Nghe An does not interrupt the implementation of administrative procedures for people and businesses when arranging and streamlining the apparatus.

The People's Committee of Nghe An province has just issued a document on the implementation of administrative procedures for people and businesses when arranging; requesting directors, heads of departments, branches, sectors, and units to direct the implementation of administrative procedures to ensure stability, continuity, smoothness, and efficiency without interruption.

Pursuant to Official Dispatch No. 219/TTg-KSTT dated February 27, 2025 of the Prime Minister on the implementation of administrative procedures for people and businesses when arranging and streamlining the organizational apparatus, the Chairman of the People's Committee of Nghe An province requests Directors of departments, heads of branches and sectors; Chairmen of People's Committees of districts, towns and cities to focus on implementing the following contents:

- Regarding amending regulations and announcing and publicizing administrative procedures:

Departments and branches established under Resolution No. 07/NQ-HDND dated February 25, 2025 of the Provincial People's Council on the establishment of specialized agencies under the Provincial People's Committee:

- Urgently review the regulations on administrative procedures (AP) in legal documents to submit to the Provincial People's Council or Provincial People's Committee to issue legal documents to amend, supplement, or abolish legal documents that stipulate APs that need to be adjusted due to the acceptance of new functions, tasks, and powers. While waiting for amendments and supplements to the above legal documents, the competent agencies and persons receiving the functions, tasks, and powers to implement APs shall base on the provisions in Clause 3, Article 13, Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus (Resolution No. 190/2025/QH15) to guide and organize the implementation of APs to ensure continuity, smoothness, efficiency, and no interruptions;

- Urgently review administrative procedures under management authority, and at the same time develop internal procedures and electronic procedures for administrative procedures in areas that need to be adjusted due to mergers or streamlining of organizational apparatus (including administrative procedures under the authority of district level) to advise the Chairman of the Provincial People's Committee to announce and approve.before March 12, 2025.

- Regarding receiving and handling administrative procedures:

- The newly established specialized agencies are arranged to receive and handle administrative procedures in accordance with the provisions of Clause 2, Article 5 and Clause 1, Clause 2, Article 10, Resolution No. 190/2025/QH15, specifically:

+ Organize the implementation of administrative procedures to ensure stability, continuity, smoothness, and efficiency without interruption;

+ Do not require individuals or organizations to resubmit submitted documents; do not re-perform steps in administrative procedures performed before arrangement;

+ Public announcement on Nghe An Newspaper, Provincial Radio and Television Station, Provincial Electronic Information Portal, Electronic Information Portal/Page of departments and branches about the change of competent agencies and positions to perform administrative procedures;

+ Documents and papers that have been issued or granted by competent agencies or positions before the reorganization of the state apparatus but have not expired or have not expired shall continue to be applied and used in accordance with the provisions of law until they expire or are amended, supplemented, replaced, abolished, cancelled or revoked by the agency or position receiving the functions, tasks and powers or the competent agency or person;

+ Organizations and individuals are not allowed to request procedures to issue and change documents that have been issued by competent agencies and positions before implementing the reorganization of the state apparatus when these documents have not expired, except in cases where the law provides otherwise;

+ Complete the focal point staff to control administrative procedures of agencies and units and send the list to the Provincial People's Committee Office.before March 11, 2025to advise the Chairman of the Provincial People's Committee to issue a decision to recognize focal officers;

+ Complete the team of cadres, civil servants and public employees to work at the Provincial Public Administration Service Center (Center) and have a written request for the Chairman of the Provincial People's Committee to approve the list according to regulations. The dispatch of cadres, civil servants and public employees to work at the Center must have professional qualifications and knowledge of information technology to meet the requirements of receiving and guiding organizations and individuals in performing administrative procedures. Completion time:Before March 15, 2025;

- Provincial departments, branches, sectors, People's Committees of districts, cities and towns continue to promote administrative procedure reform at agencies and units in the direction of putting people and businesses at the center, promoting the reception of administrative procedures regardless of administrative boundaries on the basis of applying information technology; strictly implementing the digitization of records, documents, and results of handling administrative procedures during the reception and processing process at the Center and One-Stop Sections at all levels.

- About the Information System for handling administrative procedures:

- The Provincial People's Committee Office directs the Provincial Electronic Information Portal

+ Proactively adjust and continue to upgrade the Provincial Administrative Procedures Information System according to authority, ensuring the inheritance of information, data, safety, security and the continuous, smooth, effective and uninterrupted reception and settlement of administrative procedures;

+ Adjust the Administrative Procedure Settlement File Code according to the code set of the new agency or unit; use the unified domain name of the Administrative Procedure Settlement Information System according to regulations; update the shared data categories of the National Public Service Portal according to the provisions of Article 6, Article 50, Decision No. 31/2021/QD-TTg dated October 11, 2021 of the Prime Minister on promulgating the Regulation on management, operation and exploitation of the National Public Service Portal and on the Provincial Administrative Procedure Settlement Information System.Completion date before March 15, 2025;

- Assign the Provincial People's Committee Office to monitor and urge the implementation of tasks related to administrative procedures for people and businesses after reorganizing and streamlining the organizational apparatus; promptly synthesize and report to the Provincial People's Committee Chairman on issues beyond its authority.
