National Assembly delegates from Nghe An delegation conducted group discussion.
On the morning of October 26, the National Assembly held discussions in groups. The Nghe An National Assembly delegation discussed in Group 3 with the National Assembly delegations from Bac Giang and Quang Ngai provinces.

Attending the discussion session were Senior Lieutenant General Tran Quang Phuong - Member of the Party Central Committee, Vice Chairman of the National Assembly, National Assembly Delegate of Quang Ngai.
Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Nghe An province chaired the discussion session.
The discussion focused on assessing the results of the implementation of the 2024 socio-economic development plan; the projected 2025 socio-economic development plan; the implementation of the Constitution; the implementation of laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee.
The implementation of the state budget in 2024, the state budget estimate, the central budget allocation plan in 2025 (including the 3-year state budget - financial plan 2025-2027; the implementation of the state budget public investment plan in 2024, the expected state budget public investment plan in 2025; the implementation of the 2024 financial plan, the expected 2025 financial plan of the extra-budgetary state financial funds managed by the Central Government); some contents on adjusting and supplementing the state budget estimate.
Policy on adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050; policy on additional state capital investment at the Joint Stock Commercial Bank for Foreign Trade of Vietnam (VCB).

Speaking at the discussion, Head of the National Assembly Delegation of Nghe An Province Thai Thanh Quy shared that from the practical activities in the locality, there are currently problems and backlogs of investment projects that have been inspected, examined, and audited to detect violations related to cases and incidents.
Accordingly, although violations have been basically reviewed and handled, there are still many difficulties in the mechanisms to resolve the problems, leading to waste of State and social investment.
The Politburo has issued Conclusion 77 allowing 5 localities to pilot a review of all programs and projects in difficult and troubled areas that are currently pending to report the plan to the Central Government for direction. The Head of the National Assembly Delegation of Nghe An province acknowledged that this is a very close policy, in line with reality, and hopes to soon summarize and research to allow localities across the country to compile statistics, review, and propose solutions to resolve local backlogs to implement investment projects, including state investment projects and non-social investment projects.

Regarding public investment, Head of the National Assembly Delegation of Nghe An Province Thai Thanh Quy said: According to the current law, the new National Assembly (from the XVI term) will decide on the medium-term public investment policy for the period 2026 - 2030; and the first session of the new National Assembly is scheduled to take place in July 2026. This is an inconvenience because public investment capital for the new period will not be allocated in 2026; at the same time, the implementation of public investment procedures will also be delayed until 2027. This leads to a gap in the time allocation of public investment capital. Therefore, the delegate proposed to study and consider amending the law to allow the previous National Assembly to decide on public investment for the next term to bring public investment resources into implementation in 2026 and the whole period.
At the discussion session, the Provincial Party Secretary, Head of the Provincial National Assembly Delegation also shared experiences in quickly implementing key projects, especially the recent 500kV line 3 project, in which a very important experience is the political commitment of the Central Government to create trust and motivation for the entire political system at all levels, including the province, to participate for the common national interest.

Speaking at the discussion on the socio-economic situation, delegate Hoang Minh Hieu - Standing member of the National Assembly's Law Committee, delegate of Nghe An delegation emphasized the importance of human resources in the public sector; thereby recommending that the Government pay attention to this issue, allocate resources to build institutions, and take care of cadres and civil servants who build institutions.

The delegate also suggested that the National Assembly's monitoring delegation in the coming time regarding high-quality human resources should have a very specific assessment of the regime and policies; the development of policies for public sector human resources to find out the current situation, problems, and limitations to perfect policies and legal frameworks to build better public sector human resources.
Delegate Hoang Minh Hieu also proposed to continue studying the implementation of Resolution 27 of the Central Committee, including the issue of paying salaries according to job positions to encourage capable human resources to participate in the public sector.

Delegate Pham Phu Binh - Standing Member of the Foreign Affairs Committee of the National Assembly, delegate of Nghe An delegation, suggested that in the report assessing the economy and society, especially the forecast for the coming time, it is necessary to analyze more clearly the world context; pay attention to the quality of new traffic works, maintenance of old works; response to natural disasters and climate change; ability to meet electricity demand; role and accuracy of economic growth forecast.
The delegate also suggested that a more complete assessment of the strategic development orientation in 2025 and the coming period is needed; especially the biotechnology development strategy because it was not mentioned in the report while there was a Central Resolution on this issue in 2023.

Major General Tran Duc Thuan - Standing Member of the National Assembly's Committee for National Defense and Security, delegate of Nghe An, raised a series of issues that need attention to find solutions such as: Demand in consumption, disbursement of public investment capital; enterprises withdrawing from the market more than newly established enterprises; the real estate market tends to recover but there is a phenomenon of "price hike, speculation"; the trend of rapid population aging.

Delegate Vi Van Son - Member of the Provincial Party Executive Committee, Head of the Ethnic Minorities Committee of Nghe An province also analyzed the current situation and reasons for the slow disbursement of public investment capital, especially in the National Target Program for the development of ethnic minority and mountainous areas, including both subjective and objective reasons; in which the quite common subjective reason is the fear of making mistakes and violating the law, so many related contents ask for opinions.

To resolve the issue, delegates requested that the authorities promptly amend Decision No. 1719/QD-TTg of the Prime Minister: Approving the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025; providing specific instructions on implementing Resolution 111/2024/QH15 on a number of specific mechanisms and policies to implement national target programs; allowing the extension of capital disbursement until December 31, 2025; and at the same time requesting that when developing the plan for the 2026-2030 period, it is not necessary to allocate details by project or sub-project, but to allocate to create initiative for localities.
