Nghe An Provincial People's Committee held its first meeting after restructuring and reorganizing the apparatus.
On the morning of March 7, Nghe An Provincial People's Committee held a regular meeting for February 2025.
This is the first meeting of Nghe An Provincial People's Committee after restructuring and rearranging the apparatus of affiliated professional agencies.

Proactively adhere to the task of achieving growth targets
The meeting assessed the socio-economic situation in February 2025. Accordingly, basically all economic sectors and fields maintained quite positive results.

Agricultural, forestry and fishery production developed steadily. The industrial production index increased by 13.85% in February, and by 9.73% in the first two months compared to the same period last year. Total retail sales of goods and consumer service revenue increased by 21.49% in February, and by 52.23% in the first two months.
State budget revenue reached 4,814 billion VND, reaching 27.2% of the estimate, up 6.6% over the same period. Investment attraction: as of February 28, 2025, the total newly granted and adjusted capital was more than 3,870 billion VND.

The cultural and social fields continue to receive attention and direction. The political security situation is basically well ensured. The work of arranging and streamlining the organizational apparatus is completed on schedule. The province has focused on building a growth scenario in 2025 to reach 10.5% according to the target assigned by the Government in Resolution No. 25/NQ-CP.

At the meeting, leaders of specialized agencies under the Provincial People's Committee reported on contents in their assigned fields, especially difficulties and problems in site clearance, disbursement of public investment capital; construction and adjustment of land use planning; land use plan for 2025, etc.

In particular, in implementing the above tasks, the opinions of the leaders of the departments and branches emphasized the need to promote the coordinating role of the People's Committees at the district level in organizing the implementation when the Central Government is developing a project to merge a number of provincial-level administrative units, not organizing the district level, and continuing to merge commune-level administrative units.

Proposing solutions to accelerate public investment capital in 2025, Vice Chairman of the Provincial People's Committee Hoang Phu Hien proposed to review new investment projects allocated with central and provincial budget capital and assign the district-level People's Committees as investors to hand over to departments, branches and sectors as investors; temporarily suspend planning projects that are being proposed for approval or consulting that are being implemented but have not been approved, except for planning projects in economic zones.

Vice Chairman of the Provincial People's Committee Bui Thanh An emphasized the mutual impact between the two key tasks in 2025: achieving growth targets and restructuring the apparatus.
Therefore, for the units that have been rearranged, the Vice Chairman of the Provincial People's Committee requested that the departments and branches in this area proactively develop plans to reorganize public assets and headquarters and report to the Provincial People's Committee through the Department of Finance; at the same time, promptly transfer mechanisms and policies according to tasks.

In addition, departments and branches must anticipate and see the assigned tasks, proactively propose plans when not organizing at the district level to carry out State management work in professional areas to ensure smoothness and efficiency.
At the same time, based on the 10.5% growth scenario in 2025, the Vice Chairman of the Provincial People's Committee requested departments and branches to identify key tasks for implementation. In addition, he also requested to urgently resolve difficulties to resume land auctions to contribute to budget revenue.
Stabilize the mind, the machine immediately gets to work
Concluding the regular meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province Le Hong Vinh especially noted that after the merger, departments and branches need to unify and stabilize their thinking to carry out tasks, especially from the leaders, from there spreading to cadres and civil servants; carefully consider the factors to arrange work for cadres and civil servants in a harmonious, reasonable manner, in accordance with their capacity and strengths.

Regarding the socio-economic situation, based on the report and opinions at the meeting, with the spirit of directing specific, thorough, timely solutions, going straight to the problems and issues that arise, Chairman of the Provincial People's Committee Le Hong Vinh directed very specific handling.
First of all, the head of the Provincial People's Committee requested that early next week, the Provincial People's Committee Office organize work, remove and resolve policy and legal problems to provide guidance on land auctions, in order to soon resume auctions after a 5-month interruption.
The Provincial People's Committee Office also reviewed the contents of the land use planning adjustment in 2025 for the Provincial People's Committee leaders to completely resolve this "bottleneck"; avoiding affecting the work of compensation, site clearance, and land allocation to investors.

Regarding these contents, as well as the important role of the district level in implementing site clearance, the Chairman of the Provincial People's Committee assigned the Provincial People's Committee Office to issue a document urging and clarifying the viewpoint of considering implementation as one of the criteria for evaluating and classifying cadres when reorganizing the apparatus.
In addition, comrade Le Hong Vinh also requested attention to the site clearance work for a number of key projects, especially National Highway 1A and National Highway 7; implementing Official Dispatch No. 1547/UBND-KT of the Provincial People's Committee on temporarily suspending the renovation and repair of office buildings; purchasing and leasing assets; advancing investment capital for works and projects and reporting on the overall implementation status and total outstanding debt in localities during the implementation of the plan to innovate and reorganize the apparatus (except in other really necessary cases, agencies and units must report to competent agencies and persons for consideration and decision).

The head of the Provincial People's Committee also requested to review the planning and call for additional investment in social housing projects; departments and branches to propose programs and projects associated with a specific roadmap to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; allocate capital from specific mechanisms and policies in Resolution 137 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province, as well as excess revenue capital, key public investment capital, to bring about the highest efficiency and prevent waste; at the same time, the transfer of public investment capital when rearranging the apparatus organization must ensure a strict and scientific legal basis.
The Chairman of the Provincial People's Committee requested the Provincial Police to continue to strengthen their direction, not leaving any gaps when completing the disorganization of the District Police; perfecting the coordination mechanism with the Military and Border Guard forces to continue ensuring security, social order and safety, especially in the border areas. In addition, the Police force focuses on performing well and better than the tasks received from other sectors.
The head of the Provincial People's Committee also requested to continue paying attention to social security work; note some contents on organizing festivals, especially the Sen Village Festival in 2025 associated with the 135th Birthday Anniversary of President Ho Chi Minh.

The Chairman of the Provincial People's Committee also requested that members of the Provincial People's Committee contribute their opinions to prepare plans when not organizing at the district level; expanding the commune level to ensure science on the basis of cultural, ethnic, religious conditions...
Before concluding the first meeting after the reorganization and streamlining of the apparatus of the Provincial People's Committee's professional agencies, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Le Hong Vinh emphasized the need to uphold the sense of responsibility of the members of the Provincial People's Committee, together promptly resolving bottlenecks and difficulties in the context of continuing to reorganize the apparatus, while achieving high growth targets, as well as the unfavorable forecast impacts of the world situation.
Also at the regular meeting in February 2025, the People's Committee of Nghe An province listened to, commented on, and approved 7 draft resolutions, 1 draft proposal to build a resolution to submit to the Provincial People's Council and a number of other contents under its authority.
