Latest car registration procedures
Below are the latest car registration procedures in 2022 according to Decision No. 1648/QD-BGTVT.
Car inspection procedures at the inspection unit
Step 1:Organizations and individuals bring their vehicles to the inspection unit, directly submit documents and provide complete information.
- Present vehicle registration documents or appointment letter for registration issuance.
- Submit a copy of the Factory Quality Inspection Certificate for domestically manufactured and assembled motor vehicles (except for liquidated motor vehicles) in case of first inspection.
- Submit the original Certificate of technical safety and environmental protection quality of the converted motor vehicle in case of newly converted motor vehicle.
- Information about username, password, website address to manage journey monitoring devices and cameras for vehicles that are required to install journey monitoring devices and cameras.
- Declare transportation business on the File Tracking Form according to the form.

Step 2:The inspection unit receives the documents and conducts the inspection. If the documents are incomplete, the vehicle owner will be instructed to complete them again. If they are complete, the vehicle will be registered for inspection, inspected, assessed for technical safety and environmental protection of the vehicle, and the inspection certificate will be printed.
The inspection and assessment of the vehicle's condition is divided into 5 stages including:
- Step 1: General identification check.
- Step 2: Check the top of the vehicle.
- Step 3: Check braking efficiency and side slip.
- Step 4: Environmental testing.
- Step 5: check the bottom of the vehicle.
Step 3:Return inspection results
If the vehicle meets the inspection requirements, the inspection unit will return the Inspection Certificate and affix the Inspection Sticker to the vehicle.
Procedures for vehicle inspection outside the inspection unit
Step 1:Organizations and individuals with a written request (clearly stating the reason and inspection location outside the inspection unit) along with a list of motor vehicles requested for inspection must send it directly/by post/other appropriate form to the inspection unit.
Step 2:The inspection unit checks and considers the vehicle owner's request.
If the subject is eligible, within 3 working days from the date of receipt of the request, the inspection unit will notify the vehicle owner in writing of the inspection time.
In case the test track is not qualified, a written notice will be sent to the vehicle owner, stating the reason.
Step 3:Bring the vehicle to the inspection location, prepare the documents as for the inspection at the unit.
Step 4:The inspection unit conducts vehicle inspection according to the same procedures as for inspection at the inspection unit.
Step 5:Return results (similar to inspection at the inspection unit).
Note, vehicle inspection procedures outside the inspection unit are carried out for vehicles operating in island areas, areas ensuring safety, security, national defense, vehicles participating in natural disaster prevention and disease prevention, do not bring the vehicle to the inspection unit.
