(Baonghean.vn) - Regular monitoring is one of the important activities aimed at preventing violations early and from afar. Regular monitoring is required to ensure compliance with the Party's policies and regulations on personnel work, practicing thrift, combating waste, preventing and combating corruption and negative practices; sensitive and pressing areas; and to combine Party-based monitoring with State monitoring, monitoring by the Fatherland Front and other political and social organizations, and monitoring by the people.

Emphasize regular monitoring.
Inspection and supervision are among the functions and methods of Party leadership. Regular supervision plays a crucial role in helping Party committees, Party organizations, cadres, and Party members to promote strengths and overcome limitations, shortcomings, and weaknesses; especially in preventing violations early and from afar, when they are just beginning to emerge.
With that shared perspective and understanding, in recent times, Party committees at all levels and advisory and support agencies of Party committees from the provincial to the grassroots level have attached great importance to regular supervision work.
In Nam Dan district, to strengthen regular supervision, the role of the Standing Committee, the Executive Committee, and the Party Committee is clearly demonstrated through close monitoring of the grassroots level in specific regions, areas, and fields, as well as the assigned tasks. Each Party committee member strictly adheres to the regulations on attending rural Party branch meetings once every quarter. According to Comrade Le Trung Hoa, Chairman of the District Party Committee's Inspection Committee, any difficulties, grievances, or problems raised by Party members at these meetings are grasped by the Party committee members and submitted to the District Party Committee's Organization Department for compilation and reporting to the District Party Committee's Standing Committee.

Based on this, the Standing Committee of the District Party Committee issued a notice assigning the relevant departments and agencies at the district and grassroots levels to address the issues. As a result, several difficulties related to new rural development, land use right certificate issuance, public land management, infrastructure development, environmental management, and the resolution of unresolved complaints or the lack of serious implementation of complaint handling conclusions were addressed, contributing to improved responsibility and leadership capacity of officials from the district to the grassroots level. Key tasks were identified and assigned to working groups; the Standing Committee, the Executive Committee, and the Party Committee regularly reviewed and supervised these tasks monthly or quarterly to correct any procrastination or half-hearted approach in implementation, while also resolving difficulties and obstacles.

Enhance the supervisory role of the Vietnam Fatherland Front and political and social organizations by establishing private Zalo and Facebook groups to gather information from the grassroots level, report to Party committees and authorities, and promptly address difficulties and grievances.
Regular supervision in Nam Dan district is also carried out through the supervisory role of Party branches over Party members; and through serious monthly evaluations and assessments of Party members' performance of their duties.

In Thanh Chuong district, the regular supervisory activities of the Party Committee are also demonstrated through the system of assigning Standing Committee members to oversee specific areas and Executive Committee members to oversee specific locations; at the same time, nine grassroots steering committees have been established, each headed by a Standing Committee member and comprising heads, deputy heads, and specialists from district-level departments and offices.
In addition, every year, the Standing Committee of the District Party Committee strengthens its work and exchanges with grassroots units where the movement is stagnant, limited, or where there is a lack of high internal unity, in order to promptly rectify the situation.
The regular monitoring activities of the Thanh Chuong Party Committee are also demonstrated through the monthly and quarterly reports of subordinate Party organizations, agencies, and units; through the monitoring of public opinion by the propaganda system, the Fatherland Front, and other mass organizations; through dialogue between the Party Committee, the government, and the people; through citizen reception activities by the heads of the Party Committee and the government; through the monitoring activities of the Fatherland Front and other mass organizations; through receiving and resolving suggestions and feedback from voters and letters from citizens…
According to Comrade Nguyen Xuan Ngan, Deputy Head of the Thanh Chuong District Party Committee's Inspection Committee, regular monitoring aims to "sound the alarm," remind, warn, and proactively prevent violations by Party organizations and cadres and Party members when they are still in their early stages. This includes warning cadres that if they do not change, innovate, and be decisive in leadership and guidance, they will be replaced.

Continue to innovate in monitoring.
At the provincial level, regular monitoring activities are intensified in conjunction with the general inspection and supervision work of Party committees, Party organizations, and the Inspection Committee.
Accordingly, various forms of regular supervision are implemented. These include assigning members of the Provincial Party Standing Committee and members of the Provincial Party Committee to be in charge of specific areas, localities, and units; assigning Party committees and leaders of the provincial Party building departments to attend meetings at grassroots Party branches. The Provincial Party Secretary and the Chairman of the Provincial People's Committee maintain a system of receiving citizens, engaging in direct dialogue with citizens, and addressing their feedback and suggestions on a regular basis…
Simultaneously, each member of the Standing Committee and the Executive Committee increased their participation in regular and extraordinary meetings, review conferences, and self-criticism and criticism sessions in the localities and units under their responsibility; thereby, grasping the situation and outlining specific contents and solutions.

Each member of the Standing Committee and Executive Committee proactively collected and gathered information from various sources and from multiple perspectives to comprehensively and thoroughly assess and understand the situation, serving the leadership and guidance in carrying out political tasks, especially regarding prominent issues, weaknesses, and pressing concerns among the people.
Similarly, the Party Building Committees, the Provincial Party Committee Office, and the Provincial Party Committee's Inspection Commission also assign cadres and civil servants to monitor specific areas and fields, along with issuing regulations on the work of cadres monitoring these areas and fields. Through this, cadres and civil servants actively go to the grassroots to understand the situation and gather information to report and advise the agency and Party committee on the timely resolution of many emerging issues.
Over the five years (2016-2020), the Standing Committee of the Provincial Party Committee conducted 52 inspections of Party organizations and 99 inspections of Party members…Through inspections, the inspectors recommended economic sanctions totaling nearly 442 billion VND and disciplinary action against 286 organizations and 979 individuals for shortcomings and violations.

To further enhance the effectiveness of regular supervision, on January 4, 2022, the Standing Committee of the Provincial Party Committee issued Project No. 13-DA/TU on improving the quality and effectiveness of regular supervision by Party committees, Party building departments, the Provincial Party Committee Office, and the Provincial Inspection Committee during the 2021-2025 period.
Accordingly, numerous goals, tasks, and solutions have been set forth; the focus is on monitoring the heads of Party committees, Party organizations, People's Councils, People's Committees, the Fatherland Front, and political and social organizations at all levels in the performance of their assigned duties and responsibilities. Regular monitoring is concentrated on the implementation of the Party's guidelines, policies, resolutions, directives, and regulations across various areas and fields, such as personnel work, practicing thrift, combating waste, preventing and combating corruption and negative practices; and sensitive and pressing issues.
The plan also sets out the requirement to innovate the methods of regular supervision in a synchronized and effective manner; combining supervision within the Party with supervision by the State, supervision by the Vietnam Fatherland Front and political and social organizations at the provincial level, and supervision by the people.
