Recommending the wrong person, retired officials still have to take responsibility

According to Mr. Le Quoc Ly, even if the leader retires 5 or 10 years ago, if the cadre they introduced later falls into trouble and gets into trouble with the law, the leader must still take responsibility.

Overcoming the situation of appointing "correct procedures" but not the right person

In the stages of personnel work, selecting and introducing cadres is a particularly important prerequisite stage. Because reality has shown that only when selecting and introducing the right cadres with sufficient qualities and abilities can the planning, training, fostering, rotation and arrangement of cadres be objective and accurate. On the contrary, if the introduction is incorrect, the arrangement and use will be incorrect and lead to unpredictable consequences, especially the wrong arrangement of key cadres.

In order to select the right and suitable cadres, at the National Cadre Conference to thoroughly grasp and implement the conclusions and regulations of the Central Executive Committee on promoting Party building and rectification held in December 2021, General Secretary Nguyen Phu Trong noted that in the coming time, a number of policies will be piloted, such as: "The leader is selected, introduced and must be responsible for introducing cadres in the planning to carry out the election process and appoint his/her deputy; The Party Committee Secretary introduces to elect members of the Standing Committee and must be responsible for his/her introduction...".

General Secretary Nguyen Phu Trong delivered a speech at the National Cadre Conference to disseminate and implement the conclusions and regulations of the Central Executive Committee on promoting Party building and rectification in December 2021.

The pilot policy of stronger constraints on the responsibility of leaders in selecting and introducing officials is expected to open up a new breakthrough in personnel work, overcoming the situation of appointing "according to the procedure" but not the right person for the right job, which has occurred in some places, causing public outrage recently.

Associate Professor, Dr. Le Quoc Ly - former Deputy Director of the Ho Chi Minh National Academy of Politics, said that what cadres, party members, and people most desire is to prevent the situation of "localism", "individualism", and the appointment of relatives, cronies, and cronies, the root cause of which is the degradation of a part of cadres and party members, and factionalism and localism in cadre work.

To overcome this problem, the first thing to do is to establish the correct responsibility of the leader in selecting cadres. The leader must take ultimate responsibility for selecting and introducing personnel in the planning to carry out the election and appointment process. If the person introduced does not have enough qualifications and capacity, or violates the law, the person who directly introduced that cadre must be jointly responsible before the Party, before the people, and even lose his/her position.

Because more than anyone else, the unit leader must be the one who has a firm grasp of the information, qualities, and abilities of the person being introduced. He must be truly fair, impartial, and objective. He cannot choose someone who, even though he knows they are weak, still recommends them because of friends, because of favors, or because of "buying and selling" a position.

Agreeing with the Central Government's pilot policy, Mr. Le Quoc Ly said that it is necessary to clearly separate individual responsibility from collective responsibility, because if not careful, it will lead to extremes of authoritarianism, "factionalism", "nepotism", and even opportunities for corruption.

Moreover, personnel work is the key of all keys, so it must be carried out according to a strict, scientific, consistent process, ensuring fairness and objectivity. Although the leader is given more power in selecting and recommending cadres to carry out the appointment process of his deputy, that does not mean that he can appoint anyone he wants but must still promote democracy, get the opinion of the Party Committee, carry out publicity and transparency, as well as provide clear and convincing criteria for selecting cadres.

Hold responsible even though the official has retired

According to Mr. Le Quoc Ly, our ancestors from the feudal period have stipulated that the person who recommends must be responsible for the person being recommended. When the person being recommended makes achievements, is rewarded, and is promoted, the person who recommends also enjoys that honor.

On the contrary, if you recommend the wrong person, if you recommend the wrong person, causing harm to the country's interests, you will have to pay the penalty. This time, in the 13th Congress term, the Central Committee has a policy to promote the responsibility of the leader in selecting and recommending cadres. Accordingly, the general spirit is to learn from the experience of our ancestors, because only by being strict and clear like that can we bind the responsibility if we recommend the wrong cadre.

Recalling the story that many people had high hopes that the selected XIII cadres would be clean, but not long after the Congress, a number of corrupt, degenerate, and degenerate cadres were discovered, including Central Committee members, Mr. Le Quoc Ly said that this is something worth pondering. In some cases, the cadre work seemed to be done according to the correct procedures, but it turned out to be incorrect, according to the correct procedures, but the wrong people were introduced, leaving behind many consequences that had to be dealt with and resolved. However, what makes public opinion worried is that no one who introduced, nominated, or recommended cadres has been held responsible for introducing the wrong cadres.

The Central Committee's proposal to pilot the responsibility of leaders in selecting and introducing personnel is very correct and is an urgent issue. Many opinions believe that, in order to discover, select, and introduce truly virtuous and talented people to be deputy or members of the Standing Committee, it is necessary to promote research, develop, and perfect regulations and rules related to the introduction of cadres, along with the work of tracing responsibility even after retirement.

"Even if the leader retires 5 or 10 years ago, but the cadre they introduced later falls into trouble and gets into trouble with the law, the leader still has to take responsibility" - Mr. Le Quoc Ly said and emphasized the reality, the leader is not impartial and objective, when he intends to promote someone, he will "have a way" to appoint cadre A and not cadre B. Therefore, if there is no inspection, supervision and long-term responsibility, it will be difficult to choose clean cadres./.
