Closing of the 2nd session of the 15th National Assembly

(Baonghean.vn) - On the morning of November 13th, after 16 days of urgent, scientific, democratic, and highly responsible work, the 2nd session of the 15th National Assembly successfully completed its entire agenda.

The second session took place in the context of the Covid-19 pandemic in our country being basically under control, but still evolving in a complex and unpredictable manner. However, with a determination to innovate, a sense of urgency and proactiveness, and thorough preparation from early on, the National Assembly reached a very high level of consensus on the content, time, program, and organization of the session.

Accordingly, the session was organized in two phases, combining online and in-person meetings. This session was proactively shortened compared to the year-end sessions of the National Assembly in recent terms, but still ensured quality, efficiency, and compliance with regulations.

"The working atmosphere of the National Assembly was vibrant, and the National Assembly deputies demonstrated a high sense of responsibility, contributing many heartfelt and insightful opinions to the agenda of the session," National Assembly Chairman Vuong Dinh Hue affirmed in his closing speech, adding that 2,927 National Assembly deputies had spoken at 8 group discussion sessions and 498 National Assembly deputies had participated in discussions at 16 plenary sessions in the assembly hall.

Based on careful, cautious, objective, and comprehensive consideration, the National Assembly unanimously approved two draft laws, provided feedback on five draft laws, and issued twelve resolutions, including eleven thematic resolutions and a general resolution of the session.

The National Assembly also exercised its oversight power by listening to reports summarizing the opinions and recommendations of voters and the people submitted to the session; and reports on the results of monitoring the resolution of voter recommendations submitted to the 11th session of the 14th National Assembly. At the same time, it considered many important reports from the Government, the Supreme People's Court, and the Supreme People's Procuracy.

The National Assembly also conducted interpellation sessions with four ministers, with the participation of Deputy Prime Ministers in charge of the respective fields and heads of ministries, on the following groups of issues: Health; Labor, War Invalids and Social Affairs; Education and Training; Planning and Investment, with a total of 170 delegates speaking.

Prime Minister Pham Minh Chinh, on behalf of the Government, reported on and clarified issues under the Government's general responsibility and directly answered questions from National Assembly deputies.

To ensure that the National Assembly's resolutions are put into practice, in his closing remarks at the session, National Assembly Chairman Vuong Dinh Hue emphasized: Immediately after this session, the National Assembly requests the Government, the Prime Minister, the Standing Committee of the National Assembly, the National Council, the National Assembly's Committees, the agencies within the State apparatus from the central to local levels, the National Assembly delegations, and the National Assembly deputies to promptly organize and effectively implement the laws and resolutions that have just been passed; to continue to innovate and improve the quality and effectiveness of operations, focusing on supervision and evaluation to promote positive aspects and overcome shortcomings and limitations.

I propose that National Assembly deputies report to voters nationwide on the results of the session, be more proactive and assertive in the work of lawmaking; maintain close contact with voters and the people, listen to and truthfully reflect the opinions of voters; actively monitor the resolution of citizens' petitions, complaints, and denunciations; and encourage the people to effectively implement the Party's guidelines and policies, and the State's laws, especially regulations on preventing and controlling the Covid-19 pandemic.

It can be said that the success of this session further affirms the important progress in building a National Assembly that is "Proactive, Intelligent, United, Innovative, and Responsible," an increasingly democratic, open, transparent, and closely connected with voters and the people; and at the same time, embodying the great national unity.
