Nghe An announces PAR INDEX of departments, branches and localities in 2024
The Department of Planning and Investment (before the merger) leads the provincial departments, branches and sectors; Nghi Loc district holds the highest position among the People's Committees of districts, cities and towns in terms of PAR INDEX 2024.
On April 25, 2025, Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province signedDecision No. 1171/QD-UBND approving and announcing the Public Administration Reform Index (PAR INDEX) in 2024of provincial departments, branches and sectors (before merger) and People's Committees of districts, cities and towns.

In early 2020, Nghe An province announced for the first time the Administrative Reform Index for departments, branches and localities in 2019. This is an important tool to objectively and comprehensively assess the results of administrative reform (PAR) work in each unit, through measuring the level of implementation of PAR tasks.
The highlight of the evaluation process is that it is not only based on internal reports, but also combines sociological surveys to reflect the actual effectiveness of reforms.
Through the publication of the Index, Nghe An creates a competitive driving force among departments, branches and localities; at the same time, promptly points out good units for replication, and limited units for correction and improvement.

The administrative reform index is also an important basis for agencies, units and localities to clearly identify weak areas, thereby developing plans and solutions to improve the effectiveness of administrative reform, linked to the goals of socio-economic development, improving the investment and business environment and enhancing the satisfaction of people and businesses.
In addition, the annual publication of the PAR INDEX also contributes to linking administrative procedure reform and institutional reform with the requirements of state management innovation, creating a foundation for sustainable development.
Data collected from the assessment process helps Nghe An province strengthen monitoring, urging, inspection, and support units to effectively implement administrative reform tasks, thereby improvingAdministrative reform indexof the whole province compared to the whole country.
