Mass mobilization work contributes to creating consensus among the people.

Applying President Ho Chi Minh's ideology on mass mobilization, in recent years, mass mobilization work in Nghe An has created consensus among the people, making an important contribution to the effective implementation of the Party's guidelines and policies and the State's laws, helping to bring peace to the people, consolidate trust, and strengthen the close relationship between the Party and the people.

In the fight against the COVID-19 pandemic, mass mobilization work has accompanied Party committees and authorities in adapting flexibly and effectively to disease prevention. To create consensus among the people, Party committees and authorities have done a good job of receiving citizens and resolving complaints and denunciations. Annually, over 95% of citizens' petitions have been resolved promptly. Clearly defining the goals and tasks in implementing administrative reform aims to proactively address all aspects of work towards a truly innovative administration. Throughout the province, 460 out of 460 communes, wards, and towns; 21 out of 21 districts, cities, and towns; and all departments and agencies have implemented the one-stop and integrated one-stop mechanisms for handling administrative procedures. The Provincial Center for Public Administrative Service and Procedure Control continues to effectively serve the people, organizations, and businesses.

Party committees and authorities at all levels should pay attention to leading and directing the continued innovation and improvement of the effectiveness of the Party's mass mobilization work in ethnic minority and religious communities. This will improve the material and spiritual lives of the people and build national unity.

The "Effective Mass Mobilization" emulation movement continued to be promoted. In 2021 and the first six months of 2022, the entire province built 4,857 "Effective Mass Mobilization" models across all areas of social life, contributing to creating social consensus, participating in socio-economic development, and building a strong political system.

Thanks to the effective implementation of mass mobilization work, the people have shown great support in land clearance for projects such as the Eastern Expressway section passing through Nghe An, the WHA Project, VSIP, and the 72m-wide Vinh-Cua Lo Boulevard. In the construction of new rural areas, the people have shown consensus and contributed resources and land for the construction of village and field roads. To date, 300 out of 411 communes in the province have been recognized as meeting the standards for new rural areas, accounting for 73% of the total number of communes; and 7 district-level units have achieved the standards for new rural area construction (Thai Hoa town, Vinh city, Hoang Mai town, and the districts of Nam Dan, Yen Thanh, Nghi Loc, and Quynh Luu).

To successfully achieve the goals and tasks set forth in the Resolution of the 19th Congress of the Nghe An Provincial Party Committee and the Resolutions of Party Congresses at all levels for the 2020-2025 term, in the coming period, mass mobilization work will continue to effectively implement the following:

Strengthen the dissemination and promotion of Ho Chi Minh's ideology, the Party's viewpoints and guidelines on the role of the people and mass mobilization work, especially President Ho Chi Minh's work "Mass Mobilization," to cadres, Party members, and the people. This should be linked to the dissemination of the Party and State's policies, guidelines, and documents on mass mobilization work in the new situation, such as Resolution No. 25-NQ/TW on strengthening mass mobilization work in the new situation; Decision No. 23-QĐ/TW on promulgating the Regulations on mass mobilization work of the political system; and resolutions, directives, and projects of the Provincial Party Standing Committee on mass mobilization work.

Continue to innovate the Party's leadership methods in mass mobilization work in the new situation; strengthen mass mobilization work of state agencies and governments at all levels. Promote administrative reform and improve public service ethics. Enhance the role and participation of the people in the formulation, promulgation, and implementation of the Party's guidelines and the State's policies and laws.

Enhancing the effectiveness of direct democracy and representative democracy, with a focus on improving the quality of implementing the Regulations on Democracy at all levels of grassroots organizations, in accordance with Ordinance 34 of the Standing Committee of the National Assembly on the implementation of democracy in communes, wards, and towns; Government Decree No. 04 on the implementation of democracy in agencies; and Government Decree No. 145 on the implementation of democracy in the workplace.

Continue to institutionalize, concretize, and effectively implement the mechanism of "Party leadership, State management, the Fatherland Front and political and social organizations as the core for the people to be masters" and the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit" in a practical, clear, and easily implementable manner in Nghe An province.

Promoting the core political role and responsibility of the Vietnam Fatherland Front and socio-political organizations in building national unity, while also doing a good job of social supervision and criticism, and contributing to the building of the Party and government in accordance with Decisions No. 217 and 218 of the Politburo.

Strengthening mass mobilization work in the prevention and control of COVID-19, linked with socio-economic development. Promoting the "Skilled Mass Mobilization" emulation movement within the political system, in conjunction with patriotic emulation movements and campaigns in various fields. Focusing on training and developing a team of qualified, reputable, capable, experienced, and skilled mass mobilization cadres to meet the demands of the new situation, thereby fostering high levels of public consensus and contributing to the development and prosperity of Nghe An province.
