New directives from the People's Committee of Nghe An province on organizational restructuring.

The process of reorganizing the administrative apparatus and assigning personnel must be fair and objective, following the principle of "from the selection of people," preventing "brain drain" and avoiding the emergence of complex internal problems.

The People's Committee of Nghe An province has just issuedUrgent Official Document No. 1466/UBND-TH, dated February 28, 2025This document is addressed to departments, boards, and agencies under the Provincial People's Committee; the People's Committees of districts, cities, and towns; and public service units directly under the Provincial People's Committee regarding the implementation of several contents related to the reorganization of the organizational structure of agencies and units.

The objective is to implement the conclusions, resolutions, directives, and official letters of the Central Committee, the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial People's Council regarding the reorganization of the administrative apparatus, ensuring a legal basis for the continuous, normal, and smooth operation of agencies and society; avoiding overlapping, duplication, or omission of functions and tasks between agencies; preventing gaps in time, location, and field; and promptly addressing issues arising after the reorganization of the administrative apparatus, even before relevant legal regulations are amended or supplemented.

Accordingly, the Provincial People's Committee requests that departments, agencies, district-level People's Committees, and public service units under the Provincial People's Committee focus on decisively implementing tasks and solutions, ensuring the set progress; and promptly complete the internal organization of agencies and units according to the plan approved by competent authorities.

At the same time, immediately fulfill the responsibility of publicly announcing the contents stipulated in Resolution No. 190/2025/QH15 of the National Assembly when there is a decision by the competent agency or person specifying the functions, tasks, powers, organizational structure, or regulations related to the changes that must be publicly announced.

Directing, monitoring, urging, and guiding the timely disclosure of information to ensure easy access for agencies, organizations, individuals, and businesses.

Thoroughly study the contents related to the functions, duties, and powers of your agency after the reorganization of the organizational structure in order to receive, respond to, guide, and clarify issues related to the functions, duties, and powers of your agency when receiving requests and suggestions from individuals and organizations, ensuring compliance with the principles stipulated in Article 2 of Resolution No. 190/2025/QH15.

The process of reorganizing the administrative apparatus and assigning personnel must continue to do a good job in political and ideological work, and in implementing policies and regulations for cadres, civil servants, public employees, and workers affected; personnel placement must be fair and objective in the spirit of "selecting the right person," retaining capable personnel, preventing "brain drain," and avoiding the emergence of complex internal issues.

People's Committee of Nghe An Province

Based on the organizational restructuring and streamlining plan approved by the competent authority, agencies and units shall implement the process of receiving civil servants and labor contracts in accordance with Government Decree No. 111/2022/ND-CP dated December 30, 2022, from units undergoing organizational restructuring to new units in accordance with current regulations.

Continue to reorganize internal structures.

The Provincial People's Committee requests: While awaiting the issuance of circulars by the relevant ministries regulating the functions, tasks, powers, and organizational structure of specialized agencies (after restructuring), agencies and units should, for the time being, continue to implement the regulations approved by the Provincial People's Committee, ensuring consistency with the organizational restructuring plan approved by the competent authority.

For departments and agencies, after receiving the appraisal document from the Department of Justice and the Circular from the relevant Ministry, they should promptly finalize the draft regulations on the functions, tasks, powers, and organizational structure of the Department and its subordinate branches (if any), and submit them to the Department of Internal Affairs for appraisal and submission to the Provincial People's Committee for signing and promulgation; and reorganize the internal organizations and affiliated units of the Department in accordance with current regulations.

For the District People's Committee: Direct the Department of Internal Affairs to appraise and submit to the District People's Committee for promulgation regulations on the functions, tasks, powers, and organizational structure of specialized agencies under the District People's Committee in accordance with regulations; reorganize the subordinate public service units according to the plan approved by the competent authority.

The Provincial People's Committee requests that departments, agencies, and district-level People's Committees regularly monitor the practical situation, promptly identify any obstacles arising during the restructuring of the state apparatus, and proactively resolve issues arising during the restructuring within their respective duties and powers; if necessary, promptly report and propose solutions to the Provincial People's Committee (through the Department of Internal Affairs) within its authority or report to the competent authority for resolution.

For public service units under the Provincial People's Committee, the Provincial People's Committee requests that they submit to the Department of Internal Affairs for appraisal and then to the Provincial People's Committee for approval the Plan (or Scheme) for reorganizing the organizational structure in accordance with Conclusion No. 473-KL/TU dated February 7, 2025 of the Provincial Party Committee; the deadline for completion is no later than March 20, 2025.

"This is an important matter with urgent progress, requiring agencies and units to implement it promptly, seriously, and effectively, ensuring the overall progress," the Provincial People's Committee clearly stated.
