Many outstanding results

After two years of "hibernation" due to the pandemic, on March 1, 2022, Vinh City issued Plan No. 18/KH-UBND on activating and supporting economic development, creating a favorable business environment for the development of all economic sectors, especially the night-time economy; promptly and effectively implementing preferential policies on taxes, fees, and charges to help people, businesses, and business households reduce costs, create resources to maintain and develop production and business activities, and create a foundation for economic development. This is considered a boost and a driving force for economic sectors in the city to revive after a long period of stagnation.

Thanks to the effective implementation of Plan No. 18, along with the decisive leadership of Party committees and authorities at all levels, the synchronized involvement of the entire political system, and the unity and solidarity of the people, the achievement of socio-economic development goals in Vinh City has yielded many outstanding results: The total added value in 2022 is estimated at VND 24,360 billion, reaching 100.95% of the assigned plan, an increase of 9.02% compared to the same period. Of which: the industry and construction sector is estimated at VND 7,373 billion, an increase of 6.95% compared to the same period; the service sector is estimated at VND 16,766 billion, an increase of 10.16% compared to the same period; and the agriculture, forestry, and fisheries sector decreased by 4.04% compared to the same period.

State budget revenue in the area reached 3,538.8 billion VND - the highest ever, achieving 170.5% of the provincial budget target, an increase of 38.5% compared to the same period last year.

During the year, the city accelerated investment in projects to expand urban space, renovate urban areas, and combat traffic congestion; completing 11 flood control projects, minimizing flooding in the city, including: Quang Trung Street, Nguyen Thai Hoc Street, Ly Thuong Kiet Street, Minh Khai - Hong Bang Street, Dang Thai Than Street, Ngu Hai Street, Phan Boi Chau Street, and areas in hamlets 1, 3, 13A, and 13B of Nghi Kim commune...

The city has conducted on-site inspections of key projects to promptly address difficulties and obstacles and accelerate progress, such as: the first phase of the extended Nguyen Sy Sach road, the resettlement area along Nguyen Sy Sach road, Hoa Thai road, the resettlement area serving land clearance for Ly Thuong Kiet road, etc.; and has exploited land funds approved by the City People's Council to generate revenue, such as: urban technical infrastructure, land subdivision for auction and resettlement of 18.46 hectares in Nghi Duc commune; and the planned area for auction and resettlement in Duc Thinh hamlet, Hung Loc commune, covering 9.97 hectares.

In addition, the city directed the acceleration of the processing of documents for projects and works scheduled to start construction in 2023.

In 2022, the city approved 168 land compensation plans totaling 490 billion VND. The Vinh City pedestrian street was officially opened, featuring various businesses, services, cultural and artistic activities.

Culture and education flourished, and security and defense were maintained. The city directed Dang Thai Mai Secondary School and Le Mao Primary School to implement plans to build advanced schools in line with international integration trends. Social welfare, policies for war veterans, job creation, vocational training, and labor export were prioritized and achieved high effectiveness.

Mr. To Thanh Nhan, Secretary of the Party Committee of Le Mao Ward, said: "In 2022, among the many achievements of the city, the most noticeable was the intensified urban beautification efforts. Sidewalks along the city gate area, Phan Dinh Phung Street, and the pedestrian street area were invested in and renovated, giving the streets and wards a more attractive appearance, and the wards and communes competed to achieve urban civilization standards. In Le Mao Ward, the people are united in implementing the city's emulation movements. However, in Le Mao Ward, due to the opposite-way traffic on Dinh Cong Trang and Ngu Hai streets, business and trade are still difficult."

The Secretary of the Vinh Tan Ward Party Committee, Mr. Nguyen Trung Dung, commented: In 2022, the city focused on implementing a comprehensive set of measures and solutions to stimulate economic growth through active administrative reform, building a smart city, promoting the application of information technology in all fields, improving the efficiency of public service delivery, and especially achieving high revenue collection targets.

“2022 was also the year the city focused on investing in flood control projects combined with urban beautification, undergrounding technical infrastructure systems to create urban landscapes and new highlights, making streets more beautiful, civilized, and modern, such as Ho Tung Mau and Nguyen Van Cu streets,... Along with that, the city has strengthened the development of the night economy, attracting a large number of city residents and tourists to visit during holidays, creating new momentum for the development of the tourism industry. The development of the city has also contributed to the further development of Vinh Tan ward," said Mr. Nguyen Trung Dung.

During the year, the city proactively implemented the tasks outlined in Decision No. 827/QD-TTg dated June 12, 2020, of the Prime Minister approving the plan to develop Vinh City, Nghe An province, into an economic and cultural center of the North Central region by 2023, in accordance with Resolution No. 26-NQ/TW of the Politburo; proactively coordinated with ministries and agencies to quickly implement key projects such as: Expanding the 35m road from National Highway 46 to the Lam River embankment; renovating and upgrading sidewalks and undergrounding National Highway 1A section through Vinh City; continuing to propose investment in several connecting roads between key urban areas of the city; coordinating with relevant departments and agencies to draft the plan for expanding the administrative boundaries of Vinh City; proactively implementing the plan for piloting the construction of advanced kindergartens and primary and secondary schools in line with international integration trends,...

In addition, the city's authorities are actively monitoring, reviewing, and finalizing the pre-feasibility study report for the project: "Priority infrastructure and urban development adapting to climate change in Vinh City, Nghe An Province," which will be submitted to the Ministry of Construction for appraisal...

Despite the achievements, the socio-economic landscape of Vinh City still faces challenges that need addressing: urban flooding during heavy rains; increasing traffic congestion; underdeveloped agricultural economy in suburban areas; and many dilapidated roads within the city center.

In particular, Vinh City still lacks many conditions to live up to its role as a center for integration and development in many fields in the North Central region. The city has also not made outstanding breakthroughs compared to other cities in the North Central region, especially compared to neighboring cities; urban space is expanding slowly; investment resources for large-scale projects with driving force are still very limited; land management and the recovery of stalled projects still have shortcomings, leading to underutilization of resources...

These are issues that Vinh City needs to frankly acknowledge in order to come up with decisive, comprehensive, and effective solutions in the future.
