Nghe An announces the PAR Index for departments, agencies, and localities in 2024.
The Department of Planning and Investment (before merger) led the group of provincial departments and agencies; Nghi Loc district held the highest position among the People's Committees of districts, cities, and towns in the PAR INDEX 2024.
On April 25, 2025, Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province - signed the document.Decision No. 1171/QD-UBND approves and announces the Public Administration Reform Index (PAR INDEX) for 2024.of provincial-level departments and agencies (before merger) and People's Committees of districts, cities, and towns.

In early 2020, Nghe An province for the first time announced the Administrative Reform Index for departments, agencies, and localities in 2019. This is an important tool for objectively and comprehensively evaluating the results of administrative reform work at each unit, by measuring the level of implementation of administrative reform tasks.
A key feature of the evaluation process is that it relies not only on internal reports but also incorporates sociological surveys to accurately reflect the effectiveness of the reforms.
Through the publication of the Index, Nghe An creates a competitive spirit among departments, agencies, and localities; at the same time, it promptly identifies units that perform well to be replicated, and units that are still lacking to be rectified and improved.

The administrative reform index is also an important basis for agencies, units, and localities to clearly identify areas of weakness, thereby developing plans and solutions to improve the effectiveness of administrative reform, linked to the goals of socio-economic development, improving the investment and business environment, and increasing the satisfaction of citizens and businesses.
Furthermore, the annual publication of the PAR Index contributes to linking administrative procedure reform and institutional reform with the requirements for innovation in state management, creating a foundation for sustainable development.
