Implementing the announcement of the Government Office on the Conclusion of the Steering Committee for Administrative Reform (CCHC) of the Government at the 9th meeting on January 15, 2025 and to improve the quality and effectiveness of administrative reform work of the province in the coming time, Comrade Bui Thanh An - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, on behalf of the Provincial People's Committee, has just signed a document requesting directors of departments, heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns to focus on implementing the following tasks:
Departments, branches, sectors, localities:
- Timely deploy and implement the Party's guidelines and policies, the State's policies and laws on administrative reform, especially implementing Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation and Resolutions No. 01/NQ-CP, 02/NQ-CP dated January 8, 2025; 03/NQ-CP dated January 9, 2025 of the Government, focusing on breakthrough solutions on institutional reform, cutting and simplifying administrative procedures (AP) to remove bottlenecks, unlock resources, innovate, master high technology, new and advanced technology, bringing the country into a new era. Research and study the ideology of Resolution 57-NQ/TW, innovate management methods towards focusing on managing goals and results instead of managing processes to create breakthroughs in socio-economic development in general and administrative reform in particular.
- Timely grasp, advise on the full institutionalization and strict and effective implementation of resolutions, directives, conclusions and directives of the Central Committee, the Provincial Party Committee, the Provincial Party Committee Standing Committee, the Provincial People's Council, the Provincial People's Committee, the Chairman of the Provincial People's Committee, especially the work of law making and enforcement in the spirit of the direction of General Secretary To Lam on innovation in thinking in law making. Effectively organize and implement the Politburo's directive on "Innovation in law making and enforcement to meet the requirements of national development in the new era". Urgently review and advise on the issuance of detailed regulations to effectively implement new laws and resolutions passed by the National Assembly and the Provincial People's Council. Synchronously and flexibly implement solutions to improve the effectiveness and efficiency of law enforcement at units and localities.
- Focus resources on effectively implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Party Central Committee on "Some issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently"; review and propose plans to reorganize the organizational structure of agencies and units according to the direction of the Central Steering Committee, ensuring streamlining, efficiency, effectiveness and efficiency; review and issue documents within authority and submit to competent authorities to issue documents to implement the National Assembly's resolution on handling legal contents related to the apparatus organization to ensure the normal operation of agencies and units after restructuring. Complete legal regulations to promote decentralization and delegation of power, improve the effectiveness of coordination between levels and sectors in performing state management tasks. Effectively implement the National Assembly's Resolutions approving plans to reorganize administrative units at district and commune levels in accordance with regulations.
- Closely follow the tasks in the administrative reform plan of the province, agency, and unit to effectively and timely implement them.
- Effectively implement the assigned tasks in the key administrative procedure reform plan for 2025, the license reduction program at ministries, branches, and localities and transfer some tasks and licensing activities to enterprises and social organizations for the period 2025-2030 and the Resolution on comprehensive innovation in handling administrative procedures and providing public services regardless of administrative boundaries immediately after the Government issues it. Strictly control and reduce, simplify administrative procedures, reduce hassles and costs for people and businesses right from the stage of drafting legal documents.
- Effectively implement outstanding mechanisms and policies to resolve policies for cadres, civil servants and public employees after restructuring the apparatus, ensuring harmony and leaving no one behind; at the same time, issue policies to attract and retain talented people to work in state agencies. Synchronously implement solutions to improve discipline and administrative order, improve the quality of public service performance and improve the quality of service to people and businesses; resolutely and strictly handle violations of discipline and administrative order, ensure strictness in law enforcement and strengthen people's trust.
- Continue to carry out the tasks of building and developing e-Government, digital Government, developing information technology infrastructure, digital infrastructure, national and specialized database systems, ensuring connection and sharing of synchronous and smooth data between agencies, units and localities to serve data analysis and processing, support direction and administration, improve the effectiveness and efficiency of state management. Increase the exploitation and use of utilities on the Electronic Identification Application (VNeID). Focus on reviewing and re-evaluating the quality of online public services being provided on the Provincial Information System and integrating and providing them on the National Public Service Portal; promote digitalization and data reuse; promote the implementation of Project 06 to create favorable conditions for people and businesses in performing administrative procedures.
- Continue to promote and replicate good models and solutions to improve the effectiveness of administrative reform in all areas; encourage research and application of new technologies, green technologies, and smart utilities in performing administrative reform tasks; strengthen communication, especially communication on digital platforms, to create good effects and social consensus to promote administrative reform.
- Effectively implement incentive and reward mechanisms and policies, prioritize promotion and appointment of civil servants with outstanding capacity, propose many ideas and administrative reform initiatives contributing to the development of the industry, field and organization.
Department of Home Affairs:
- Promote the role of the Standing Agency of the Provincial Steering Committee for Administrative Reform, continue to research and propose new, creative and breakthrough measures and solutions to organize the implementation of the Nghe An Provincial Administrative Reform Program for the period 2021-2030 in a comprehensive, synchronous, focused, key, in-depth, practical and effective manner.
- Coordinate with relevant agencies to appraise and submit to the Provincial People's Committee for promulgation decisions regulating the functions, tasks, powers and organizational structure of agencies and units. Preside over and advise the Provincial People's Committee to direct and guide departments, branches and localities to implement plans to reorganize the apparatus of state administrative agencies to ensure that there is no interruption or omission of tasks, especially those directly related to people and businesses.
- Preside and coordinate with departments, branches and localities to review 5 years of implementing the State Administrative Reform Program of Nghe An province for the period 2021-2030; propose key tasks and solutions to promote State administrative reform for the period 2026-2030.
- Strengthen administrative reform inspection and public service inspection to enhance discipline, order, and the role and responsibility of heads of administrative agencies at all levels.
Provincial People's Committee Office:
- Review, inspect, and urge departments, branches, and localities to complete administrative procedure reform tasks in 2025 according to the issued Plan.
- Urge departments, branches and localities to implement the Program to reduce licenses at ministries, branches and localities and transfer some tasks and licensing activities to enterprises and social organizations for the period 2025-2030; Resolution on comprehensive innovation in handling administrative procedures and providing public services regardless of administrative boundaries after the Government promulgates.
Provincial Police:
Preside over and coordinate with departments, branches and localities to effectively implement Project 06; promptly report to the Head of the Provincial Project 06 Working Group and the Provincial People's Committee on solutions to remove difficulties and obstacles during the implementation process.
Requesting Directors of Departments, Heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns to direct and strictly implement the above contents, periodically summarize and report to the Provincial People's Committee (through the Department of Home Affairs)./.
