Tax sector deploys electronic invoices

Director General of the General Department of Taxation Cao Anh Tuan has just chaired an online meeting with 6 Tax Departments implementing the first phase of e-invoices, including: Hanoi, Ho Chi Minh City, Hai Phong, Phu Tho, Quang Ninh, Binh Dinh to review preparations for the implementation of the e-invoice system.

At the General Department of Taxation's bridge point, there were Deputy Director General of the General Department of Taxation Dang Ngoc Minh, representatives of the leaders of the General Department of Taxation's Electronic Invoice Operation Center and functional departments of the General Department of Taxation. At 6 bridge points, there were representatives of the leaders of the Tax Departments, leaders of the Operation Center to deploy.electronic invoice(HDĐT) and related departments.

Reporting at the Conference, Mr. Luu Nguyen Tri, Deputy Director of the Department of Information Technology, Director of the Electronic Invoice Operation Center of the General Department of Taxation, said that on November 4, the Board of Directors of the Center and representatives of the groups attended a working session chaired by Deputy Director General Dang Ngoc Minh on the implementation of electronic invoices according to Decree 123, Circular 78 at 08 enterprises: VNPT, Viettel, Mobifone, Vietcombank, Vietinbank, BIDV, Vietnam National Petroleum Group, Vietnam Electricity Group EVN.

In addition, to meet the requirements of the task, the Center has deployed all members of the Center to participate in the training on the Electronic Invoice System for 2 days on November 5-6, 2021, thereby helping the Center members to grasp the process of the Electronic Invoice System; the process of issuing electronic invoices with tax authority codes for each occurrence, ensuring control of the work steps performed and returning results to taxpayers (both valid cases with invoice codes and invalid cases).

Regarding the progress of technical connection and system testing from October 30, 2021 to November 9, 2021 of 20 organizations directly at the General Department of Taxation, by 24:00 on November 9, 2021, 19/20 units had completed testing, and completed 5/5 data format standard testing contents.

At the same time, the Centers have strengthened coordination with local departments, branches and sectors, and coordinated with 6 Tax Departments to advise the Provincial and Municipal People's Committees to issue decisions to establish Steering Committees, Standing Teams and develop a Plan to organize the implementation of electronic invoices in the localities. Particularly, the Binh Dinh Tax Department has advised and reported to the Binh Dinh Provincial People's Committee to issue a Directive on the implementation of electronic invoices in Binh Dinh province.

Based on the direction of the People's Committees, 6 Tax Departments have coordinated with departments, branches and sectors of 6 localities (including: Department of Information and Communications, Media Center, Business Association...) to organize a conference on the plan to propagate and deploy electronic invoices in the provinces and cities and measures.business support.

Of which, 6 Tax Departments have developed plans and propaganda content (information content, short introductory videos promoting the benefits of using electronic invoices with tax authority codes to taxpayers) to post on the Tax Department's website and coordinate with the Department of Information and Communications and press agencies, radio stations, and mass media to post on social networking platforms. At the same time, Tax Departments have sent propaganda information to organizations providing electronic invoice services to promote the benefits of electronic invoices.

Hanoi and Ho Chi Minh City have sent Open Letters to local business organizations about the plan to deploy e-invoices; Quang Ninh has deployed the "Instructions for e-Invoices" leaflet to taxpayers. Tax Departments have completed the content of training materials, common problems, and shortened procedures for tax officials and taxpayers.

After listening to the direct participation of the leaders of the Tax Departments at the bridge points and the explanatory reports of the representatives of the functional Departments of the General Department of Taxation, General Director Cao Anh Tuan acknowledged and commended the efforts of the Tax Departments in preparing for the implementation of electronic invoices. The General Director assessed that the units had prepared quite comprehensive solutions for the implementation of electronic invoices and basically achieved the set progress.

Regarding the problems reported by the Tax Departments, General Director Cao Anh Tuan requested the Departments/units under the General Department of Taxation to focus on urgently researching and promptly responding to the Tax Departments and providing specific solutions for each arising situation to ensure the most favorable conditions for taxpayers in converting to electronic invoices.

The implementation of e-invoices by enterprises helps tax authorities conveniently build a database of invoices, streamlining the invoice reconciliation process. In addition, the implementation of e-invoices also contributes to preventing the illegal use of invoices by absconding or missing enterprises, overcoming the situation of counterfeiting and fraudulent invoices that affect the reputation of legitimate enterprises.

Applying electronic invoices brings many benefits to businesses and tax authorities. However, to deploy a system that ensures absolute security, General Director Cao Anh Tuan noted that the Department of Information Technology (General Department of Taxation) and Tax Departments must pay special attention to data security issues, and be ready to support businesses that have not yet converted or businesses that are concerned about security issues when switching to using invoices. At the same time, promptly report to the General Department of Taxation any issues that arise during the implementation process.
