After 2 years of "hibernation" due to the pandemic, on March 1, 2022, Vinh City issued Plan No. 18/KH-UBND on activating and supporting economic development, creating a favorable business environment for economic sectors to develop, especially the night-time economy; promptly and effectively implementing preferential policies on taxes, fees, and charges to help people, businesses, and business households reduce costs, create resources to maintain and develop production and business activities, and create a premise for economic development. This is considered a boost, a driving force for economic sectors in the city to awaken after a long period of gloom.
Thanks to the good implementation of Plan No. 18, along with the drastic direction of Party committees and authorities at all levels, the synchronous participation of the entire political system, the solidarity, unity and consensus of the people, the implementation of socio-economic development goals in Vinh city has achieved many outstanding achievements: The total added value in 2022 is estimated at VND 24,360 billion, equal to 100.95% of the assigned plan, up 9.02% over the same period. Of which: Industry - construction is estimated at VND 7,373 billion, up 6.95% over the same period; Services are estimated at VND 16,766 billion, up 10.16% over the same period; agriculture - forestry - fishery decreased by 4.04% over the same period.
State budget revenue in the area reached 3,538.8 billion VND - the highest ever, reaching 170.5% of the province's assigned estimate, up 38.5% over the same period.

During the year, the city accelerated the investment progress of projects to expand urban space, urban embellishment, and prevent traffic congestion; completed 11 anti-flooding projects, minimizing flooding in the city such as: Quang Trung Street, Nguyen Thai Hoc, Ly Thuong Kiet, Minh Khai - Hong Bang, Dang Thai Than, Ngu Hai, Phan Boi Chau, hamlet 1, 3, 13A, 13B Nghi Kim commune...
The city has organized on-site inspections of key projects to promptly resolve difficulties and obstacles and speed up progress such as: Nguyen Sy Sach Street extension phase 1, resettlement area of Nguyen Sy Sach Street, Hoa Thai Street, resettlement area serving the clearance of Ly Thuong Kiet Street, etc. exploiting land funds approved by the City People's Council to generate revenue such as: Urban technical infrastructure, land division for auction and resettlement of 18.46 hectares in Nghi Duc commune; planning area for auction and resettlement of Duc Thinh hamlet, Hung Loc commune, 9.97 hectares.
In addition, the city directed to speed up the progress of project documents and works expected to start construction in 2023.
In 2022, the city approved 168 compensation plans for site clearance with an amount of 490 billion VND. Vinh city's walking street has officially opened with many types of businesses, services, culture, arts,...
Culture and education flourished, security and defense were maintained. The city directed Dang Thai Mai Secondary School and Le Mao Primary School to implement the plan to build advanced schools in line with the trend of international integration. Social security work, policies for people with meritorious services, job creation, vocational training, and labor export were focused on and achieved high efficiency.
Mr. To Thanh Nhan - Secretary of the Party Committee of Le Mao Ward said: In 2022, among many of the city's highlights, the most obvious is the urban beautification work being promoted. Sidewalks along the city gate area, Phan Dinh Phung Street, and the walking street area have been invested in and renovated, making the streets look spacious, and the wards and communes compete to meet urban civilization standards. In Le Mao Ward, people unite and wholeheartedly carry out the city's emulation movements. However, in Le Mao Ward, due to Dinh Cong Trang and Ngu Hai streets going in the opposite direction, business and trade are still difficult.

Secretary of Vinh Tan Ward Party Committee - Mr. Nguyen Trung Dung commented: In 2022, the city has focused on synchronously implementing measures and solutions to stimulate economic growth through active administrative reform, building smart cities, promoting the application of information technology in all fields, improving the efficiency of public service delivery, especially achieving high budget revenue targets.
“2022 is also the year the city focuses on investing in flood prevention projects combined with urban beautification, undergrounding technical infrastructure systems to create urban landscape spaces, new highlights to make the streets more beautiful, civilized, and modern such as Ho Tung Mau, Nguyen Van Cu, etc. Along with that, the city has promoted the development of the night economy to attract a large number of city residents and tourists to visit during the holidays, creating a new driving force for tourism development. The development of the city also contributes to the development of Vinh Tan ward" - Mr. Nguyen Trung Dung said.

During the year, the city proactively implemented the tasks according to Decision No. 827/QD-TTg dated June 12, 2020 of the Prime Minister on approving the Project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region by 2023 in the spirit of Resolution No. 26-NQ/TW of the Politburo; proactively connected with ministries and branches to quickly implement key projects such as: Expanding the 35m road from National Highway 46 to the Lam River road; Renovating and upgrading sidewalks and undergrounding National Highway 1A through Vinh city; Continuing to propose investment in a number of connecting routes between key urban areas of the city; coordinating with relevant departments and branches to develop a draft Project to Expand the administrative boundaries of Vinh city; proactively deploying the implementation plan of the Project on piloting the construction of advanced kindergartens and general schools in line with the trend of international integration,...
In addition, the city's functional agencies actively grasp, review and complete the content of the pre-feasibility study report of the project: "Priority infrastructure and urban development adapting to climate change in Vinh city, Nghe An province" to submit to the Ministry of Construction for appraisal...
Besides the achieved results, in the economic and social picture of Vinh city, there are still limitations that need to be overcome: Urban flooding during heavy rains; increasing traffic congestion; agricultural economy in the suburbs has not been well exploited; there are still many degraded roads in the inner city...
In particular, Vinh city still lacks many conditions to be worthy of its role as an integration and development center in many fields of the North Central region. The city has not made any outstanding breakthroughs compared to other cities in the North Central region, especially compared to neighboring cities; urban space is slowly expanding; Investment resources for large, dynamic projects are still very limited; Land management and reclamation of suspended projects still have shortcomings leading to low exploitation of resources...
These are issues that Vinh city needs to frankly acknowledge in order to come up with drastic, synchronous and effective solutions in the coming time.
