Minister of Transport Nguyen Van Thang issued several key directives regarding vehicle inspection at the ceremony announcing the decision to transfer and appoint the Director of the Vietnam Registering and Inspection Department on March 11th.

Assigning the task to the new Director of the Vietnam Registering and Inspection Department, Nguyen Chien Thang, Minister Nguyen Van Thang requested the Department to promptly implement immediate and long-term solutions to quickly overcome the congestion in vehicle inspections, ensuring convenient and quick vehicle inspection services for the public.

Currently, the Vietnam Registering and Inspection Department continues to implement a series of comprehensive solutions such as mobilizing the maximum number of inspection personnel nationwide, including those who have been prosecuted but are out on bail, and retired individuals who are still healthy and have the necessary professional qualifications to support inspection centers in Hanoi and Ho Chi Minh City. In addition, it is urgently recruiting to compensate for the personnel shortage.

The Minister of Transport requested the Vehicle Registration Department to coordinate with the Traffic Police Department (Ministry of Public Security) and the Ministry of National Defense to quickly recruit vehicle inspectors and assign them to vehicle inspection units to serve inspection activities, paying attention to the living conditions of the inspectors.

“Today, the Vietnam Register will receive 50 traffic police officers to reinforce Hanoi and Ho Chi Minh City. This is a valuable resource in the current difficult circumstances,” Minister Nguyen Van Thang emphasized.

The Minister also requested the Department of Vehicle Registration to urgently review and promptly supplement machinery, equipment, and personnel to restore vehicle inspection centers to operation; and to continue implementing overtime shifts, including working on Saturdays and Sundays, in order to achieve the highest goal of serving the people and businesses.

Simultaneously, information technology should be fully utilized to allow citizens to register and schedule vehicle inspection appointments remotely, avoiding the frustrating and time-consuming process of queuing that disrupts people's daily lives.

In the long term, the Minister requested the Vehicle Registration Department to urgently advise the Ministry of Transport on amending Circular 16, paying attention to the content regarding the exemption of initial inspection for new cars; and to consider reviewing expert opinions on vehicle inspection cycles.

In addition, we will continue to refine and submit to the Ministry of Transport the proposal for the organizational model of the Vehicle Registration Department, separating the functions of state management from the operations of vehicle inspection centers.

Specifically, focus on amending and supplementing Decree 139 regulating the business of motor vehicle inspection services when the Government allows amendments through a simplified process. This includes allowing authorized warranty and maintenance facilities of automobile manufacturers, assemblers, and importers that meet the regulations on warranty and maintenance facilities and have equipment and personnel that comply with the National Technical Standard on Motor Vehicle Inspection Units to inspect automobiles.

Strengthen the decentralization and delegation of authority in managing vehicle inspection activities to local authorities, coupled with inspection, supervision, and timely and strict handling of violations.

Minister Nguyen Van Thang also directed the Department of Vehicle Registration to review and tighten the conditions for opening vehicle inspection centers, avoiding the situation of allowing the opening of centers indiscriminately, which leads to unhealthy competition.

Furthermore, the Vehicle Registration Department is focusing on researching and rebuilding the inspection software system to ensure connectivity with databases of various ministries and agencies, especially the Ministry of Public Security, in order to ensure effective monitoring, supervision, and prevention of corruption.
