Today, the opening of the 2nd session of the 15th National Assembly

This morning (October 20), delegatesNational AssemblyAttended the 2nd Session of the 15th National Assembly at the National Assembly House to lay wreaths and visit President Ho Chi Minh's Mausoleum.

Next, the National Assembly held a preparatory session to approve the agenda. At exactly 9am, the second session officially opened and its content was broadcast live on radio and television. Before National Assembly Chairman Vuong Dinh Hue delivered the opening speech, National Assembly deputies held a moment of silence to commemorate compatriots who died, officers and soldiers who sacrificed their lives due to the COVID-19 pandemic.

Also at the opening session, the National Assembly will hear reports on the results of the implementation of the 2021 socio-economic development plan; the projected socio-economic development plan for 2022; and a report summarizing voters' and people's opinions and recommendations sent to the 2nd session of the 15th National Assembly.

The 2nd session of the 15th National Assembly was held in a combination of online and in-person meetings, divided into 2 phases.

Phase 1: Online meeting via videoconference from the National Assembly House to 62 National Assembly delegations of provinces and centrally run cities (11 days, from October 20 to October 30, 2021). The National Assembly works 2 Saturdays and 1 Sunday.

National Assembly deputies from each locality will attend at the local bridge point; National Assembly deputies working at Central agencies (including the National Assembly Delegation of Hanoi) will attend at Dien Hong Hall, National Assembly House.

Session 2, the National Assembly meets at the National Assembly House (6 days, from November 8-13, 2021). The National Assembly works 1 day on Saturday.

Mr. Vu Minh Tuan - Deputy Head of the National Assembly Office said that there is a backup plan if the COVID-19 epidemic continues to develop complicatedly throughout the country, it will report to the National Assembly for consideration and decision on having to hold an online meeting for the entire session, but arrange the second session to be continuous with the first session so that the session ends early, creating conditions for the Government and localities to focus time on epidemic prevention and control.

At this session, the National Assembly will consider and pass 2 draft laws and 5 draft resolutions (according to the procedure at a session); consider and give opinions on 5 draft laws. In addition, the National Assembly will also spend a lot of time considering socio-economic issues, the State budget, supervision and other important issues; consider a series of reports from the Government, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy...

The National Assembly conducts questioning and answers to questions from National Assembly deputies.

The National Assembly is expected to review and decide on the National Land Use Plan for the 2021-2030 period, with a vision to 2050, and the 5-year land use plan (2021-2025); the Economic Restructuring Plan for the 2021-2025 period; review Reports on the implementation of social insurance policies and regimes, management and use of social insurance funds in 2020; the management and use of health insurance funds in 2020, and the implementation of Resolution No. 68/2013/QH13 on promoting the implementation of policies and laws on health insurance, towards universal health insurance in 2019-2020.
