Nghe An: Implementing solutions to overcome limitations and shortcomings in administrative reform

Nghe An Provincial People's Committee has just issued a document on implementing solutions to overcome limitations and shortcomings according to Conclusion No. 453-KL/TU, dated November 4, 2024 of the Provincial Party Standing Committee.

Pursuant to Conclusion No. 453-KL/TU dated November 4, 2024 of the Provincial Party Standing Committee on the results of 3 years of implementing Resolution No. 05-NQ/TU dated December 14, 2021 of the Provincial Party Executive Committee on promoting administrative reform in Nghe An province in the period of 2021-2023, the Provincial People's Committee requests directors of departments, heads of provincial-level departments and branches; Chairmen of People's Committees of districts, cities and towns to review and deploy solutions to overcome the limitations and shortcomings pointed out in Conclusion No. 453-KL/TU, and at the same time, focus on implementing the following contents:

Continue to direct and implement the objectives, requirements, tasks and solutions in Resolution No. 05-NQ/TU, dated December 14, 2021 of the Provincial Party Committee on promoting administrative reform in Nghe An province for the period 2021-2023, in conjunction with the implementation of Resolution No. 09-NQ/TU, dated August 5, 2022 of the Provincial Party Committee on digital transformation of Nghe An province by 2025, with a vision to 2030, Conclusion No. 362-KL/TU, dated February 22, 2024 of the Provincial Party Committee Standing Committee on the results of 10 years of implementing Directive No. 17-CT/TU, dated December 3, 2013 of the Provincial Party Committee on strengthening discipline and administrative discipline in agencies and units in the province, Directive No. 23-CT/TU, dated May 27, 2023 on strengthening the Party's leadership to promote the implementation of Project 06/CP in the province in 2023 and the following years. Effectively implement the Resolutions, Programs, Projects, and Plans of the province on administrative reform in conjunction with the implementation of Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045; Resolution No. 137/2024/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province. Strengthen leadership, direction, and administration of administrative reform, promptly deploy leadership and direction documents of the Provincial Steering Committee for Administrative Reform, the Provincial Party Committee, the People's Council, and the Provincial People's Committee on administrative reform.

Focus on digital transformation in operations in agencies and units; promote the application of digital technology in all fields; improve working style, direction and management methods on technological means.

Improve the quality of consulting on the drafting and promulgation of legal documents to ensure quality, compliance with legal regulations, practicality, and within the time limit set forth in the program and plan; review and complete the system of legal documents of the province, review, amend and supplement mechanisms and policies serving the direction, administration, socio-economic development, and investment attraction; promptly handle documents that are contrary to legal regulations.

Continue to arrange and improve the organizational structure. Effectively implement regulations on assignment, decentralization, and delegation of authority to some tasks after decentralization for local self-determination and self-responsibility; improve the effectiveness and efficiency of the apparatus of agencies and units; strengthen supervision, inspection, and examination after decentralization; arrange, innovate, and improve the effectiveness of public service units; consolidate and reorganize district- and commune-level administrative units after merger.

Review and advise on timely publication of the list of administrative procedures and administrative procedures in all sectors and levels; approve internal procedures and electronic procedures in handling administrative procedures. Continue to review and simplify administrative procedures, reduce implementation time and costs, focus on a number of administrative procedures directly related to people and businesses in the fields of: Investment, land, construction, natural resources and environment, tax, customs, health, etc.; promote decentralization in handling administrative procedures, recommend competent authorities to abolish unnecessary and unreasonable administrative procedures; effectively implement Project 06/CP on schedule for key tasks according to the set programs and plans.

Continue to streamline the payroll, resolve redundant cadres, civil servants and public employees after merging administrative units at district and commune levels. Implement the approved job position project; strictly follow regulations in evaluating and classifying cadres, civil servants and public employees. Strengthen discipline, administrative discipline, improve public ethics. Promptly and resolutely handle violations.

Review the index sets, determine the reasons for the drop in ranking, the responsibility for consulting; propose solutions to overcome, promote propaganda, improve the satisfaction level of people and businesses with the services of State agencies.

Prioritize the allocation of resources to implement administrative reform tasks at district and commune levels; pay attention to investing in upgrading and improving the quality of One-Stop-Shop operations at district and commune levels, especially in mountainous areas.

The Provincial People's Committee requests the directors of departments, heads of provincial-level departments and branches, and Chairmen of the People's Committees of districts, cities and towns to direct and strictly implement the above contents. Periodically report on the results of overcoming the shortcomings and limitations pointed out in Conclusion No. 453-KL/TU, dated November 4, 2024 of the Provincial Party Standing Committee on the results of 3 years of implementing Resolution No. 05-NQ/TU, integrated in the report on administrative reform work, sent to the Department of Home Affairs for synthesis and reporting to the Provincial People's Committee for direction of implementation.
