Nghe An's Public Administration Reform Index (PAR INDEX) increased by one rank in 2021.

(Baonghean.vn) - According to the results of the 2021 Administrative Reform Index announced by the Government's Steering Committee for Administrative Reform, Nghe An achieved 87.59 points in 2021, ranking 17th out of 63 provinces and cities, an increase of 1 rank compared to 2020. The Satisfaction Index on Administrative Services (SIPAS) reached 86.88 points, ranking 35th out of 63.

On the morning of May 25th, in Hanoi, the Government's Steering Committee for Administrative Reform held a conference to announce the 2021 Satisfaction Index on Administrative Services (SIPAS 2021) and the 2021 Public Administration Reform Index (PAR INDEX) for ministries, sectors, and centrally-administered provinces/cities.

The results of the 2021 Administrative Reform Index (ARI) for ministries and ministerial-level agencies are categorized into three score groups: Three ministries achieved an ARI score above 90%: the Ministry of Justice ranked first, followed by the Ministry of Finance, and the State Bank of Vietnam ranked third.

The results of the Administrative Reform Index ranged from over 80% to under 90%, encompassing 13 units: the Ministry of Interior; the Ministry of Foreign Affairs; the Ministry of Natural Resources and Environment; the Ministry of Labour, Invalids and Social Affairs; the Ministry of Construction; the Ministry of Information and Communications; the Ministry of Transport; the Ministry of Agriculture and Rural Development; the Ministry of Planning and Investment; the Ministry of Industry and Trade; the Ministry of Culture, Sports and Tourism; the Ministry of Health; and the Ministry of Education and Training.

According to the 2021 Administrative Reform Index ranking results: Hai Phong City broke through to the top position for the first time in 2021, achieving a score of 91.80%, 0.66% higher than the second-ranked unit, Quang Ninh (91.14%). Da Nang City made an impressive return to the top 5 localities after two years outside this group, achieving 90.25% in 2021, ranking 3rd out of 63; meanwhile, Vinh Phuc entered the top 5 localities for the first time, with a score of 89.28% in 2021, ranking 5th out of 63.

Furthermore, Thua Thien Hue continued to maintain a high ranking, with an Administrative Reform Index score of 89.32%, ranking 4th out of 63 provinces and cities. At the bottom of the 2021 Administrative Reform Index ranking was Kien Giang province, with a score of 79.97%, the only locality with an Administrative Reform Index score below 80%. This is also the second consecutive year that Kien Giang has been among the top 5 localities with the lowest Administrative Reform Index scores nationwide (in 2020, it achieved 77.91%, ranking 61st out of 63).

In the 2021 Satisfaction Index for Administrative Services (SIPAS) of centrally-governed provinces and cities, Quang Ninh province ranked 1st, Hai Phong city 2nd, and Hung Yen province 3rd.

In 2021, Nghe An's ranking in the Satisfaction Index for Administrative Services (SIPAS) reached 86.88 points, placing it 35th out of 63 provinces and cities (in 2020 it reached 82.34 points, ranking 48th out of 63 provinces and cities).

The results of the annual Administrative Reform Index have become an important management tool, helping to clearly identify the strengths and weaknesses in the implementation of administrative reform tasks of each ministry and province; at the same time, individualizing responsibility to each individual and organization in the implementation of administrative reform tasks, contributing to improving the effectiveness of leadership, direction, and management of the heads of ministries, sectors, localities, and agencies and units.
