Mass mobilization work contributes to creating consensus among the people.

Applying Uncle Ho's mass mobilization ideology, in recent years, mass mobilization work in Nghe An has created consensus among the people, contributing significantly to the good implementation of the Party's guidelines and policies and the State's laws, contributing to pacifying the people, consolidating trust and strengthening the flesh-and-blood relationship between the Party and the people.

In the prevention and control of the COVID-19 pandemic, the mass mobilization work has accompanied the Party Committee and the government to adapt flexibly and effectively in the prevention of the pandemic. To create consensus among the people, the Party Committee and the government have done a good job of receiving people, resolving complaints and denunciations from citizens. Every year, over 95% of citizens' complaints have been resolved promptly. Clearly defining the goals and tasks in implementing administrative reforms, aiming to proactively work towards a truly innovative administration. The whole province has 460/460 communes, wards and towns; 21/21 districts, cities, towns and departments and branches implementing the one-stop, one-stop mechanism in handling administrative procedures. The Provincial Center for Public Administration Services and Administrative Procedure Control continues to promote its effectiveness in serving people, organizations and businesses.

Party committees and authorities at all levels pay attention to leading and directing the continued innovation and improvement of the effectiveness of the Party's mass mobilization work in ethnic minority and religious areas. Thereby, improving the material and spiritual life of the people, building the great national unity bloc.

The emulation movement "Skilled Mass Mobilization" continues to be promoted. In 2021 and the first 6 months of 2022, the whole province has built 4,857 "Skilled Mass Mobilization" models in all areas of social life, contributing to creating social consensus, participating in socio-economic development and building a strong political system.

Thanks to the effective promotion of mass mobilization work, in recent times, the people have agreed to clear the land for projects: Eastern Expressway section passing through Nghe An, WHA Project, VSIP, 72m Avenue connecting Vinh - Cua Lo... In the construction of new rural areas, the people have agreed, joined hands to contribute material, donated land for village roads, intra-field traffic... Up to now, the whole province has 300/411 communes recognized as meeting new rural standards, accounting for 73% of the total number of communes; there are 7 district-level units meeting new rural construction standards (Thai Hoa town, Vinh city, Hoang Mai town, districts: Nam Dan, Yen Thanh, Nghi Loc, Quynh Luu).

In order to successfully implement the goals and tasks set out in the Resolution of the 19th Nghe An Provincial Party Congress and the Resolution of the Party Congresses at all levels for the 2020-2025 term, in the coming time, mass mobilization work will continue to perform well the following tasks:

Strengthening the dissemination and propaganda of Ho Chi Minh's thought, the Party's viewpoints and guidelines on the role of the People and mass mobilization work, especially Uncle Ho's work "Mass Mobilization" to cadres, party members and the People. Linking with the dissemination of the Party and State's guidelines, policies and documents on mass mobilization work in the new situation, such as Resolution No. 25-NQ/TW on strengthening mass mobilization work in the new situation; Decision No. 23-QD/TW on promulgating the Regulation on mass mobilization work of the political system and resolutions, directives and projects of the Provincial Party Standing Committee on mass mobilization work.

Continue to innovate the Party's leadership method for mass mobilization work in the new situation; strengthen mass mobilization work of state agencies and authorities at all levels. Promote administrative reform, improve public service ethics. Promote the role and participation of the people in formulating, promulgating, and organizing the implementation of the Party's guidelines and policies and laws of the State.

Improve the effectiveness of implementing direct democracy and representative democracy, focusing on improving the quality of implementing the Democracy Charter at all types of grassroots according to Decree 34 of the National Assembly Standing Committee on implementing QCDC in communes, wards and towns; Decree No. 04 of the Government on implementing QCDC at agencies and Decree No. 145 of the Government on implementing QCDC at workplaces.

Continue to institutionalize, concretize, and well implement the mechanism of "Party leadership, State management, Fatherland Front and socio-political organizations as the core for the People to be the masters" and the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" in a practical, clear, and easy-to-implement direction in Nghe An province.

Promote the core political role and responsibility of the Vietnam Fatherland Front and socio-political organizations in building the great national unity bloc, while doing a good job of supervision, social criticism and giving opinions on Party building and government building according to Decisions No. 217 and 218 of the Politburo.

Strengthening mass mobilization work in the prevention and control of COVID-19 pandemic in association with socio-economic development. Promoting the emulation movement "Skillful mass mobilization" of the political system in association with patriotic emulation campaigns and movements in all fields. Taking care of training and fostering a team of cadres doing mass mobilization work with qualifications, prestige, capacity, experience, qualities and skills to meet the requirements of tasks in the new situation, thereby creating high consensus among the people, contributing to building Nghe An homeland to be increasingly developed and prosperous.
