The Standing Committee of the National Assembly adopted a Resolution on the reorganization of district and commune-level administrative units in Nghe An province.
With 100% of the National Assembly Standing Committee members voting in favor, the Standing Committee unanimously approved the Resolutions on the rearrangement of district and commune-level administrative units for the period 2023-2025 in 21 provinces and cities, including Nghe An province.
On the afternoon of October 24th, Comrade Tran Thanh Man, Member of the Political Bureau and Chairman of the National Assembly, chaired a meeting of the Standing Committee of the National Assembly to consider and decide on the rearrangement of district and commune-level administrative units for the period 2023-2025 in 21 provinces and cities, including Nghe An province.
Comrade Nguyen Khac Dinh, Member of the Central Committee of the Party and Vice Chairman of the National Assembly, presided over the session.
Attending the meeting, on behalf of Nghe An province were: Mr. Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and Mr. Nguyen Viet Hung - Director of the Department of Internal Affairs.

Nghe An reduces the number of districts by 1 and communes by 48 after reorganization.
At the meeting, on behalf of the Prime Minister, Minister of Home Affairs Pham Thi Thanh Tra presented the Proposal on the arrangement and establishment of district and commune-level administrative units in the period 2023-2025 for 21 provinces and cities: Nghe An, Ba Ria - Vung Tau, Bac Lieu, Bac Ninh, Ben Tre, Binh Dinh, Binh Thuan, Ca Mau, Da Nang, Hai Duong, Hai Phong, Hung Yen, Kien Giang, Lang Son, Lam Dong, Long An, Quang Binh, Quang Nam, Thai Nguyen, Thanh Hoa and Yen Bai.
Accordingly, the Government proposed the reorganization and establishment of 18 district-level administrative units and 487 commune-level administrative units to form 12 new district-level administrative units and 254 new commune-level administrative units in 21 provinces and cities. After the reorganization, the number of district-level administrative units will be reduced by 6 and commune-level administrative units by 233.

Regarding Nghe An province, according to the submitted document, in the period 2023-2025, Nghe An province has 1 district-level administrative unit and 89 commune-level administrative units subject to mandatory restructuring. For the district level, the Government proposes restructuring 3 units (including 1 unit subject to mandatory restructuring and 2 adjacent units with related issues).
For the commune level, the Government proposes restructuring for 92 units (including 65/89 units subject to mandatory restructuring, and 27 adjacent units with related characteristics); 4 units subject to encouraged restructuring; and not restructuring for 24/89 units due to specific characteristics.

Following the reorganization and establishment of district and commune-level administrative units, Nghe An province reduced the number of district-level administrative units by 1, from 21 to 20, and reduced the number of commune-level administrative units by 48, from 460 to 412.
Presenting the verification report, Chairman of the Legal Committee Hoang Thanh Tung stated that, fundamentally, the administrative units subject to mandatory restructuring have been carefully considered and evaluated by the Government and local authorities.
The Committee on Legal Affairs found that the reorganization of district and commune-level administrative units in 21 provinces and cities is basically consistent with relevant plans. The reorganized administrative units generally meet the conditions and standards required for reorganization as stipulated in the Resolutions and conclusions of the Standing Committee of the National Assembly.

Speaking at the session, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province - respectfully thanked the Standing Committee of the National Assembly for supporting the plan for rearranging administrative units at the district and commune levels in Nghe An province for the period 2023-2025.

Although the plan is not yet complete, Nghe An province has made every effort to implement it in accordance with the spirit of Conclusion No. 48 of the Politburo and Resolution No. 35 of the Standing Committee of the National Assembly. Therefore, we hope the Standing Committee of the National Assembly will approve the Resolution so that the province can implement it.
Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that Nghe An province has determined that developing a plan for rearranging administrative units at the district and commune levels for the 2023-2025 period has been very difficult, and implementing the plan will be even more challenging.

However, after the National Assembly Standing Committee approves the Resolution, Nghe An province will focus on directing efforts to effectively implement the Resolution as soon as possible, especially in stabilizing and reorganizing the administrative apparatus; arranging cadres, civil servants, public employees, and non-specialized personnel; arranging finances and assets; stabilizing people's lives; creating the most favorable conditions for people in carrying out administrative procedures; and ensuring that the requirements of socio-economic development, national defense, and security are met.

Speaking at the session, National Assembly Chairman Tran Thanh Man emphasized the important significance of reorganizing administrative units; he highly appreciated the efforts of the Government, the Ministry of Interior, and the 21 provinces and cities in seriously implementing the Party's policy.
We agree that the effective date of the Resolutions should be at least 30 days from the date of adoption by the Standing Committee of the National Assembly. For Resolutions of provinces and cities that involve the rearrangement and adjustment of many administrative units, including district-level administrative units, consideration should be given to a later effective date to allow localities time for preparation.

Specifically, the effective date for the Resolutions of the provinces and cities of Da Nang, Hai Phong, Quang Nam, and Thanh Hoa is January 1, 2025; for the Resolutions of the remaining 17 provinces, it is December 1, 2024.
The Chairman of the National Assembly proposed, firstly, prioritizing solutions to maintain political stability, ensure security and national defense, and quickly stabilize the operation of the political system in the area, minimizing major disruptions to people's lives.
Secondly, it is necessary to create favorable conditions for agencies and organizations to effectively carry out their preparatory work.
Thirdly, facilitate the process for individuals, organizations, and businesses when changing documents.
Fourth, there must be measures to disseminate information before, during, and after the reorganization, understanding the thoughts and aspirations of the people in order to promptly resolve difficulties and obstacles. "The people must be at the center of the administrative unit reorganization. Social consensus and the consensus of the people are decisive for the success of the reorganization," the Chairman of the National Assembly emphasized.

Fifth, regarding the reorganization of administrative units, the Chairman of the National Assembly requested that the implementation be in accordance with General Secretary To Lam's article on combating waste. Accordingly, localities need to be cautious in all stages, ensuring operational requirements are met, saving money, and promptly implementing the plan within the set deadlines.

Concluding the session, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that the Standing Committee of the National Assembly assigned the Standing Committee of the Law Committee to preside over and coordinate with the Ministry of Interior and localities to complete the procedures for signing and confirming 21 resolutions to be submitted to the Chairman of the National Assembly for signing and promulgation in October 2024.
At the same time, the draft conclusions of the National Assembly Standing Committee are being prepared for signing and promulgation as prescribed, incorporating the directives of National Assembly Chairman Tran Thanh Man.
