Accordingly, in addition to switching from implementing social isolation according to Directive 16 to social distancing according toDirective 15Vinh City People's Committee continues to maintain 14 checkpoints at the gateways of Vinh City; at the same time, maintain 29 checkpoints and controls on traffic routes connecting to neighboring communes and districts and absolutely do not allow people and vehicles to pass through, but guide people and vehicles wanting to enter or exit Vinh City to go to 14 checkpoints established by the City People's Committee to be considered for entry or exit.

The Vinh City People's Committee also assigned the checkpoints to strictly control people and vehicles entering and leaving the city in accordance with regulations, in order to limit people from entering and leaving the city unless there is an essential need. In addition, people entering and leaving Vinh City must also present a valid negative SARS-CoV-2 test certificate.

In addition, the city also continues to maintain regulations on vehicles entering and leaving the city according to Official Dispatch No. 3025/SGTVT-VT dated August 30, 2021 of the Nghe An Department of Transport. There are 6 main groups of vehicles, including: Priority vehicles, official vehicles, vehicles performing tasks, vehicles performing tasks of agencies entering and leaving the city; vehicles transporting goods; vehicles transporting workers and experts when entering and leaving the city; vehicles transporting citizens to quarantine and from quarantine areas to localities; vehicles transporting medical staff, transporting people for vaccination, transporting officials and people serving construction, supervising projects, works...; vehicles transporting people with plane tickets to international airports.

For these groups of vehicles, they must continue to strictly comply with epidemic prevention regulations, must ensure full documentation such as: travel permits, vehicle identification cards, must ensure distance and in some cases must also have a negative test certificate for SARS-CoV-2 valid for 72 hours.

The Vinh City People's Committee also assigned wards and communes to be responsible for directing and mobilizing forces in residential groups, blocks, and hamlets to promote their self-management role in monitoring, managing, controlling, detecting, preventing, and handling the spread of disease in each residential group to ensure absolute safety in disease prevention and control, protecting and maintaining "green zones"./.
