Latest procedures for vehicle inspection
Below are the latest vehicle inspection procedures for new cars in 2022 according to Decision No. 1648/QD-BGTVT.
Vehicle inspection procedures at the inspection unit.
Step 1:Organizations and individuals bring their vehicles to the vehicle inspection unit, submit the necessary documents directly, and provide complete information.
- Present your vehicle registration documents or the appointment slip for vehicle registration issuance.
- Submit a copy of the factory quality inspection certificate for domestically manufactured and assembled motor vehicles (excluding decommissioned motor vehicles) for the first inspection.
- Submit the original Certificate of Technical Safety and Environmental Protection Quality for modified motor vehicles in the case of newly modified motor vehicles.
- Information regarding the username, password, and website address for managing vehicle tracking devices and cameras for vehicles that are required to be equipped with such devices.
- Declare information about your transportation business on the File Tracking Form (using the provided template).

Step 2:The inspection unit receives the documents and conducts the inspection. If the documents are incomplete, the vehicle owner will be guided to complete them. If complete, the inspection will be registered, the vehicle's technical safety and environmental protection status will be checked and assessed, and the inspection certificate will be printed.
The vehicle inspection and assessment process is divided into five stages, including:
- Step 1: General identification check.
- Step 2: Inspect the upper part of the vehicle.
- Step 3: Check braking effectiveness and lateral slippage.
- Step 4: Environmental inspection.
- Step 5: Inspect the underside of the vehicle.
Step 3:Return the inspection results.
If the vehicle passes the inspection, the inspection unit will issue an Inspection Certificate and affix an Inspection Sticker to the vehicle.
Vehicle inspection procedures outside of authorized inspection centers.
Step 1:Organizations and individuals must submit a written request (clearly stating the reason and location of inspection outside the vehicle inspection unit) along with a list of motor vehicles requesting inspection, either directly or via mail or by other appropriate means, to the vehicle inspection unit.
Step 2:The vehicle inspection unit will review and consider the vehicle owner's request.
If the applicant meets the eligibility criteria, within 3 working days of receiving the request, the vehicle inspection unit will notify the vehicle owner in writing of the inspection schedule.
If the test track does not meet the requirements, a written notice will be sent to the vehicle owner, stating the reasons.
Step 3:Bring your vehicle to the inspection location and prepare the necessary documents, just like you would for an on-site inspection at a dealership.
Step 4:The vehicle inspection unit conducts the inspection according to the same procedures as inspections conducted at the vehicle inspection unit itself.
Step 5:Return the results (similar to the inspection at a vehicle registration office).
Please note that vehicle inspection procedures outside of designated inspection units are only carried out for vehicles operating in island areas, areas with safety, security, and national defense concerns, and vehicles participating in disaster prevention and control or disease control efforts that are not brought to inspection units.
