Announcing the Digital Transformation Day of the Public Security Sector

CONTRIBUTE TO IMPLEMENTING NATIONAL DIGITAL TRANSFORMATION
The conference was held right after the Ministry of Information and Communications organized the National Digital Transformation Day program (October 10). The organization of the annual National Digital Transformation Day is meant to accelerate the implementation of national digital transformation tasks, effectively implement the National Digital Transformation Program to 2025, with a vision to 2030.
At the same time, raise awareness of the whole society about the role, significance and benefits of digital transformation; promote the participation of the entire political system, synchronous actions at all levels and the participation of the whole population to ensure the success of digital transformation.
At the conference, the Ministry of Public Security announced the Digital Transformation Day of the Public Security Sector (October 10); announced the decision to establish the Steering Committee on Digital Transformation of the Ministry of Public Security, headed by General To Lam - Minister; announced the Digital Transformation Program in the People's Public Security until 2025, with a vision to 2030.

Together with other ministries and branches, in recent times, the Ministry of Public Security has been making great efforts to effectively implement national digital transformation. In 2021, the completion of the construction of the National Population Database and the system for producing, issuing and managing Citizen Identification Cards marked an important milestone, when for the first time in history, two national-scale information technology projects with a huge amount of work implemented by the People's Public Security force were completed on time.
In early 2022, the Ministry of Public Security coordinated with the Government Office to advise the Prime Minister to approve the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 - also known as Project 06. In the spirit of taking people and businesses as the center, the subject, the goal and the driving force for development, accelerating the implementation of 25 essential public services according to the Project, the number of applications received increases every day.
In particular, when the Covid-19 epidemic became complicated, the Ministry of Public Security connected the National Population Database with the Database on vaccination, testing, and management of people infected with Covid-19 to uniformly deploy the application of QR codes on ID cards, serving the work of epidemic prevention and control.

Over 73.3 million electronic chip-embedded Citizen Identification cards have been issued and are integrated with many information such as: Personal information, health insurance, driver's license, ATM card... People only use one type of Citizen Identification card when going to the doctor, administrative transactions or banking, contributing to building digital citizens, digital society, digital economy.
DIGITAL TRANSFORMATION TO BETTER SERVE PEOPLE AND BUSINESSES
Speaking at the conference, Prime Minister Pham Minh Chinh assessed that this was an important event after the announcement of the National Digital Transformation Day, demonstrating the political determination and pioneering spirit of the Ministry of Public Security in joining hands to build a Digital Nation. At the same time, it conveyed the message of innovation, creativity, and breakthrough in the digital transformation process of the Public Security sector, contributing to the national digital transformation.

Emphasizing that digital transformation is a difficult process requiring many conditions, the Prime Minister said that in recent times, the Ministry of Public Security has taken drastic actions, affirming its pioneering, core role and political determination in the digital transformation process, achieving many remarkable, noteworthy and commendable results.
However, according to Prime Minister Pham Minh Chinh, the work of building institutions and perfecting the legal environment needs to be further promoted; the connection and sharing of the national population database with databases of sectors and localities is still low; the rate of people using online public services is still low; and the work of ensuring network safety and security still has limitations.

In the coming time, Prime Minister Pham Minh Chinh requested the Ministry of Public Security to continue to perform well its standing role in organizing the implementation of Project 06 of the Government, focusing on effectively applying the electronic identification and verification system to exploit information to serve the settlement of administrative procedures in the electronic environment; Speed up the process of connecting and sharing the national population database with the National Public Service Portal, with the systems of ministries, branches and localities.
Accelerate the progress, improve the quality of online public service provision, and increase people's satisfaction. Strengthen propaganda, guidance, and support for people to use online public services, utilities, and digital services safely and effectively.

The Prime Minister also requested the Public Security sector to coordinate with ministries and branches to advise the Government on the scale and process of building a national data center to ensure timeliness, efficiency, safety and network security; research and apply digital technology and products serving the 4th industrial revolution in the sector; serve the command and direction of the Public Security sector, maintain security and order and prevent security and crime.
In addition, continue digital transformation to meet the requirements of social governance using digital technology according to the state management function of national security and social order and safety of the police force.
