The Standing Committee of the Provincial People's Council will hold a hearing on the arrangement and utilization of commune-level officials when implementing a two-tiered government system.
At the Standing Committee meeting of the Provincial People's Council, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - outlined the content of the Standing Committee's explanatory session in the last six months of 2025 regarding the arrangement and utilization of commune-level officials when implementing a two-tiered government system.

On the afternoon of September 24th, the Standing Committee of the Provincial People's Council held its regular September meeting to review the month's activities and agree on key tasks for October 2025; to hear and give opinions on the program and content of the regular session and the explanatory session of the Standing Committee of the Provincial People's Council at the end of 2025, along with a number of other matters within its authority.
Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - presided over the meeting.
Attending the meeting were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council and Bui Thanh An - Standing Vice Chairman of the Provincial People's Committee. Also participating was Ms. Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial Delegation of the National Assembly.

Received and processed 16 letters from citizens.
In September, the Standing Committee of the Provincial People's Council successfully directed and organized the 32nd session (special session), ensuring compliance with regulations and passing 8 resolutions. The Standing Committee of the Provincial People's Council directed the committees and the Office of the National Assembly Delegation and the Provincial People's Council to advise on the issuance of thematic supervision plans of the People's Council, the Standing Committee of the People's Council, and the committees.

The work of receiving citizens and reviewing and urging competent agencies to resolve and respond to complaints, denunciations, petitions, and feedback from voters and the public, forwarded by the Standing Committee of the Provincial People's Council, has been maintained. Information dissemination, propaganda, and digital transformation continue to be implemented effectively.

In September, the Standing Committee of the Provincial People's Council also focused on handling a number of issues arising between the two sessions of the Provincial People's Council, submitted by the Provincial People's Committee, including the adjustment of the 2025 State budget estimates.

The Standing Committee of the Provincial People's Council also received 16 complaints, denunciations, petitions, and feedback letters from citizens; of which, 4 were forwarded to relevant agencies for consideration and resolution according to their authority, and 12 were kept for monitoring in accordance with the law.

At the meeting, the attendees discussed and provided feedback on the selection of topics for the Standing Committee of the Provincial People's Council's explanatory session in the last six months of 2025, the proposed program and content of the session, the group of issues for questioning; the plan for meeting with voters before and after the regular session of the Provincial People's Council at the end of 2025; the plan for thematic supervision by the Provincial People's Council on the implementation of the National Target Program for Sustainable Poverty Reduction and supervision by the Standing Committee of the Provincial People's Council on resolving outstanding and long-standing opinions and recommendations of voters from the beginning of the 2021-2026 term to the present.

Concluding the meeting, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - emphasized several tasks that need to be focused on in October 2025; the main focus being the organization and implementation of quality monitoring programs according to the plan, including: thematic monitoring by the Provincial People's Council on the implementation of the National Target Program for Sustainable Poverty Reduction; monitoring by the Standing Committee of the Provincial People's Council on resolving outstanding and long-standing opinions and recommendations of voters from the beginning of the 2021-2026 term to the present; and surveying the implementation of health insurance policies and regulations in ethnic minority and mountainous areas by the Ethnic Affairs Committee of the Provincial People's Council.

The Chairman of the Provincial People's Council, Hoang Nghia Hieu, instructed the committees and the Office of the National Assembly Delegation and the Provincial People's Council to prepare a plan to summarize the activities of the 18th Provincial People's Council, term 2021-2026; and to implement tasks to prepare for the election of deputies to the 17th National Assembly and People's Councils at all levels, term 2026-2031.
Regarding the selection of content for the Standing Committee of the Provincial People's Council's end-of-year 2025 explanatory session, Comrade Hoang Nghia Hieu directed that the focus should be on explaining the effectiveness of state management by commune-level governments, linked to the arrangement and placement of cadres and the implementation of cadre policies; the arrangement and use of current physical facilities at the commune level; aiming to identify shortcomings, difficulties, and obstacles from practice in order to propose solutions to overcome them.
Regarding the content of the interpellation session at the regular meeting of the Provincial People's Council at the end of 2025, the Chairman of the Provincial People's Council assigned the committees and the Office of the National Assembly Delegation and the Provincial People's Council to review, based on practical understanding and proposals from the Provincial People's Council delegates, two key groups of issues for interpellation to be submitted to the Standing Committee of the Provincial People's Council.
Comrade Hoang Nghia Hieu also suggested that the Provincial People's Committee focus on reviewing the contents within the authority of the Provincial People's Council to issue resolutions, in order to proactively manage the time and content of draft resolutions to ensure quality; and to review current policies, proposing to the Provincial People's Council to abolish, amend, or supplement them if they are no longer suitable to current practices or regulations, in order to meet development requirements.
