In order to select the right and suitable cadres, at the National Cadre Conference to thoroughly grasp and implement the conclusions and regulations of the Central Executive Committee on promoting Party building and rectification held in December 2021, General Secretary Nguyen Phu Trong noted that in the coming time, a number of policies will be piloted, such as: "The leader is selected, introduced and must be responsible for introducing cadres in the planning to carry out the election process and appoint his/her deputy; The Party Committee Secretary introduces to elect members of the Standing Committee and must be responsible for his/her introduction...".

The pilot policy of stronger constraints on the responsibility of leaders in selecting and introducing officials is expected to open up a new breakthrough in personnel work, overcoming the situation of appointing "according to the procedure" but not the right person, the right job, which has occurred in some places, causing public outrage recently.

To overcome this problem, the first thing to do is to establish the correct responsibility of the leader in selecting officials. The leader must take ultimate responsibility for selecting and introducing personnel in the planning to carry out the election and appointment process. If the person introduced is not qualified and capable, violates the law, the person who directly introduces that official must be jointly responsible before the Party, before the people, and even lose his/her position.

Because more than anyone else, the unit leader must be the one who has a firm grasp of the information, qualities, and abilities of the person being introduced. He must be truly fair, impartial, and objective. He cannot choose a person who, despite knowing his weaknesses, is still recommended because of his friends, his faction, or because of "buying and selling" a position.

Agreeing with the Central Government's pilot policy, Mr. Le Quoc Ly said that it is necessary to clearly separate individual responsibility from collective responsibility, because if not careful, it will lead to extremes of authoritarianism, "factionalism", "nepotism", and even opportunities for corruption.

Furthermore, personnel work is the key of all keys, so it must be carried out according to a strict, scientific, consistent process, ensuring fairness and objectivity. Although the head is given more authority in selecting and recommending cadres to carry out the appointment process of his deputy, that does not mean that he can appoint anyone he wants, but must still promote democracy, seek the opinions of the Party Committee, carry out publicity and transparency, as well as provide clear and convincing criteria for selecting cadres.
