Administrative Reform Index (PAR INDEX) 2021, Nghe An increased by 1 rank
(Baonghean.vn) - According to the results of the 2021 Public Administration Reform Index announced by the Government's Steering Committee for Public Administration Reform, in 2021 Nghe An achieved 87.59 points, ranked 17th out of 63 provinces and cities, up 1 place compared to 2020. The index of satisfaction with administrative services (SIPAS) reached 86.88 points, ranked 35th out of 63.
On the morning of May 25, in Hanoi, the Government's Steering Committee for Administrative Reform held a Conference to announce the Satisfaction Index on Administrative Services 2021 (SIPAS 2021) and the Administrative Reform Index (PAR INDEX) 2021 of ministries, branches, and provinces/cities under the Central Government.

The results of the 2021 Administrative Reform Index (PARI) of ministries and ministerial-level agencies are classified into 3 groups of scores: The PARI Index results are over 90%, including 3 ministries: The Ministry of Justice is at the top, followed by the Ministry of Finance and the State Bank of Vietnam is ranked 3rd.
The results of the PAR Index range from over 80% to under 90%, including 13 units: Ministry of Home Affairs; Ministry of Foreign Affairs; Ministry of Natural Resources and Environment; Ministry of Labor, War Invalids and Social Affairs; Ministry of Construction; Ministry of Information and Communications; Ministry of Transport; Ministry of Agriculture and Rural Development; Ministry of Planning and Investment; Ministry of Industry and Trade; Ministry of Culture, Sports and Tourism; Ministry of Health and Ministry of Education and Training.

According to the 2021 PAR Index ranking results: Hai Phong City broke through for the first time to become the champion of the PAR Index in 2021, with a result of 91.80%, 0.66% higher than the second-ranked unit, Quang Ninh (reaching 91.14%). Da Nang City has made an impressive return to the top 5 leading localities after 2 years of not being in this group, in 2021 reaching 90.25%, ranking 3rd/63; meanwhile, Vinh Phuc entered the top 5 leading localities for the first time, with a result in 2021 reaching 89.28%, ranking 5th/63.

In addition, Thua Thien Hue continues to maintain its high performance on the rankings, with the PAR Index reaching 89.32%, ranking 4th out of 63 provinces and cities. At the bottom of the PAR Index rankings in 2021 is Kien Giang province, reaching 79.97% and is the only locality with an PAR Index result below 80%. This is also the second consecutive year that Kien Giang is in the group of 5 localities with the lowest PAR Index results in the country (in 2020, reaching 77.91%, ranking 61st out of 63).

In the 2021 Public Administration Service Satisfaction Index (SIPAS) of provinces/cities under the Central Government, Quang Ninh province ranked 1st, Hai Phong city ranked 2nd and Hung Yen province ranked 3rd.
In 2021, Nghe An's ranking on the Satisfaction Index of Administrative Services (SIPAS) reached 86.88 points, ranking 35th out of 63 provinces and cities (in 2020, it reached 82.34 points, ranking 48th out of 63 provinces and cities).

The results of the annual Administrative Reform Index have become an important management tool, helping to clearly identify the strengths and weaknesses in the implementation of administrative reform tasks of each ministry and province; at the same time, individualizing the responsibility of each individual and organization in implementing administrative reform tasks, contributing to improving the effectiveness of leadership, direction and administration of heads of ministries, branches, localities and agencies and units.
