The Tax Department is implementing electronic invoices.
Director General of the General Department of Taxation, Cao Anh Tuan, recently chaired an online working session with six tax departments implementing the first phase of the e-invoice system: Hanoi, Ho Chi Minh City, Hai Phong, Phu Tho, Quang Ninh, and Binh Dinh, to review the preparations for deploying the e-invoice system.
At the General Department of Taxation's location, the attendees included Deputy Director General Dang Ngoc Minh, representatives from the General Department of Taxation's Electronic Invoice Management Center, and functional departments of the General Department of Taxation. At the six other locations, representatives from the Tax Departments and the leadership of the Implementation Management Centers were present.electronic invoice(Board of Directors) and relevant departments and divisions.
Reporting at the conference, Mr. Luu Nguyen Tri, Deputy Director of the IT Department and Director of the Electronic Invoice Operations Center of the General Department of Taxation, stated that on November 4th, the Center's Board of Directors and representatives from various groups participated in a working session chaired by Deputy Director General Dang Ngoc Minh on the implementation of electronic invoices according to Decree 123 and Circular 78 at eight enterprises: VNPT, Viettel, Mobifone, Vietcombank, Vietinbank, BIDV, Vietnam Petroleum Corporation, and Vietnam Electricity Corporation (EVN).
In addition, to meet the task requirements, the Center organized a two-day training course on the Electronic Invoice System for all its members on November 5-6, 2021. This helped Center members thoroughly understand the Electronic Invoice System process; the process of issuing electronic invoices with tax authority codes for each transaction, ensuring control over the work steps and delivering results to taxpayers (both valid cases that receive invoice codes and invalid cases).

Regarding the progress of technical connection and system testing from October 30, 2021 to November 9, 2021 for 20 organizations directly under the General Department of Taxation, as of 24:00 on November 9, 2021, 19 out of 20 units had completed testing, and had completed 5 out of 5 data format standard checks.
Simultaneously, the Centers have strengthened coordination with local departments and agencies, and in collaboration with the six Tax Departments, have advised the People's Committees of provinces and cities to issue decisions establishing Steering Committees, Standing Teams, and developing plans for organizing the implementation of electronic invoices in their localities. Specifically, the Binh Dinh Tax Department has advised and reported to the Binh Dinh Provincial People's Committee to issue a Directive on the implementation of electronic invoices in Binh Dinh province.
Based on the directives of the People's Committees, the 6 Tax Departments coordinated with the departments and agencies of the 6 localities (including the Department of Information and Communications, the Communication Center, the Business Association, etc.) to organize conferences on the plan for disseminating information and implementing electronic invoices in the provinces and cities, and the measures to be taken.business support.
Of these, 6 Tax Departments have developed plans and content for dissemination (information content, short introductory videos promoting the benefits of using electronic invoices with tax authority codes to taxpayers) to post on the Tax Department's website and coordinate with the Department of Information and Communications and other media outlets to post on social media platforms. At the same time, the Tax Departments sent promotional information to organizations providing electronic invoice services to raise awareness about the benefits of electronic invoices.
Hanoi and Ho Chi Minh City have sent open letters to businesses in their areas regarding the plan to implement electronic invoices; Quang Ninh has distributed leaflets titled "Guide to Electronic Invoices" to taxpayers. Tax departments have finalized training materials, common problems, and streamlined procedures for tax officials and taxpayers.
After listening to the direct contributions from the leaders of the Tax Departments at various locations and the explanatory reports from representatives of the functional departments of the General Department of Taxation, Director General Cao Anh Tuan acknowledged and commended the efforts of the Tax Departments in preparing for the implementation of electronic invoices. The Director General assessed that the units had made fairly comprehensive preparations for the implementation of electronic invoices and had basically met the set deadlines.
Regarding the issues reported by the Tax Departments, Director General Cao Anh Tuan requested that the Departments/units under the General Department of Taxation urgently focus on researching and promptly responding to the Tax Departments, and providing specific solutions for each arising situation to ensure the most favorable conditions for taxpayers in the transition to electronic invoices.
The implementation of e-invoices by businesses facilitates the tax authorities' development of invoice databases and simplifies the invoice reconciliation process. Furthermore, the implementation of e-invoices helps prevent the unauthorized use of invoices by businesses that have absconded or disappeared, and addresses the issue of forged or fraudulent invoices that damage the reputation of legitimate businesses.
The adoption of electronic invoices brings many benefits to businesses and tax authorities. However, to ensure the system's absolute security, Director General Cao Anh Tuan noted that the IT Department (General Department of Taxation) and the Tax Departments must pay special attention to data security, be ready to support businesses that have not yet switched or those concerned about security issues when switching to using electronic invoices. At the same time, they must promptly report any issues arising during the implementation process to the General Department of Taxation.
