Ministry of Transport considers amending inspection cycle

Minister Nguyen Van Thang requested the Vietnam Register to urgently advise the Ministry of Transport to amend Circular 16, including considering and reviewing experts' opinions on vehicle inspection cycles.

Minister of Transport Nguyen Van Thang gave many key instructions on the field of vehicle inspection at the ceremony announcing the decision to transfer and appoint the Director of the Vietnam Register on March 11.

Assigning tasks to the new Director of the Vietnam Register, Nguyen Chien Thang, Minister Nguyen Van Thang requested the Department to promptly deploy short-term and long-term solutions to quickly overcome the congestion of vehicle inspections, ensuring convenient and quick service for people in vehicle inspections.

In the immediate future, the Registry will continue to implement a series of synchronous solutions such as mobilizing the maximum number of inspectors nationwide, those who have been prosecuted but are on bail, those who have retired but are still healthy, and those who have professional qualifications to support the registry centers in Hanoi and Ho Chi Minh City. In addition, urgently recruiting to compensate for the shortage of personnel.

The Minister of Transport requested the Department of Vehicle Registration to coordinate with the Traffic Police Department (Ministry of Public Security) and the Ministry of National Defense to quickly receive vehicle inspectors to arrange them in vehicle inspection units to serve inspection activities, and pay attention to the living conditions of vehicle inspectors.

“Today, the Vietnam Register will receive 50 traffic police officers to support Hanoi and Ho Chi Minh City. This is a valuable resource in the current difficult context,” Minister Nguyen Van Thang emphasized.

The Minister also requested the Department of Registration to urgently review and promptly supplement machinery, vehicles, and human resources to restore operation of registration centers; continue to implement overtime, shift work, and work on Saturdays and Sundays to achieve the highest goal of serving people and businesses.

At the same time, thoroughly apply information technology so that people can register for remote inspection appointments, avoiding the situation of people having to queue, causing frustration, wasting time, and affecting people's lives.

In the long term, the Minister requested the Department of Registration to urgently advise the Ministry of Transport to amend Circular 16, taking note of the content of exemption from first-time inspection for newly used cars; consider reviewing experts' opinions on vehicle registration cycles.

Along with that, continue to complete and submit to the Ministry of Transport the project on the organizational model of the Registry Department, separating the State management function from the activities of the registry centers.

In particular, focus on amending and supplementing Decree 139 regulating the business activities of motor vehicle inspection services when the Government allows amendments according to a shortened process. In particular, note the permission for genuine warranty and maintenance facilities of automobile manufacturers, assemblers, and importers to meet the regulations on warranty and maintenance facilities and equipment and human resources meeting the National Technical Regulations on motor vehicle inspection units permitted to inspect automobiles.

Strengthen decentralization and delegation of authority in managing motor vehicle inspection activities to localities, along with inspection, examination, supervision, and timely and strict handling of violations.

Minister Nguyen Van Thang also directed the Department of Registration to consider tightening the conditions for opening registration centers, avoiding the situation of allowing widespread opening leading to unfair competition.

In addition, the Registry Department focuses on researching, rebuilding and upgrading the inspection software system to meet the connection of databases of ministries and branches, especially the Ministry of Public Security, to ensure effective monitoring, supervision and prevention of negativity./.
