Announcing the Digital Transformation Day for the Police Force
(Baonghean.vn) - On the morning of October 10th, the Ministry of Public Security held a nationwide online conference on digital transformation in the People's Public Security Force in 2022.
Attending the conference were: Pham Minh Chinh - Member of the Political Bureau, Prime Minister; Vu Duc Dam - Deputy Prime Minister; and General To Lam - Member of the Political Bureau, Minister of Public Security.At the Nghe An location, the following comrades co-chaired the meeting: Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; and Colonel Nguyen Duc Hai - Deputy Director of the Provincial Police.

CONTRIBUTING TO THE NATIONAL DIGITAL TRANSFORMATION
The conference was held immediately after the Ministry of Information and Communications organized the National Digital Transformation Day (October 10th). The annual organization of National Digital Transformation Day aims to accelerate the implementation of national digital transformation tasks and effectively carry out the National Digital Transformation Program until 2025, with a vision towards 2030.
At the same time, it is necessary to raise awareness among the entire society about the role, significance, and benefits of digital transformation; promote the involvement of the entire political system, synchronized action at all levels, and the participation of the whole population to ensure the success of digital transformation.
At the conference, the Ministry of Public Security announced the Digital Transformation Day for the Public Security Sector (October 10th); announced the decision to establish the Steering Committee on Digital Transformation of the Ministry of Public Security, chaired by General To Lam - Minister; and announced the Digital Transformation Program in the People's Public Security Force until 2025, with a vision to 2030.

Together with other ministries and agencies, the Ministry of Public Security has been making great efforts and showing strong determination to effectively implement the national digital transformation. In 2021, the completion of the National Population Database and the system for producing, issuing, and managing Citizen Identity Cards marked a significant milestone, as for the first time in history, two national-level information technology projects, with a massive workload, implemented by the People's Public Security force, were completed on schedule.
In early 2022, the Ministry of Public Security, in coordination with the Government Office, advised the Prime Minister to approve the Project on the Development of Data Applications on Population, Identification and Electronic Authentication to Serve National Digital Transformation in the period 2022-2025, with a vision to 2030 - also known as Project 06. With the spirit of placing citizens and businesses at the center, as the subjects, as the goals and driving forces of development, and accelerating the implementation of 25 essential public services according to the Project, the number of applications received is increasing daily.
In particular, when the Covid-19 pandemic became complicated, the Ministry of Public Security connected the National Population Database with the database on vaccination, testing, and management of Covid-19 infected people to uniformly implement the application of QR codes on identity cards, serving the work of pandemic prevention and control.

Over 73.3 million electronic chip-embedded Citizen Identity Cards have been issued and integrated with various information such as personal information, health insurance, driver's licenses, ATM cards, etc. Citizens only need to use one type of Citizen Identity Card when going for medical examinations, administrative transactions, or banking, contributing to building a digital citizenry, a digital society, and a digital economy.
DIGITAL TRANSFORMATION TO BETTER SERVE CITIZENS AND BUSINESSES
Speaking at the conference, Prime Minister Pham Minh Chinh assessed this as an important event following the announcement of the National Digital Transformation Day, demonstrating the political determination and pioneering spirit of the Ministry of Public Security in jointly building a digital nation. At the same time, it conveys a message of innovation, creativity, and breakthroughs in the digital transformation process of the Public Security sector, contributing to the national digital transformation.

Emphasizing that digital transformation is a difficult process requiring many conditions, the Prime Minister stated that, in the past period, the Ministry of Public Security has acted decisively, affirming its pioneering and core role and political determination in the digital transformation process, achieving many clear and commendable results.
However, according to Prime Minister Pham Minh Chinh, the work of institutional building and improving the legal environment needs to be further accelerated; the connection and sharing of national population databases with databases of sectors and localities is still not high; the percentage of people using online public services is not high; and there are still limitations in ensuring cybersecurity.

Looking ahead, Prime Minister Pham Minh Chinh requested the Ministry of Public Security to continue effectively fulfilling its role as the standing body in organizing and implementing Government Project 06, focusing on the effective application of the electronic identification and verification system to exploit information for resolving administrative procedures in the electronic environment; and to accelerate the process of connecting and sharing the national population database with the National Public Service Portal and with the systems of ministries, sectors, and localities.
Strengthen efforts to accelerate progress and improve the quality of online public service delivery, thereby increasing citizen satisfaction. Intensify communication, guidance, and support for citizens to use online public services and digital utilities and services safely and effectively.

The Prime Minister also requested the Ministry of Public Security to coordinate with other ministries and agencies to advise the Government on the scale and process of building a national data center, ensuring timeliness, efficiency, and cybersecurity; to research and apply digital technologies and products serving the Fourth Industrial Revolution in the sector; and to support the command and control work of the Public Security sector, maintaining security and order, and preventing and combating crime.
Furthermore, continue digital transformation to meet the requirements of social governance using digital technology, in accordance with the state management functions of national security and social order and safety of the police force.
