Timely removal of obstacles in registration
The new circular of the Ministry of Transport on vehicle inspection activities has promptly removed obstacles, with the expectation of bringing benefits to millions of people, helping to save a lot of social costs. The mechanism is resources, when the obstacles are cleared, the resources created are huge without any investment costs.

The police investigation and prosecution of violations in vehicle inspection activities is like a "storm, a tsunami" for vehicle inspection nationwide, unintentionally affecting people and businesses. People are miserable when they have to wait in line for many days. For businesses with vehicles due for inspection, the suffering increases many times over. Orders must be delivered without delay while vehicles due for inspection must be inspected before they can be put on the road if they do not want to be fined on the road. Many people even use the phrase "throwing a mouse and breaking a vase" to describe this situation.
Handling the case strictly but not affecting the rights of the people, not letting the "vase break" is the problem for the authorities. A country of 100 million people, nearly 1 million businesses cannot be devastated and disrupted by the shortcomings and weaknesses in the registration management of a group of people. The damage to the economy will be prolonged if this situation is not quickly and completely resolved.
From the beginning, the Government and the Prime Minister have grasped the problem, clearly stated this problem, and directed measures to solve it. At the beginning of this year, attending the summary conference of the Ministry of Transport, Prime Minister Pham Minh Chinh reminded that the car inspection incident happened because the mechanism created negativity, "we cannot let the normal become abnormal, cars lining up all night waiting for inspection".
At a recent meeting on vehicle inspection, Deputy Prime Minister Tran Hong Ha emphasized the sense of responsibility of state management agencies to provide public services to the people. Therefore, when addressing and handling weaknesses of state management agencies, we must find the best solution that does not affect the rights and interests of the people.
The Ministry of Transport has actively stepped in, immediately removing the "golden hoop" for vehicle inspection, which are outdated regulations that have existed for a long time. The amendment of Circular 16/2021/TT-BGTVT regulating the inspection of technical safety and environmental protection of road motor vehicles is considered to be lightning fast, demonstrating the determination and drasticness of the Ministry of Transport.
The Circular was issued on the evening of March 21, following a simplified procedure, sent to inspection stations that night and took effect the following day, March 22. The Circular's approach is said to closely follow international practices, updating the experience of inspection cycles of other countries. According to calculations, the number of vehicles with extended inspection cycles is more than 3 million. The policy of exempting the first inspection for new cars alone can save hundreds of billions of VND each year, along with the time and effort of many people.
It can be said that this issue has been discussed, analyzed, and debated for a long time, and now it has been decided to implement it by amending and supplementing regulations in legal documents, which is a good thing. Having a legal basis will make it clear and transparent for relevant entities in inspection activities.
Amending Circular 16 may be just the beginning. There is still a long way to go to comprehensively build a new system for the inspection sector, ensuring transparency, minimizing possible negative impacts and providing convenience for the people. The next step is to amend Decree No. 139/2018/ND-CP regulating the business of motor vehicle inspection services.
However, with a strong spirit, all for the common good, all obstacles can be overcome. Some people believe that "relaxing the people's strength" and creating resources from mechanisms and policies is not a big deal, but only requires amending and adjusting small things in social management.
But, a small thing has a big meaning.
