Administrative reform in Nghe An: 'Choose key tasks - Take decisive action'
(Baonghean.vn) - In 2024, the Steering Committee for Administrative Reform of Nghe An province determined the motto of administrative reform as "Choosing key tasks - Taking drastic actions". Currently, agencies, units and localities are focusing on implementing the theme of 2024, which is to continue improving the province's administrative reform indicators.
SIMPLIFYING ADMINISTRATIVE PROCEDURES
In line with the province's administrative reform theme for 2024, departments, districts, cities and towns have had many solutions to increase the rate of online public service implementation throughout the process; the rate of digitalization of records; the rate of online payment. Along with that, continue to review to shorten the processing time; increase the rate of records resolved on time.
The reception of documents and handling of online public services in the first months of 2024 were seriously implemented by many departments and branches and achieved a high rate: the field of notification of promotional activities of the Department of Industry and Trade reached 100%; the field of granting codes related to the budget of the Department of Finance reached 100%; the field of granting medical and pharmaceutical practice certificates of the Department of Health reached over 90%; the issuance of intermodal transport licenses between Vietnam and Laos, the re-issuance of driving practice licenses of the Department of Transport reached 94%...

In addition, implementing Project 06 of the Government, from proactive research, Nghe An province has implemented many good and creative ways with the efforts of related sectors from the province to the grassroots by connecting 2 groups of administrative procedures: Birth registration, permanent residence registration, health insurance card issuance for children under 6 years old and death registration, permanent residence cancellation, funeral allowance, funeral cost support effectively and ranked 2nd in the country in implementing these 2 groups of administrative procedures.
From December 15, 2023 to March 14, 2024, the number of records received and processed by 2 public services connecting administrative procedures: Connecting birth registration - Permanent residence registration - Issuing health insurance cards for children under 6 years old 13,817 records; connecting death registration - Deleting permanent residence registration - Funeral allowance) 3,201 records.

"Previously, when a baby was born, the family had to carry out 3 administrative procedures including birth registration, permanent residence registration and insurance card issuance at 3 different agencies. Now, with the application of interconnected administrative procedures, people only need to do one operation to perform these 3 procedures at the same time. This has helped people reduce time and travel costs when they only need to perform 1 time but can handle 3 administrative procedures. After I did it, some people in the block also came to ask for guidance," a resident shared.
DECISIVE ACTION
In 2023, Nghe An's Administrative Reform Index (PAR INDEX) increased by 1 rank, ranking 15th nationwide, leading the 6 North Central provinces. This is considered an important step forward reflecting the province's efforts and determination in administrative reform over the past year. In particular, Nghe An ranked 7th nationwide in the component index "Administrative reform direction and operation" with a score of 99.96%, showing that Nghe An's determination has created substantial changes.

In particular, Nghe An is one of the few provinces that established a Steering Committee for administrative reform of the province, headed by the Secretary of the Provincial Party Committee, to strengthen the leadership role of the Party and promote the strength of the entire political system in administrative reform. The work of building and implementing the administrative reform plan is carried out in a systematic, orderly and timely manner. Therefore, the annual administrative reform work is always completed and effective.
Through the figures on administrative reform in 2023, it shows the great efforts in the direction and administration of the Provincial Administrative Reform Steering Committee; from the provincial leaders to the departments, branches and localities have been really determined, specifying each content and task clearly. Along with that is the active participation of the people and the business community, so the administrative reform work of the province in 2023 has many clear changes. From the work of reforming the apparatus, reforming the civil service regime, reforming public finance to building e-government and digital government.

However, according to the results of the Provincial Governance and Public Administration Performance Index (PAPI) in Vietnam in 2023, which have just been announced, Nghe An province ranked 25th out of 63 provinces and cities nationwide and has dropped compared to 2022. This is the basis for departments, branches and localities to recognize and clearly identify strengths and weaknesses, thereby adjusting goals, contents and solutions, contributing to improving the efficiency and quality of administrative reform work of the province in the coming time.
Deputy Director of the Department of Home Affairs - Comrade Dau Dinh Duong said: Based on the analysis and assessment to clarify the achieved criteria and component criteria and the criteria and component criteria that have lost points or have low scores in the results of the 2023 indexes, the Department of Home Affairs reports to the Provincial Steering Committee for Administrative Reform, the Standing Committee of the Provincial Party Committee, the Provincial People's Committee and proposes the Provincial Steering Committee for Administrative Reform to direct sectors and levels to focus on implementing tasks and goals to improve the rankings of the indexes.

In 2024, the Provincial Steering Committee for Administrative Reform requires localities, units, and agencies to review and evaluate the administrative reform plan for the period 2021 - 2030 of their units and localities, focusing on prioritizing the implementation of tasks on administrative procedure reform, apparatus organization, public service regime, civil servants, digital transformation, building and developing e-government.
The province will also continue to strengthen inspections of discipline, administrative discipline and public service performance at units and localities in the province. In particular, it will resolutely handle cadres, civil servants and public employees who violate public ethics, cause public opinion to cause trouble and harassment to people and businesses or cause stagnation and weakness in administrative reform work.

Resolution 39 of the Politburo sets the task for Nghe An to strive to raise the PCI, PAR INDEX, and PAPI indexes to the top group in the country. This is a very high goal, so all levels and sectors in the province need to implement it drastically and with quality, ensuring the goals and tasks of 2024 and the plan for the period 2021 - 2030, removing limitations and shortcomings, thereby creating positive changes in administrative reform work to not only better serve people and businesses but also be a prerequisite for Nghe An to remove obstacles and bottlenecks, contributing to the socio-economic development of the province.
