Nghe An Provincial Administrative Reform Steering Committee deploys tasks for the last months of the year
On the morning of August 2, the Steering Committee for Administrative Reform (SCAR) of Nghe An province conducted a preliminary review of the work in the first 6 months of the year and deployed tasks for the last 6 months of 2024.

There are many positive changes
In 2024, Nghe An will lead and direct administrative reform with the motto "choose key tasks - take drastic actions"; accordingly, a work plan with 40 key tasks was issued; at the same time, 7 key units were selected: Department of Justice, Department of Transport, Southeast Economic Zone Management Board, Hoang Mai Town People's Committee and People's Committees of Do Luong, Nghia Dan, and Hung Nguyen districts.

Through the assessment of the Provincial Steering Committee, it can be seen that in the first 6 months of the year, administrative reform work has had many positive changes, especially the leadership role of Party committees at all levels, directly by the Party committee secretaries and heads of the administrative reform steering committees of the sectors and localities. The direction and management of authorities at all levels is more drastic, faster and more effective.

Administrative reform work is increasingly linked to the responsibility of leaders. The awareness, attitude, and spirit of serving the people and businesses of cadres, party members, civil servants, and public employees have basically changed positively.
The determination in leadership, direction, new and creative models and methods in administrative reform of the province were highly appreciated, recognized and commended by the Government's Steering Committee for Administrative Reform.

Through the ranking results of the Public Administration Reform Index (PAR INDEX) and the People's Satisfaction Index with the Services of State Administrative Agencies (SIPAS) in 2023, both increased (PAR INDEX ranked 15/63 provinces and cities, up 1 rank, ranked 1st in 6 provinces of North Central Coast; SIPAS Index ranked 12/63 provinces and cities, up 2 ranks, ranked 2nd in 6 provinces of North Central Coast).

At the meeting, members of the Provincial Steering Committee basically agreed with the reports and assessments in the first 6 months of the year; at the same time, discussed and proposed additional tasks and solutions for the last 6 months of the year.

Based on further analysis of the existing problems and limitations and pointing out that the most fundamental causes are still human factors, specifically awareness and responsibility in performing public duties, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu suggested that it is necessary to promote propaganda work on policies and guidelines related to administrative reform so that people and businesses can understand the rights and obligations of related entities when performing administrative procedures, and at the same time to raise awareness and responsibility of cadres and party members.

The Deputy Secretary of Nghe An Provincial Party Committee also proposed to strengthen inspection, supervision and administrative handling; assign responsibility to heads so that agencies and units can resolutely carry out self-rotation of cadres in their agencies if there is public opinion; strengthen inspection and supervision of the Fatherland Front, socio-political organizations and the People on administrative reform activities.
The Steering Committee members suggested paying more attention to appropriate resources to carry out digital transformation; praising, encouraging, and creating a competitive atmosphere among localities, departments, and branches in implementing the Department, Department, Branch, and Local Competitiveness Index (DDCI); paying attention to directing the implementation of the Local Innovation Index (PII); improving skills in guiding and explaining to people and businesses thoroughly; and promoting the implementation of Project 06.

Opinions also focused on analyzing objective and subjective causes leading to the instability of Nghe An's Provincial Competitiveness Index (PCI); associated with proposing solutions to overcome them, especially with the component indexes that were still low in the recent assessment.
Listen to public opinion to direct inspection, verification and correction
In his concluding remarks, Nghe An Provincial Party Secretary Thai Thanh Quy acknowledged the results of the plan implementation of the Provincial Steering Committee for Administrative Reform with 24/40 tasks completed this year; the implementation of Project 06 was well evaluated by the Central Government, bringing many benefits to the people; the participation of the entire political system was very clear, promoting the task of administrative reform, especially since the establishment of steering committees at all levels and sectors;...

However, the Provincial Party Secretary expressed concerns about the situation where cadres, civil servants and public employees are reported by people and businesses, and are subject to administrative discipline and even criminal prosecution.
PCI and PAPI indexes have dropped in rank. The rate of files processed through online public services is still low. The results at the designated pilot units are still unclear.
Taking the example of the construction of the 500kV line 3, which has achieved rapid progress since its commencement, only over 7 months ago, but has been basically completed and is expected to be inaugurated in August 2024, in which Nghe An province has effectively coordinated to implement related tasks, the Provincial Party Secretary emphasized that the key issue is the human factor, but the important thing is the determination of the leadership team, cadres, civil servants and public employees in performing their duties; the leader must worry and think of solutions to solve the problem.
Directly naming a number of individuals in some provincial agencies and units that have received negative public feedback, the Secretary of the Nghe An Provincial Party Committee requested the heads of those agencies and units to monitor, remind, and discipline (if any); then if there is no change, there will be disciplinary measures.

Regarding the tasks in the coming time, Provincial Party Secretary Thai Thanh Quy requested the Provincial Steering Committee for Administrative Reform to focus on directing the completion of the 2024 plan, especially the key steering units must create clear changes; promote propaganda work, at the same time, the standing agency of the Provincial Steering Committee for Administrative Reform, the Department of Home Affairs, researches and advises on methods to receive feedback from people and businesses through technology application.
Besides, the province needs to continue to effectively implement Project 06, attaching responsibility to the leaders; in which Provincial Party Secretary Thai Thanh Quy agreed with the proposal to choose Vinh city as the pilot unit to implement Project 06 of the province.
Relevant agencies and units focus on closely following up so that the Government can submit to the National Assembly Standing Committee for consideration and approval of two major projects: Administrative unit arrangement for the 2023-2025 period and expansion of administrative boundaries and urban space of Vinh city.

The head of Nghe An Provincial Party Committee also requested to step up inspection, examination and supervision work; in which it is necessary to increase listening to public opinion, if there is any feedback, advise the Provincial Steering Committee for Administrative Reform to directly work with the agencies and units whose cadres, civil servants and public employees are reported, to request the head to inspect and rectify (if any); associated with post-inspection work to consider whether there are any changes in those agencies and units.
The Head of the Provincial Steering Committee for Administrative Reform requested relevant agencies to study and advise on whether to establish a land fund development center in some key localities, and report to the Provincial Party Committee Standing Committee for comments in the upcoming August meeting; continue to assign the Department of Home Affairs to control the number of teacher recruitment in localities, but must do it quickly and objectively; complete the Provincial Steering Committee for Administrative Reform with the addition of directors of the Departments of Natural Resources and Environment, Construction and Head of the Southeast Economic Zone Management Board, and at the same time invite heads of central vertical agencies in the province such as the Tax Department and the Provincial Customs Department to participate;...
