Vice Chairman of the Provincial People's Committee Nguyen Van De inspected, directed, and removed difficulties in implementing two-level local government in communes.

On the morning of October 29, comrade Nguyen Van De - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of Working Group No. 2 came to inspect, direct, and remove difficulties and obstacles in the implementation of the two-level local government in communes of the old Nghi Loc district.

Before working with the communes, Vice Chairman of the Provincial People's Committee Nguyen Van De and the working delegation inspected the Public Administration Service Centers of Phuc Loc, Dong Loc and Nghi Loc communes.

Through practical inspections in localities, it shows that after operating the two-level local government, the local government and the entire political system have focused highly on the work of arranging the two-level local government apparatus.

With the concentrated leadership of the Party Committee and government, the efforts of the entire political system and the consensus and support of the people, the communes have achieved many positive results in all fields.

Working with the Working Group, representatives of leaders of Nghi Loc, Dong Loc, Phuc Loc, Hai Loc, Than Linh, and Van Kieu communes reflected on difficulties and problems in the operation of the two-level local government.

According to the leader of Nghi Loc commune, the biggest difficulty of the locality is the funding to operate the two-level local government. In addition, because the arrangement of cadres to communes is carried out mechanically, there is a shortage of local cadres.

Nghi Loc Commune proposed the Department of Home Affairs to study and open specialized training courses for commune officials to perform professional tasks. Nghi Loc Commune has 15 schools of all levels, and according to the review, the commune is still short of 67 teachers. The province needs to support teachers' contract costs and compensate for the difference in hours for teachers to teach extra hours to ensure the curriculum according to the new regulations.

In addition, Nghi Loc commune reflected on the following shortcomings: Because the locality is located in the central area, the number of transaction records at the Public Administration Service Center is large. From July 1, 2025 to now, the Center has received nearly 8,000 records, of which 2,900 records are related to the land sector. Therefore, the commune recommends that the province should have a mechanism to support staff working at the Public Administration Service Center of central communes; at the same time, soon synchronize the software system connecting administrative procedures.

Dong Loc Commune reflects on inadequacies in investment project management, difficulties in site clearance work; difficulties in handling petitions; and exploiting population and land data when operating a two-level local government.

Representatives of Trung Loc commune leaders reflected on the difficulties of degraded infrastructure, currently 4 agencies working in 4 old communes are far apart. According to local leaders, many tasks of the district level have been transferred to the commune level for implementation but have not been allocated funds for implementation. The locality proposed the province to provide additional funding for tasks assigned by the district to the commune; increase the land use regulation rate for the commune; the province should soon recruit the missing teachers. The Department of Home Affairs will provide more guidance to the project management board officials.

Regarding the land sector, the leaders of Phuc Loc commune reflected on the shortcomings of the 5% land lease contracts. The commune requested departments and branches to guide the settlement of these illegally built farms; the inspection and verification of land use origin encountered many difficulties, non-agricultural taxes... to ensure effective exploitation and avoid wasting land funds.

In addition, the communes proposed supporting policies and regimes for cadres and civil servants; supplementing the commune's cadre and civil servant payroll with sufficient quantity and professional expertise; having policies to support funding for upgrading information technology infrastructure at the grassroots level; arranging public assets after the merger; many irrigation works, canals, and intra-field traffic are degraded; arranging cadres from the old district Cultural Center to communes,...

Promote proactive and creative spirit

Through on-site inspection and working with the communes, Vice Chairman of the Provincial People's Committee Nguyen Van De shared the difficulties, and at the same time acknowledged the solidarity, unity, promotion of internal strength, and efforts to overcome difficulties of the localities and achieved remarkable initial results.

In order for the two-level local government model to continue to operate stably and effectively, it is recommended that communes, departments and branches focus on performing a number of tasks well.

Accordingly, for communes, review and complete the organizational structure and coordination regulations between departments and offices; strengthen training and foster professional skills and information technology skills for cadres and civil servants. At the same time, proactively coordinate with specialized agencies of the province in processing land records, site clearance, granting land use right certificates, and guiding the implementation of public land auctions; ensuring publicity, transparency and compliance with the law.

Strengthen the application of digital transformation in directing, operating and serving people and businesses; build a professional, modern and friendly administration. Pay attention to promptly resolving people's recommendations and reflections; maintain political security, social order and safety; promote democracy at the grassroots level.

Regarding relevant departments and branches, the Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to promptly guide the process of land recovery, granting land use right certificates, leasing public land; promulgate coordination regulations in measuring and adjusting land records; provide detailed instructions on agricultural support policies and compensation for damage caused by natural disasters and epidemics.

The Department of Home Affairs shall promptly provide guidance on completing the organizational structure, standards for job titles and positions; arrange and rotate appropriate staff, giving priority to staff with capacity and experience working at the grassroots level; and study support mechanisms for staff holding concurrent positions at public administrative centers.

For the Department of Construction Finance, arrange funds for measurement, document extraction, site clearance and public administrative activities at the commune level. Prioritize capital allocation for unfinished works and transitional projects to complete, avoiding waste.

Provide specific guidance on the procedures, approval authority, and management of construction investment at the commune level according to the new model; review and select urgent projects to prioritize completion and handover in 2025 - 2026.
