The second session took place in the context of the Covid-19 epidemic in our country being basically under control, but still evolving in a complicated and unpredictable manner. However, with the determination to innovate, the spirit of urgency, positivity, and careful preparation from early on and from afar, the National Assembly reached a high level of consensus on the content, time, program, and organization of the session.

Accordingly, the session was organized in two phases, combining online and in-person meetings. This was a session that was proactively shortened compared to the year-end sessions of the National Assembly in recent terms, but still ensured quality, efficiency, and compliance with regulations.

“The working atmosphere of the National Assembly was lively, the National Assembly deputies promoted their sense of responsibility, contributed many enthusiastic, intellectual and constructive opinions to the contents of the session's agenda,” National Assembly Chairman Vuong Dinh Hue affirmed in his closing speech, and said that 2,927 National Assembly deputies spoke at 8 group discussion sessions and 498 National Assembly deputies discussed at 16 plenary sessions in the hall.

On the basis of careful, cautious, objective and comprehensive consideration, the National Assembly voted to pass with high consensus 2 draft laws, gave opinions on 5 draft laws, and issued 12 resolutions, including 11 thematic resolutions and a general resolution of the session.

The National Assembly also exercised its supervisory power by listening to reports summarizing opinions and recommendations of voters and the People sent to the session; reporting on the results of supervising the settlement of voters' recommendations sent to the 11th session of the 14th National Assembly. At the same time, it reviewed many important reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy.

The National Assembly also questioned four Ministers, with the participation of Deputy Prime Ministers in charge of the fields and heads of sectors on the following groups of issues: Health; Labor, War Invalids and Social Affairs; Education and Training; Planning and Investment, with a total of 170 delegates speaking.

Prime Minister Pham Minh Chinh, on behalf of the Government, reported to clarify issues under the Government's common responsibility and directly answered questions from National Assembly deputies.

In order for the National Assembly's Resolutions to come into life, in his closing speech, National Assembly Chairman Vuong Dinh Hue emphasized: Immediately after this session, the National Assembly requests the Government, the Prime Minister, the National Assembly Standing Committee, the Nationalities Council, the National Assembly Committees, the State agencies from the central to local levels, the National Assembly delegations and the National Assembly deputies to urgently organize the implementation of the laws and resolutions that have just been passed; continue to innovate, improve the quality and efficiency of operations, focus on supervision and evaluation to promote positive aspects and overcome shortcomings and limitations.

We request that National Assembly deputies report to voters nationwide on the results of the session, be more active and proactive in law-making work; regularly maintain close contact with voters and the People, listen to and honestly reflect voters' opinions; actively supervise the settlement of citizens' petitions, complaints and denunciations; encourage people to well implement the Party's guidelines and policies, the State's policies and laws, especially regulations on Covid-19 prevention and control.

It can be said that the success of this session continues to affirm important steps forward in building a National Assembly that is “Proactive, Intelligent, Solidarity, Innovation and Responsibility”, an increasingly democratic, open, transparent National Assembly, closely connected to voters and the People; and at the same time, an embodiment of the great national unity bloc.

The National Assembly approved special mechanisms and policies for the development of Nghe An province.
