Leaders of Nghe An province inspect and resolve difficulties and obstacles in the implementation of the two-tiered local government system in communes.
On October 28th, Comrade Phung Thanh Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, and Head of Task Force No. 4 - along with a delegation, inspected, directed, and resolved difficulties and obstacles in the implementation of the two-level local government system and monitored the progress of national target programs in the western communes of Nghe An province.
Attending the meeting were Comrade Pham Van Hoa - Director of the Department of Industry and Trade, Deputy Head of Task Force No. 4, and members of Task Force No. 4.
In Chiêu Lưu and Hữu Kiệm communes, the delegation inspected the progress and quality of several key projects in the area, including: the construction project of the Xiêng Thù bridge (Chiêu Lưu commune) and the construction project of a bridge across the Nậm Mộ river (Hữu Kiệm commune). These are projects under the National Target Program for socio-economic development in ethnic minority and mountainous areas, along with several other projects under the National Target Program for sustainable poverty reduction.
During the inspection, Mr. Phung Thanh Vinh, Vice Chairman of the Provincial People's Committee, emphasized that completing the projects on schedule and ensuring their quality is extremely important, contributing to improving transportation infrastructure and promoting socio-economic development in the mountainous region.
We request that Party committees and authorities at all levels strengthen their guidance and supervision of contractors, mobilizing maximum manpower and resources, taking advantage of favorable weather conditions to accelerate construction progress, and striving to complete the project ahead of schedule.
Later that afternoon, the delegation held a working session with the leaders of 12 communes in the former Ky Son district. After hearing reports on the results of the operation of the two-tiered local government, the advantages, difficulties, and recommendations and proposals during the implementation process.
Comrade Phung Thanh Vinh - Vice Chairman of the Provincial People's Committee - acknowledged and praised the efforts of the Party Committee, Government, and people of the communes in operating the two-tiered local government system in the past period; at the same time, he shared the difficulties faced by localities in the initial period of operating the two-tiered government system and the frequent need to respond to, prevent, and mitigate the consequences of natural disasters and storms. The commune-level officials have worked with high spirit and responsibility, always striving to stay informed, be close to the people, and serve the people.
The Vice Chairman of the Provincial People's Committee emphasized that initial difficulties are unavoidable and need to be addressed step by step. He requested that the leaders of the communes continue to strengthen leadership and guidance in arranging and perfecting the local organizational structure; and that the leaders of the commune-level departments and offices need to strengthen their learning and self-improvement to enhance their professional skills to meet the requirements of their work.
To ensure smooth direction and management, localities need to coordinate closely with departments and agencies to promptly resolve difficulties and handle matters within their authority. Priority should be given to resolving administrative procedures for citizens and businesses, avoiding backlogs and delays; ensuring the stable and smooth operation of the two-tiered local government apparatus, serving citizens and businesses better, and promoting socio-economic development and production and business activities in the area.
At the same time, relevant departments and agencies are requested, according to their functions and duties, to proactively advise Task Force No. 4 to report to the Provincial People's Committee on solutions to overcome difficulties and obstacles in the implementation of the two-tiered local government system.
The Vice Chairman of the Provincial People's Committee specifically urged localities to continue to proactively prevent and control natural disasters with the motto "4 on-the-spot, 3 ready".
