hanoi City, with many drastic measures to strictly implement Directive 16/CT-TTg combined with rapid testing and tracing, it has shown clear effectiveness in immediately isolating and isolating complicated outbreaks that appeared in the goods distribution system and in the community.
Many other localities such as Khanh Hoa, Phu Yen, and Da Nang City have taken advantage of the "golden" time to focus on directing the most drastic and urgent testing, isolating all F0 cases, classifying and treating them immediately, isolating the source of infection, and surrounding the outbreak. Promoting the results achieved during the period of social distancing, on August 17, the Prime Minister issued Official Dispatch 1081/CD - requesting the People's Committees of provinces and cities implementing social distancing according to Directive No. 16/CT-TTg to proactively decide on continuing social distancing according to Directive No. 16 in the entire province and city based on the epidemic situation in the area. Continue to seize the time, focus on directing the most drastic and urgent testing and isolation of all F0 cases.
This is also the requirement that Prime Minister Pham Minh Chinh clearly stated at the first plenary session of the 15th Government on August 12: We have sacrificed to implement social distancing and lockdown, so we must definitely control the situation; to follow specific goals and deadlines, we must have solutions and organize implementation seriously. If social distancing and lockdown cannot achieve the goals and are prolonged, it will greatly affect other goals, making people angry.
