ADJUST OPERATION

SUITABLE FOR THE EPIDEMIC SITUATION

Due to the complex developments of the Covid-19 pandemic, many of the district's trade union activities could not be organized as planned at the beginning of the year. To adapt to the pandemic situation, the district's trade union has proactively, creatively, and innovatively reformed its union activities with the motto of flexibility, timeliness, and rapid adaptation.

Specifically, the unit selected appropriate activities, focusing on grassroots efforts, caring for and protecting the rights and interests of workers affected by the pandemic, encouraging businesses and workers to overcome difficulties, and ensuring stable employment and livelihoods for union members. In addition, the District Labor Union proactively reduced administrative expenses and superficial activities to prioritize financial resources for supporting frontline workers, businesses, and grassroots unions in pandemic prevention and control, and providing financial assistance to workers affected by the pandemic.

Besides closely supervising and planning to ensure epidemic prevention and control, and providing gifts to workers implementing the "3 on-site" measures, and promptly assisting workers who are F1 or F0 cases, the District Labor Union has directly advised and proposed to the District Steering Committee for epidemic prevention and control to plan and prioritize the scheduling of Covid-19 vaccinations for all workers in enterprises in the district to avoid affecting production and business progress, and to save costs for businesses. To date, 100% of workers in enterprises have completed two doses of the vaccine as required.

The Nghia Dan District Labor Union has effectively implemented disease prevention and control propaganda, contributing to mobilizing resources in cash, in-kind donations, and labor from businesses, agencies, units, and grassroots trade unions to jointly support localities and units with F0 cases in the community, Field Hospital No. 2, and centralized quarantine areas in the district. The propaganda methods are diverse, innovative, and highly widespread, including video clips, representative frames, infographics, and online contests, which are regularly and continuously broadcast on the Nghia Dan Labor Union's Facebook page, the Zalo group for union officials, and the district's radio and television station.

The activities of the Nghia Dan District Labor Union were implemented safely and meaningfully. Activities such as the "joint efforts to protect the green zone," "union kitchen," "union solidarity," and the "union uniform shopping assistance" model for people in quarantine in epidemic areas, implemented by grassroots unions, have proven effective and spread to many organizations and associations, highlighting the role of the union in epidemic prevention and control.

At the grassroots level, many online competitions such as: "Honoring the beauty of female workers," "The color of my favorite uniform," video contests "Women sewing and untold stories," "Happy Mid-Autumn Festival: Children doing good deeds - fighting Covid," photo contests, decorating "Happy Workplace Corner," "Writing about your beloved colleague," donating green trees "Happy TH people," and charitable activities "Connecting love - spreading happiness" by union members for poor families and poor students in the district... were received and supported by union members and workers.

We are determined to maintain our position as an outstanding unit in the entire system. This determination has helped the Nghia Dan Labor Union achieve many remarkable results.”

To date, 18 out of 22 businesses in the district have trade union organizations, reaching a rate of 81.8%, of which 100% are non-state-owned enterprises (02 newly established businesses in April-May 2021). The District Labor Federation has guided the supplementation, amendment, and signing of one new collective labor agreement (CLAs), and also organized one monitoring session on the implementation of the CLA.

In particular, the District Labor Union has focused on guiding and directing grassroots labor unions to negotiate the value of meal allowances. Currently, 100% of enterprises with collective bargaining agreements commit to and implement meal allowances ranging from 20,000 to 37,000 VND per meal, exceeding the general regulations of the State and the law on meal allowances for workers.

During the year, the District Labor Union directed grassroots trade unions to coordinate and organize grassroots democracy conferences according to proper procedures, with 118 out of 122 units organizing them. Implementing the year's theme "Improving the quality of grassroots trade union officials," the District Labor Union organized trade union professional training for 267 trade union officials.

Mr. Dao Van Duong, Chairman of the Trade Union of Mega Plastic Additives Joint Stock Company, shared: “Under the guidance of the District Labor Union, this year we successfully organized dialogue conferences, thereby promptly resolving difficulties and addressing the suggestions and proposals of workers regarding wages, overtime, meal allowances, etc., while also helping workers understand the production and business situation to work together with the enterprise to overcome difficulties during the Covid-19 pandemic.”

The Nghia Dan Trade Union has focused on participating in the development, coordination, implementation, and monitoring of policies and laws related to workers in the locality. During the year, the unit coordinated with the District Social Insurance agency to disseminate information, provide guidance, and encourage workers to install the VSSID software of the Social Insurance agency; coordinated with the District Department of Labor, War Invalids and Social Affairs to establish a monitoring team on the implementation of labor laws and occupational safety and health at three enterprises with trade unions in the area; and participated in inter-agency monitoring teams on policies and regulations for workers, female workers, the implementation of social insurance laws, wage systems, and labor contract signing at three units.

The unit also regularly implements social and charitable activities with many practical and meaningful activities, such as: building 3 new "Trade Union Shelters", organizing Tet reunions and giving gifts to workers, visiting and giving gifts to workers facing difficulties due to the Covid-19 pandemic in a timely manner… In addition, the Nghia Dan District Labor Union also organized activities to honor "Outstanding Workers' and Employees' Families" on Vietnamese Family Day, June 28th; and organized a meeting to honor workers with many achievements in the "Creative Labor" movement…
