The objective is to implement the Conclusions, Resolutions, Telegrams, Official Dispatches of the Central Committee, the Provincial Party Executive Committee, the Provincial Party Standing Committee, the Provincial People's Council on the reorganization of the apparatus, ensuring the legal basis for continuous, normal, and smooth operations of agencies and society; no overlap, duplication or omission of functions and tasks between agencies, no gaps in time, location, and field, timely handling of issues arising after the reorganization of the apparatus even if relevant legal provisions have not been promptly amended and supplemented.
Accordingly, the Provincial People's Committee requests departments, branches, district-level People's Committees and public service units under the Provincial People's Committee to focus on directing the drastic implementation of tasks and solutions, ensuring the set progress; urgently complete the organization within agencies and units according to the project approved by competent authorities.
At the same time, immediately carry out the responsibility of publicly announcing the contents prescribed in Resolution No. 190/2025/QH15 of the National Assembly when there is a decision of a competent agency or person to prescribe functions, tasks, powers, organizational structure or regulations related to the changed contents that must be made public.
Direct, monitor, urge and guide the timely disclosure of information, creating conditions for agencies, organizations, individuals and businesses to easily access.
Carefully study the contents related to the functions, tasks and powers of your agency after arranging the organizational structure to receive, respond, guide and answer questions related to the functions, tasks and powers of your agency when receiving requests and recommendations from individuals and organizations, ensuring implementation of the principles prescribed in Article 2 of Resolution No. 190/2025/QH15.

The Provincial People's Committee requests: While waiting for the specialized management ministries to issue Circulars stipulating the functions, tasks, powers, and organizational structure of specialized agencies (after the rearrangement); in the immediate future, agencies and units continue to implement according to the regulations approved by the Provincial People's Committee, ensuring compliance with the project and plan for the rearrangement of the organizational structure approved by competent authorities.
For departments, branches and sectors, after receiving the appraisal document from the Department of Justice; Circular of the specialized management ministry, promptly complete the draft regulations on functions, tasks, powers, and organizational structure of the Department; Sub-departments under the Department (if any) send them to the Department of Home Affairs for appraisal, submit to the Provincial People's Committee for signing and promulgation; reorganize internal organizations and public service units under the Department in accordance with current regulations.
For the District People's Committee: Direct the Department of Home Affairs to appraise and submit to the District People's Committee for promulgation regulations on functions, tasks, powers, and organizational structure of specialized agencies under the District People's Committee in accordance with regulations; organize the rearrangement of affiliated public service units according to the Project approved by the competent authority.
The Provincial People's Committee requests departments, branches, and district-level People's Committees to regularly grasp the practical situation, promptly detect problems arising when arranging the state apparatus, proactively resolve problems arising when arranging the apparatus within the scope of their tasks and powers; if necessary, promptly report and propose to the Provincial People's Committee (through the Department of Home Affairs) to resolve according to their authority or report to competent authorities for resolution.
For public service units, the Provincial People's Committee requests the Department of Home Affairs to review and submit to the Provincial People's Committee for approval the Project (plan) to rearrange the organizational apparatus according to Conclusion No. 473-KL/TU dated February 7, 2025 of the Provincial Party Executive Committee; the latest completion date is March 20, 2025.
"This is important content, urgent progress, requiring agencies and units to implement promptly, seriously, effectively, ensuring overall progress", the Provincial People's Committee clearly stated.
