In 2025, the Steering Committee for Administrative Reform of Nghe An province will take the motto and guiding viewpoint as: "Responsibility, discipline, exemplary for the people and businesses" with the aim of comprehensively leading and directing 6 tasks on administrative reform.

About the results:
In 2024, the Provincial Steering Committee will take the motto "Choose key tasks - Take decisive action" to lead and direct administrative reform (AR) in the province with focus and key points. The 2024 Work Plan will be issued early and proactively implemented, completing 40/40 tasks, reaching 100%; at the same time, selecting 7 units (4 district-level units and 3 departments and branches) to focus on directing the PAR work; issuing a system of leadership and direction documents, requesting Party committees and authorities at all levels and branches to focus on directing the implementation of resolutions and directives of the Central Government, the Government, the Provincial Party Committee, the People's Council and the Provincial People's Committee related to PAR work.
Focus on effectively leading and directing 6 tasks on administrative reform. In particular, some tasks achieved good results and were commended by the Prime Minister, the Ministry of Home Affairs, the Ministry of Public Security, etc., such as: Nghe An is one of the leading provinces in the country in effectively implementing Project No. 06/CP with many creative models and methods; is one of the 10 provinces in the country to complete the earliest approval of the Project on quality job positions, ensuring requirements; proactively and resolutely implementing the Project on adjusting administrative boundaries, expanding urban space of Vinh city and the Project on arranging administrative units at district and commune levels in the period of 2023 - 2025.
Leading and directing the Steering Committees for Administrative Reform at all levels and sectors to be proactive, resolute, and highly responsible in implementing administrative reform tasks at agencies, units, and localities, in conjunction with the responsibilities of heads of Party committees, heads of agencies, units, and localities. Mobilizing the entire political system to participate, fundamentally changing awareness and action, considering administrative reform work as an important, regular, and continuous task with breakthroughs for the socio-economic development of the province. In general, the awareness, responsibility, attitude, and spirit of serving the people and businesses of cadres, party members, civil servants, and public employees have been significantly improved.
With the focused, key and drastic direction of the Provincial Steering Committee, the administrative reform work of the province has been really well-organized, creating many highlights. The leadership, direction, management and operation of Party committees, authorities at all levels and sectors are more drastic, faster, more effective and efficient; the decentralization, delegation of authority, and assignment of tasks associated with the responsibilities of the heads are increasingly clearer and more complete; the satisfaction, recognition and evaluation of the people and business community towards the State administrative agencies at all levels in the province are increasingly improved.
Members of the Provincial Steering Committee spent a lot of time inspecting and urging assigned agencies, units and localities to monitor and direct the completion of work related to administrative reform.
About the problems and limitations:
Some cadres, civil servants and public employees in some agencies, units and localities have violated discipline and administrative discipline and have been subject to disciplinary action, even prosecution and indictment.
The disclosure of administrative procedures in some units is not complete and timely (at the entire district and commune level, through untimely posting and checking); the rate of records performing online public services throughout the process is low (from January 1, 2024 to December 30, 2024, the whole province only reached 28.3%); the rate of online payment is still low (from January 1, 2024 to December 30, 2024, the rate of administrative procedures with online payment transactions reached 64.16%);
Digital transformation work in the political system in the province has some tasks that have not met requirements.
Some agencies, units and localities selected to direct administrative reform have made slow and unclear changes; the quality and effectiveness of some tasks have not been as expected; there are still cases where administrative procedure files are processed later than the prescribed time; the quality of advice from some officials and civil servants is still limited.
Key tasks and solutions in 2025:
In 2025, the Provincial Steering Committee will take the motto and guiding viewpoint as: "Responsibility, discipline, exemplary for the people and businesses" with the aim of comprehensively leading and directing 6 tasks on administrative reform. In particular, the priority will be focused on leading and directing drastic reform of administrative procedures with the criteria of "3 increases, 2 decreases, 2 no's" ("3 increases" are: Increasing transparency, responsibility in performing public duties, enhancing the settlement of administrative procedures via the online environment, increasing the satisfaction of people and businesses; "2 decreases" are: Reducing the time to perform administrative procedures; reducing the cost of complying with administrative procedures; "2 no's" are: Not causing trouble, harassment; not being late) to create an open investment and business environment and create the "Best, fastest, most favorable" conditions for people and businesses.
Focus on leading and directing departments, branches and localities to complete the content of the 2025 administrative reform program and plan, ensuring time and quality; clearly and accurately defining the responsibilities of each member, agency and unit; building a clear and synchronous coordination mechanism for handling work, without overlapping tasks.
Continue to focus on directing the effective implementation of Central and provincial resolutions, such as: Resolution No. 39-NQ/TW, dated July 18, 2023 of the Politburo; Resolution No. 36/2021/QH15, dated November 13, 2021 and Resolution No. 137/2024/QH15, dated June 26, 2024 of the National Assembly; Resolution No. 05-NQ/TU, dated December 24, 2021 and Resolution No. 09-NQ/TU, dated August 5, 2022 of the Provincial Party Committee. Link the implementation of the above resolutions with the synchronous implementation of the contents according to Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
Focus on implementing the following tasks: reorganizing administrative units and streamlining the organizational apparatus (both the Party and the government) to ensure continuous operation without interruption or delay; reviewing and amending regulations on functions, tasks, and organizational structure to avoid overlap or omission; paying attention to the regime and policies for cadres, civil servants, and public employees directly affected by the implementation of reorganizing and streamlining the organizational apparatus; amending documents related to operating regulations, processes, and regulations on handling administrative procedures associated with changes in legal norms.
Strengthening the supervision, inspection and examination of the implementation of administrative reform tasks, especially the compliance with discipline, administrative discipline and public ethics at agencies, units and localities; reviewing and overcoming shortcomings and limitations after inspection and examination; strictly handling cadres, civil servants and public employees who violate public ethics, cause public opinion to cause trouble and harassment to people and businesses or allow stagnation and weakness to occur. Assigning the Department of Home Affairs - Standing Agency of the Provincial Steering Committee to be the focal point in inspecting the implementation of administrative reform tasks, including the inspection of electronic work processing procedures in the network environment.
Prioritize the provision and allocation of support resources for units and localities facing many difficulties in performing administrative reform, digital transformation, and technology application tasks; provide additional equipment for the Standing Office of the Provincial Steering Committee to better serve the leadership, direction, operation, inspection, and supervision of the Provincial Steering Committee.
Agree to select 6 units and localities, including: Department of Health, Department of Industry and Trade and districts: Ky Son, Thanh Chuong, Quynh Luu, Que Phong to focus on directing the implementation of administrative reform work in 2025.
Agree on the policy of perfecting the Provincial Steering Committee for Administrative Reform in the direction of establishing only 1 Steering Committee to supplement tasks on Digital Transformation and implement Resolution No. 57-NQ/TW; assign the Department of Home Affairs - Standing Agency of the Provincial Steering Committee to preside over and coordinate with relevant agencies and units to advise on perfecting, adjusting, supplementing tasks, working regulations... to submit to the Provincial Steering Committee for comments to report to the Standing Committee of the Provincial Party Committee for consideration and decision.
