Nghe An welcomes and supports citizens returning from southern provinces and cities
(Baonghean.vn) - Nghe An province is actively implementing solutions to organize the reception and support of citizens from southern provinces and cities to return to their hometowns with the highest affection and responsibility.
NEARLY 1,000 NGHE AN CITIZENS RETURN TO THEIR HOMETOWN EVERY DAY
In recent days, although Nghe An province has forecasted and made plans, the reality is that the number of citizens from the southern provinces and cities spontaneously returning to their hometowns has increased dramatically. Due to the province's difficult conditions, Nghe An has decided to adjust measures, actively and proactively organize to welcome citizens to adapt to the new situation.
According to a report from the Nghe An Department of Transport, in 3 days (from October 4-6, 2021), 6,740 citizens from southern provinces and cities returned to their hometowns by motorbike. Of these, 2,870 were Nghe An citizens and 3,870 were citizens of northern provinces and cities.

On October 5 and the morning of October 6, the Nghe An Provincial Military Command received 1,446 people returning from Ho Chi Minh City and the southern provinces, and is quarantining 3,286 people at 10 locations. It is expected that today, two quarantine locations at two hotels in Cua Lo town that were converted into field hospitals will continue to receive 550 people.
Since the afternoon of October 5, at the foot of Ben Thuy Bridge, Vinh City has set up tarps so that people can take shelter from the rain and sun. At the same time, a social security support point has been set up to prepare snacks, drinks, arrange restrooms and ensure environmental sanitation. The Provincial Military Command is continuing to set up another tent to receive donations, support and direct citizens from the South returning to their hometowns and passing through Nghe An province.

To ensure the safe and thoughtful reception of citizens, on the morning of October 6, the Provincial People's Committee issued Decision No. 3648/QD-UBND on the establishment of a working group to welcome citizens from the southern provinces and cities back to their localities. The working group consists of 12 people, headed by Mr. Nguyen Van Hai - Deputy Director of the Department of Transport.
In order to share the difficulties with workers, Mr. Kha Van Tam - Chairman of Nghe An Labor Federation also said that the Provincial Labor Federation decided to provide emergency support for Nghe An workers from the southern provinces and cities to return to their hometowns at the rate of 500,000 VND/person.

The subjects are Nghe An workers working at enterprises that pay union fees, do not violate epidemic prevention measures, and are in difficult circumstances (such as women who are 7 months pregnant or older, raising children under 24 months old, poor or near-poor households, etc.).

PREPARE MORE QUARANTINE AREAS TO RECEIVE CITIZENS
Previously, at the meeting on the morning of October 5, Chairman of the Provincial People's Committee Nguyen Duc Trung noted that welcoming citizens in difficult circumstances from the southern provinces and cities back home is both a sentiment and a responsibility of the Party Committee and the government of Nghe An province. Although conditions are still difficult, the province will support food and testing costs at a minimum level for people in centralized quarantine.
Therefore, the Chairman of the Provincial People's Committee requested all levels, sectors and localities, based on their functions and tasks, to take measures to adapt to the new situation to focus on serious and thoughtful implementation, ensuring maximum support for the people and requiring absolute safety in preventing and fighting the Covid-19 epidemic.

For Nghe An citizens, small groups (200 people or less), the Department of Health will organize medical declaration and grouping at the foot of Ben Thuy 2 bridge. For those who have received 2 doses of vaccine, the Department of Transport will notify the locality to organize testing and quarantine citizens at home. The remaining cases will be sent to centralized quarantine areas by the Department of Transport.
For groups of 200 or more, the Provincial Police will lead the group to the quarantine area arranged by the Provincial Military Command. Here, the Department of Health will make medical declarations and group citizens for appropriate quarantine. The Department of Transport will transport citizens to their localities when the province's quarantine area is overloaded, individual citizens and citizens whose quarantine period has ended.

For citizens from other provinces, the Provincial Police will arrange a guide vehicle to take the group through the province and hand over to Thanh Hoa province, ensuring traffic safety and order.
Due to the limited capacity of reception at the province's quarantine areas, the Chairman of the Provincial People's Committee assigned the People's Committees of districts, cities and towns to reactivate centralized quarantine facilities at kindergartens in communes, wards and towns. Prepare necessary conditions to organize the reception, testing and centralized quarantine of citizens. At the same time, review citizens in the area who need to return in the coming time, closely monitor citizens returning from epidemic areas./.
