Earlier, in early June 2022, through investigative work, the Criminal Police Department of Nghe An Provincial Police discovered a large-scale firework trafficking ring led by Ngo Dinh Manh (born in 1982), residing in Dien Ky commune, Dien Chau district. Manh had previously worked as a bus driver's assistant in Laos.

While working as a bus assistant, Mạnh colluded with several individuals to purchase firecrackers in Laos at a cheap price, then transported them to Vietnam to sell for profit.

Through surveillance, the police determined that among the "customers" who frequently bought firecrackers from Mạnh were Trần Văn Phú and Phạm Văn Nhật. Notably, Trần Văn Phú had a previous conviction (suspended sentence) for trafficking prohibited goods (firecrackers).
