The Standing Committee of the Provincial People's Council will hold a session to explain the arrangement and use of commune-level cadres when implementing a two-level government.
At the meeting of the Standing Committee of the Provincial People's Council, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council oriented the content of the Standing Committee's explanation session for the last 6 months of 2025 on the arrangement and use of commune-level cadres when implementing a 2-level government.
On the afternoon of September 24, the Standing Committee of the Provincial People's Council held a regular meeting in September to evaluate the results of activities in the month and agree on key tasks for October 2025; listen to and give opinions on the program and content of the regular meeting and the explanation session of the Standing Committee of the Provincial People's Council at the end of 2025, along with a number of contents under its authority.
Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting.
Attending the meeting were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council and Bui Thanh An - Permanent Vice Chairman of the Provincial People's Committee. Also attending was comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation.
Received and processed 16 petitions sent by citizens
In September, the Standing Committee of the Provincial People's Council directed and successfully organized the 32nd session (special session) in accordance with regulations with 8 resolutions passed. The Standing Committee of the Provincial People's Council directed the committees and the Office of the National Assembly Delegation and the Provincial People's Council to advise on the issuance of a special supervision plan of the People's Council, the Standing Committee of the People's Council and the committees.
The work of receiving people and reviewing and urging competent agencies to resolve and respond to complaints, denunciations, recommendations and reflections from voters and people sent by the Standing Committee of the Provincial People's Council has been maintained. Information, propaganda and digital transformation work continues to be effectively implemented.
In September, the Standing Committee of the Provincial People's Council also focused on handling a number of issues arising between the two sessions of the Provincial People's Council submitted by the Provincial People's Committee, including adjusting the State budget estimate for 2025.
The Standing Committee of the Provincial People's Council also received 16 complaints, denunciations, recommendations and reflections from citizens sent to the Standing Committee of the Provincial People's Council; of which 4 were transferred to competent agencies for consideration and resolution and 12 were kept for monitoring according to the provisions of law.
At the meeting, the participants discussed and gave their opinions on the selection of content for the explanation session of the Standing Committee of the Provincial People's Council in the last 6 months of 2025 and the expected program, content of the session, and groups of questions; the plan for meeting with voters before and after the regular session at the end of 2025 of the Provincial People's Council; the plan for the People's Council's thematic supervision of the implementation of the National Target Program on Sustainable Poverty Reduction and the supervision of the Standing Committee of the Provincial People's Council on the settlement of outstanding and prolonged opinions and recommendations of voters from the beginning of the 2021-2026 term to present.
Orientation on explanation of the work of arranging and using grassroots staff
Concluding the meeting, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized a number of tasks that need to be focused on in October 2025; the focus is on organizing and implementing quality monitoring programs according to the plan, including: Thematic monitoring of the People's Council on the implementation of the National Target Program on Sustainable Poverty Reduction; monitoring of the Standing Committee of the Provincial People's Council on the settlement of outstanding and prolonged opinions and recommendations of voters from the beginning of the 2021-2026 term to present; surveying the implementation of health insurance regimes and policies in ethnic minority and mountainous areas by the Ethnic Minority Committee of the Provincial People's Council.

Pay attention to monitoring the reception of citizens by the Provincial People's Council deputies at the constituency; monitor and urge departments, branches and localities to resolve and respond to voters' recommendations and reflections; at the same time urge competent agencies to resolve and respond to complaints, denunciations and reflections. Chairman of the Provincial People's Council Hoang Nghia Hieu also assigned the committees and the Office of the National Assembly Delegation and the Provincial People's Council to prepare a plan to summarize the activities of the 18th Provincial People's Council, term 2021-2026; at the same time, deploy tasks to prepare for the election of deputies to the 17th National Assembly and People's Councils at all levels, term 2026 - 2031.
Regarding the selection of content for the explanation session of the Provincial People's Council Standing Committee at the end of 2025, comrade Hoang Nghia Hieu directed to focus on explaining the effectiveness of State management work of commune-level authorities, associated with the arrangement and organization of staff and implementation of staff policies; arrangement and use of facilities at the current commune level; in order to detect inadequacies, difficulties and problems from practice to propose solutions to overcome them.
Regarding the content of the questioning at the regular session of the Provincial People's Council at the end of 2025, the Chairman of the Provincial People's Council assigned the committees and the Office of the National Assembly Delegation and the Provincial People's Council to review on the basis of grasping the reality and proposals of the Provincial People's Council delegates to advise the Standing Committee of the Provincial People's Council on 2 groups of focused questioning issues.
Comrade Hoang Nghia Hieu also requested the Provincial People's Committee to focus on reviewing the contents under the authority of the Provincial People's Council to issue resolutions to be proactive in terms of time and content of draft resolutions to submit quality; associated with reviewing current policies, if they are no longer suitable to current practices or regulations, propose the Provincial People's Council to abolish or amend and supplement them to meet development requirements.
