Comrade Le Hong Vinh holds the position of Deputy Secretary of the Quang Tri Provincial Party Committee.

The announcement ceremony was organized by the Quang Tri Provincial Party Committee on the morning of November 17th. Comrade Hoang Dang Quang - Member of the Central Committee of the Party, Deputy Head of the Standing Committee of the Central Organization Department - attended to present the decision and deliver a speech assigning tasks.

The leaders of Nghe An province included: Nguyen Khac Than - Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province, Head of the Provincial National Assembly Delegation; members of the Standing Committee of the Provincial Party Committee, Vice Chairmen of the Provincial People's Committee and leaders of departments and agencies.

The leaders of Quang Tri province included Comrade Nguyen Van Phuong - Secretary of the Provincial Party Committee, along with other comrades in the Standing Committee, the Executive Committee of the Provincial Party Committee, and the Provincial Party Committee.

In Decision No. 2527-QDNS/TW, dated November 14, 2025, the Secretariat of the Central Committee decided: Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province - will cease participating in the Executive Committee and Standing Committee, and will relinquish his position as Deputy Secretary of the Nghe An Provincial Party Committee for the 2025-2030 term; he will be transferred and appointed to participate in the Executive Committee and Standing Committee and hold the position of Deputy Secretary of the Quang Tri Provincial Party Committee for the 2025-2030 term.

Presenting the decision and congratulatory flowers, Deputy Head of the Standing Committee of the Central Organization Department Hoang Dang Quang highly appreciated the work of Comrade Le Hong Vinh, a capable and experienced cadre in Party building and State management; determined, decisive, closely involved with the grassroots and capable of uniting the agency and unit. In all his positions, he has always successfully completed his assigned tasks, making important contributions to the overall achievements and results of the locality, agency, and unit.

Leaders of the Central Organizing Committee expressed confidence that in his new position, Comrade Le Hong Vinh will continue to leverage his experience, capabilities, dedication, and responsibility, continue to learn, and strive together with the Executive Committee and Standing Committee of the Quang Tri Provincial Party Committee to successfully complete the assigned tasks.

Comrade Hoang Dang Quang requested that the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and leaders at all levels and sectors of Quang Tri province promote the spirit of solidarity, unity, sharing, and support for Comrade Le Hong Vinh in his new position and responsibilities; focus on leading and directing the successful implementation of the Resolution of the 1st Provincial Party Congress, term 2025-2030, and continue to develop Quang Tri even more strongly in the coming time.

In his acceptance speech, the new Deputy Secretary of the Quang Tri Provincial Party Committee, Le Hong Vinh, respectfully thanked the Politburo, the Secretariat, and the Central Organization Committee for their trust in assigning him this new responsibility; he also thanked the Standing Committee, the Provincial Party Committee, and the Party Committees of Quang Tri and Nghe An provinces for their support and for creating favorable conditions for him to assume his duties in the Quang Tri Provincial Party Committee.

He expressed his honor at being assigned by the Central Committee to work in this land of outstanding people and rich historical traditions, a blend of the Hoanh Son - Nhat Le and Ben Hai - Vinh Linh cultures, the birthplace of brilliant revolutionary leaders such as the late General Secretary Le Duan and General Vo Nguyen Giap, and the resting place of tens of thousands of heroic martyrs who bravely fell for peace and national reunification.

In the context of the whole country and Quang Tri province urgently concretizing the Resolution of the Provincial Party Congress, continuing to improve the model, enhancing the efficiency of the two-tiered local government operation, promoting decentralization and digital transformation, Comrade Le Hong Vinh affirmed that he will strive to study, train, inherit the experience of previous generations, promote the pioneering and exemplary spirit; understand the culture, be deeply familiar with the local area; respect and listen to the opinions of cadres, Party members and the people.

In his new position, he pledged to quickly grasp his duties, adhere to regulations, and effectively carry out the assignments of the Standing Committee and the Provincial Party Committee; to unite with the collective to strive to achieve the goal of building Quang Tri into a new growth pole in the Central region; and to strive to become a moderately developed province by 2045, a center for energy, logistics, and unique tourism of the whole country.

Comrade expressed his deepest gratitude to the Party Committee, government, armed forces, and people of Nghe An, his homeland, for nurturing and supporting his growth; and hoped to continue receiving guidance from the Central Committee, the support of the Quang Tri Provincial Party Committee, and the backing of cadres, Party members, and the people to successfully fulfill his assigned duties.

The newly appointed Deputy Secretary of the Quang Tri Provincial Party Committee, Le Hong Vinh, will be nominated to the Quang Tri Provincial People's Council, 8th term (2021-2026), for election as Chairman of the Provincial People's Committee. This personnel reassignment aims to implement the policy of appointing 100% of the positions of Chairman of the Provincial People's Committee, Head of the Provincial Inspection Committee, and Chief Inspector of the province to individuals who are not from the local area, to be completed before December 15, 2025, as stipulated in Conclusion 201-KL/TW of the Politburo and the Secretariat.
