Creating the 'best, fastest, most convenient' conditions for people and businesses when carrying out administrative procedures
Nghe An Provincial People's Committee directed departments, branches, and units throughout the province to continue to drastically reform administrative procedures, creating the "best, fastest, and most favorable" conditions for people and businesses when implementing administrative procedures.

Pursuant to Notice No. 08-TB/BCĐ dated February 18, 2025 of the Provincial Steering Committee for Administrative Reform on the conclusion of the Provincial Party Secretary, Head of the Provincial Steering Committee for Administrative Reform on the results of activities in 2024, key tasks and solutions in 2025, the Provincial People's Committee issued a document requesting Directors of Departments, Heads of provincial-level departments and branches; Chairmen of People's Committees of districts, cities and towns to focus on implementing the following tasks:
Provincial departments, branches and sectors; People's Committees of districts, cities and towns:
- Continue to promote the achieved results and advantages in administrative reform (AR), at the same time, urgently direct the overcoming of shortcomings and limitations in the AR of agencies and units in 2024. Promote the comprehensive and synchronous implementation of 06 contents on AR, promptly issue programs and plans related to AR and organize implementation. Review, assign and assign tasks in conjunction with the responsibilities of each individual and collective in implementing AR. Amend, supplement, and develop regulations on coordination and handling of work clearly, synchronously, and without overlapping tasks; increase the priority of resources to promote the effectiveness and efficiency of AR;
- Continue to drastically implement administrative procedure reform (APR), creating favorable conditions“Best, fastest, most convenient”for people and businesses when performing administrative procedures; reform administrative procedures towards simplification, reducing time and costs of implementation. Timely and fully publicize administrative procedures under the authority of agencies and units; promote propaganda work, deploy solutions to encourage people and businesses to perform online public services, make online payments on the National Public Service Portal, the Provincial Administrative Procedure Processing Information System;
- Proactively implement assigned tasks and work to preside over or coordinate related to the implementation of Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo; Resolution No. 36/2021/QH15 dated November 13, 2021 and Resolution No. 137/2024/QH15 dated June 26, 2024 of the National Assembly; Resolution No. 05-NQ/TU dated December 24, 2021 and Resolution No. 09-NQ/TU dated August 5, 2022 of the Provincial Party Executive Committee. Link the implementation of the above resolutions with the synchronous implementation of the contents according to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation;
- Focus on implementing the following tasks: reorganizing administrative units and streamlining the organizational apparatus to ensure continuous operation without interruption or delay; reviewing and amending regulations on functions, tasks, and organizational structure to avoid overlap and omission; paying attention to the regime and policies for cadres, civil servants, and public employees directly affected and affected by the implementation of reorganizing and streamlining the organizational apparatus; amending and supplementing operating regulations, processes, and regulations in handling administrative procedures and handling professional work to ensure compliance with current legal documents;
- Continue to effectively implement the mechanism of autonomy and self-responsibility in state administrative agencies and public service units; promote the disbursement of public investment capital; effectively arrange public assets after the merger at agencies and units;
- Focus on leading and directing the construction and development of e-government and digital government, promoting the digitization of archived documents, records, and results of administrative procedure settlement; electronic authentication, developing digital database systems to serve state management and provide online public services throughout the process;
- Strengthen the work of monitoring, inspecting administrative reform, and inspecting public services to enhance discipline, order, and the role and responsibility of heads of state administrative agencies at all levels. Strictly handle officials, civil servants, and public employees who are reported by public opinion to cause trouble and harassment to people and businesses, and take advantage of assigned tasks for personal gain (if there is public opinion and verification is correct as reported).
Agencies and units selected by the Provincial Steering Committee for Administrative Reform to direct administrative reform work points in 2025 (Department of Health, Department of Industry and Trade and districts: Ky Son, Thanh Chuong, Quynh Luu, Que Phong):
- Advise the Steering Committee of the administrative reform of the agency or unit to focus on directing the effective and efficient implementation of the pilot directive contents selected and announced by the Steering Committee in Official Dispatch No. 08-CV/BCĐ dated February 26, 2025;
- Timely provide information, reports, and ask for instructions from members of the Provincial Administrative Reform Steering Committee assigned to monitor and direct agencies and units to effectively implement assigned tasks;
- Every 6 months and at the end of the year, prepare a report on the implementation results of each specific content selected by the Steering Committee to direct in its agencies and units, evaluate the results achieved, difficulties, problems, recommendations and proposals to the Provincial Administrative Reform Steering Committee.
- Department of Home Affairs:
- Preside and coordinate with the Department of Science and Technology, relevant agencies and units to advise on the consolidation of the Provincial Administrative Reform Steering Committee in the direction of establishing only 01 Steering Committee to supplement tasks on Digital Transformation and implement Resolution No. 57-NQ/TW; adjust and supplement tasks, working regulations... submit to the Steering Committee for comments to report to the Standing Committee of the Provincial Party Committee for consideration and decision;
- Urge, monitor and inspect departments, branches, sectors and localities to implement administrative reform tasks. Synthesize and report implementation results and integrate them into the quarterly, 6-month and annual periodic administrative reform reports of the Provincial People's Committee.
- Department of Finance:
Advise the Provincial People's Committee to prioritize funding support for units and localities facing many difficulties in performing administrative reform tasks, digital transformation, and technology application according to the decentralization of state budget management; supplement equipment for the Standing Office of the Provincial Steering Committee to serve the leadership, direction, operation, inspection, and supervision of the Provincial Steering Committee according to current regulations.
