Today marks the opening of the 2nd Session of the 15th National Assembly.

(Baonghean.vn) - The 2nd session of the 15th National Assembly was held in a hybrid format, combining online and in-person meetings, divided into two phases.

This morning (October 20), the delegatesNational AssemblyAttending the 2nd Session of the 15th National Assembly at the National Assembly building, lay wreaths and pay respects at the Mausoleum of President Ho Chi Minh.

Next, the National Assembly held a preparatory session to approve the agenda for the session. At exactly 9:00 AM, the 2nd Session officially opened, and this was broadcast live on radio and television. Before National Assembly Chairman Vuong Dinh Hue delivered the opening speech, National Assembly delegates observed a moment of silence for the compatriots who died and the officials and soldiers who sacrificed their lives due to the COVID-19 pandemic.

Also at the opening session, the National Assembly will hear reports on the results of implementing the socio-economic development plan for 2021; the projected socio-economic development plan for 2022; and a summary report of opinions and recommendations from voters and the people submitted to the 2nd session of the 15th National Assembly.

The second session of the 15th National Assembly was held in a hybrid format, combining online and in-person meetings, divided into two phases.

Phase 1 of the National Assembly will be held online via video conference from the National Assembly building to the 62 National Assembly delegations in provinces and centrally-administered cities (11 days, from October 20 to October 30, 2021). The National Assembly will work on two Saturdays and one Sunday.

National Assembly delegates from each locality will attend at the venue in their respective locality; National Assembly delegates working at central agencies (including the Hanoi City National Assembly Delegation) will attend at the Dien Hong Hall, National Assembly Building.

Phase 2: The National Assembly convenes at the National Assembly building (6 days, from November 8-13, 2021). The National Assembly works one Saturday.

Mr. Vu Minh Tuan, Deputy Head of the National Assembly Office, said that contingency plans are in place in case the COVID-19 pandemic continues to develop complicatedly throughout the country. In such cases, they will report to the National Assembly for consideration and decision on whether to hold online meetings for the entire session, but with the second phase seamlessly following the first to allow the session to conclude early, creating conditions for the Government and localities to focus their time on pandemic prevention and control.

At this session, the National Assembly will consider and approve two draft laws and five draft resolutions (following the procedure for a single session); and consider and provide opinions on five other draft laws. In addition, the National Assembly will also dedicate considerable time to considering socio-economic issues, the state budget, oversight, and other important matters; and will review a series of reports from the Government, the Chief Justice of the Supreme People's Court, and the Prosecutor General of the Supreme People's Procuracy...

The National Assembly conducts question-and-answer sessions with its members.

The National Assembly is expected to consider and decide on the National Land Use Planning for the period 2021-2030, with a vision to 2050, and the 5-year land use plan (2021-2025); the Plan for restructuring the economy for the period 2021-2025; and to review reports on the implementation of social insurance policies and regulations, the management and use of the social insurance fund in 2020; the management and use of the health insurance fund in 2020; and the implementation of Resolution No. 68/2013/QH13 on promoting the implementation of policies and laws on health insurance, towards universal health insurance in the two years 2019-2020.
