Leaders of Nghe An Provincial People's Committee inspect the reality, remove difficulties and obstacles in implementing two-level local government

On October 14, Comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Head of Working Group No. 4 according to Decision No. 2954/QD-UBND dated September 17, 2025 of the Provincial People's Committee inspected and directed the removal of difficulties and obstacles in the implementation of two-level local government in the communes: Kim Bang, Hoa Quan, Tam Dong, Hanh Lam, Son Lam, Dai Dong; Xuan Lam; Bich Hao; Cat Ngan.

Efforts to smoothly implement tasks

After more than 3 months of implementing the 2-level local government, the organizational apparatus of the communes has operated smoothly, increasingly stably, with improved efficiency, effectiveness and efficiency, creating trust and consensus among the people.

The direction and management work is implemented with focus, key points, closely and comprehensively in all fields. Administrative procedures are resolved promptly and quickly, meeting the needs of people and businesses.

In the first 9 months of 2025, the socio-economic situation of the communes achieved many positive results, many targets met and exceeded the set plan. Specifically: Agricultural production remained stable; industry, handicrafts and trade-services grew well; budget revenue met and exceeded the assigned targets.

Site clearance work for project implementation continues to be focused on and directed resolutely; the cultural and social fields continue to be well implemented; social security is given attention and care; national defense, security, and social order and safety are maintained.

Party building work is taken care of, activities of the Front, unions, and socio-political organizations are organized methodically and with quality.

At the meeting, local leaders proposed and recommended the Provincial People's Committee to remove difficulties and obstacles related to the lack of specialized civil servants in a number of fields such as land, construction, health, education, and information technology, leading to difficulties in performing tasks. The level of online administrative procedure reception and settlement is still low, the system has technical errors, and the connection is not synchronized.

Opinions from communes reflect the lack of facilities, equipment and working means; the surplus and shortage of working offices. Investment in transport infrastructure for communes faces many difficulties; the capacity and qualifications of village and hamlet cadres are uneven...

Removing difficulties and obstacles

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh shared the difficulties with localities affected by natural disasters in recent times.

At the same time, acknowledging and highly appreciating the leadership, direction and implementation of the Party Committee, People's Council, People's Committee, Fatherland Front Committee, mass organizations and the unanimous support of the people and businesses in the area, the communes have focused on implementing all aspects of activities and work, achieving a number of remarkable results in socio-economic development, as well as proactively implementing the 2-level local government according to the direction of the Central Government and the province.

At the same time, the leaders of the communes are required to continue to focus on leading, directing, and operating the two-level local government to ensure smoothness and efficiency. Perfecting the organizational structure, arranging and assigning responsibilities to officials, ensuring no tasks are missed, avoiding overlap, and clarifying people and tasks. Promoting administrative reform, digital transformation, and implementing full, timely, and complete reception and resolution of administrative procedures for people and businesses.

At the same time, the communes need to continue to strengthen leadership and direction in the work of building the Party and the political system. Focus on directing the drastic implementation of socio-economic development tasks according to the proposed scenario; ensure social security, national defense - security, social order and safety in the area; do well in political and ideological work, create high consensus and unity in society, especially among cadres, party members and people in the area.

Comrade Phung Thanh Vinh also requested that communes need to focus on thoroughly grasping and urgently developing action plans to effectively implement the Resolution of the 20th Provincial Party Congress, term 2025 - 2030 and the Resolution of the Party Congresses of communes; at the same time, strengthen propaganda work towards the 14th National Party Congress.

In addition, we must fight against corruption, negativity, and waste; pay attention to and do a good job of grasping ideas and orienting public opinion; strengthen solidarity and consensus, and effectively carry out the work of streamlining the apparatus of the political system to operate effectively, efficiently, and effectively.

The Vice Chairman of the Provincial People's Committee requested the communes to urgently complete the procedures for arranging, assigning, and handling office buildings, public service facilities, and other public assets for agencies, organizations, and units in the area in accordance with the plan approved by competent authorities. Continue to review, synthesize, and report to competent authorities for consideration and decision on handling surplus houses and land in the area in accordance with legal regulations; ensure effective use, avoid loss and waste of public assets.

At the same time, closely coordinate with departments and branches to remove difficulties, resolve work within authority, promptly report difficulties and problems for joint resolution.
