Nghe An welcomes and supports citizens returning from southern provinces and cities.

NEARLY 1,000 CITIZENS FROM NGHE AN PROVINCE RETURN HOME EVERY DAY.

In recent days, despite forecasting and planning by Nghe An province, the number of citizens spontaneously returning home from southern provinces and cities has increased dramatically. Due to the province's difficult circumstances, Nghe An has decided to adjust its measures and proactively organize the reception of citizens to adapt to the new situation.

According to a report from the Nghe An Department of Transport, in the three days from October 4-6, 2021, 6,740 citizens from southern provinces and cities returned home by motorbike. Of these, 2,870 were citizens of Nghe An, and 3,870 were citizens of northern provinces and cities.

On October 5th and the morning of October 6th, the Nghe An Provincial Military Command received 1,446 people returning from Ho Chi Minh City and other southern provinces, and is currently quarantining 3,286 people at 10 locations. It is expected that today, two quarantine locations in two hotels in Cua Lo town, previously converted into field hospitals, will receive an additional 550 people.

From the afternoon of October 5th, tents were set up at the foot of Ben Thuy Bridge in Vinh City to provide shelter from rain and sun for the public. Simultaneously, a social welfare support point was established to prepare light meals, drinks, and restrooms, ensuring environmental hygiene. The Provincial Military Command is continuing to set up another tent to receive donations, provide assistance, and manage traffic flow for citizens returning home from the South and passing through Nghe An province.

To ensure the safe and thorough reception of citizens, on the morning of October 6th, the Provincial People's Committee issued Decision No. 3648/QD-UBND on the establishment of a task force to receive citizens returning from southern provinces and cities. The task force consists of 12 people, headed by Mr. Nguyen Van Hai, Deputy Director of the Department of Transport.

In order to share the difficulties with workers, Mr. Kha Van Tam - Chairman of the Nghe An Provincial Labor Union - also announced that the Provincial Labor Union has decided to provide emergency support to Nghe An workers returning home from southern provinces and cities with an amount of 500,000 VND per person.

The target group consists of workers from Nghe An province working in enterprises that contribute to the trade union, who do not violate epidemic prevention measures, and who are in difficult circumstances (such as pregnant women from the 7th month onwards, raising young children under 24 months old, families classified as poor or near-poor...).

PREPARING ADDITIONAL QUARANTINE FACILITIES TO RECEIVE CITIZENS

Earlier, at a meeting on the morning of October 5th, Chairman of the Provincial People's Committee Nguyen Duc Trung noted that welcoming citizens with difficult circumstances from southern provinces and cities back home is both an act of kindness and a responsibility of the Party Committee and the government of Nghe An province. Despite the challenging conditions, the province will provide minimum support for food and testing costs for those undergoing centralized quarantine.

Therefore, the Chairman of the Provincial People's Committee requested that all levels, sectors, and localities, based on their functions and duties, take measures to adapt to the new situation, focusing on implementation to ensure seriousness, thoroughness, maximum support for the people, and absolute safety in preventing and controlling the Covid-19 epidemic.

For citizens of Nghe An province, in small groups (200 people or less), the Department of Health will organize health declarations and group assignments at the foot of Ben Thuy 2 bridge. Those who have received two doses of the vaccine will be notified by the Department of Transport to have their local authorities conduct testing and self-isolate at home. The remaining individuals will be transported to centralized quarantine facilities by the Department of Transport.

For groups of 200 or more people, the Provincial Police will escort them to the quarantine area arranged by the Provincial Military Command. There, the Department of Health will conduct health declarations and categorize citizens into groups for appropriate quarantine arrangements. The Department of Transport will transport citizens back to their localities when the provincial quarantine facilities are overloaded, for individual citizens, and for citizens whose quarantine period has ended.

For citizens from other provinces, the Provincial Police will arrange escort vehicles to guide the delegation through the province and hand them over to Thanh Hoa province, ensuring traffic safety and public order.

Due to limited capacity at the province's quarantine facilities, the Chairman of the Provincial People's Committee has instructed the People's Committees of districts, cities, and towns to reactivate centralized quarantine facilities at kindergartens in communes, wards, and towns. They are to prepare the necessary conditions for receiving, testing, and centrally quarantining citizens. At the same time, they are to review citizens in their areas who wish to return in the coming period and closely monitor citizens returning from epidemic areas.
